ALGIERS (Reuters) - Algeria's state energy company Sonatrach has replaced its chief Abdelhamid Zerguine with vice president for production Said Sahnoun, a senior Sonatrach source told Reuters on Saturday. 

The source, who asked not to be identified, gave no details, but Sonatrach is under pressure to increase stagnating energy output in the North African OPEC oil producer, which is also a major supplier of gas to European markets.

     

Zerguine, a former Sonatrach vice president for pipelines and head of a Sonatrach unit in Switzerland, was appointed chief of the company in November 2011.

At least 36 people were killed in Libya's eastern city of Benghazi, many of them civilians, in clashes between Libyan Special Forces and Islamist militants on Saturday night and Sunday morning, medical and security sources said.

Another 23 people, all Egyptian workers, were killed in the capital Tripoli when a rocket hit their home on Saturday during clashes between rival militias battling over the city's main airport, the Egyptian state news agency reported.

In the last two weeks, Libya has descended into its deadliest violence since the 2011 war that ousted Muammar Gaddafi, prompting the United States, the United Nations and Turkey to pull diplomats out of the North African country.

With the central government unable to impose order, two rival militias are exchanging rocket and artillery fire in Tripoli, while army units are trying to push out Islamist militants who have set up camps on the outskirts of Benghazi.

 

The United States evacuated its embassy in Libya on Saturday, driving diplomats across the border into Tunisia under heavy military protection after escalating clashes broke out near the embassy compound in Tripoli. Early on Sunday, sporadic shelling continued in Tripoli though far less than in the previous days. There were no immediate reports of any casualties.

They bombed Lybia because it was easy. After the bombing of the marine barracks in beriut Ronnie approved a retaliatory strike against the Iranian supported group that carried it out. But, after Ronnie went to bed Casper Weinberger cancelled the operation and Ronnie just did what he was told.

Having worked in government previously I can tell you the "shadow government" exists, even if its not really a shadow. The basic concept is this: you have elected officials and appointed officials that come and go on a regular basis. The upper managers who are around for 20 to 30 years are the ones with the real power and run the place as they tell the new leaders what the story is, never reveal certain ongoing projects/financing, and in a short time the new leader is off to another job. Simple as that. Reagan, Bush 1 and 2, and Clinton they are in and out but the upper level crew that make up the DOD, DOE, EPA, CIA, FBI and so on live on long after dear leader is gone. The career types are usually affiliated with Harvard, Princeton, Yale, Brown, military academies and other universities around world where the future high-level career types meet and develop relationships. Now and then you will hear complaints from Sec Def how he can not stop a project or program that costs hundred of billions or trillions of dollars. It just goes on and on.
