Ok, what would I have done? From my experience in managing multi-million $, mission-critical, no margin of error projects I did the following:
Make phone calls and arrange for expedited shipment of such a unit - 30-45 minutes. The company would surely put the matter of payment on the back-burner for the advantages of free world-wide advertising
Make phone calls to assemble a treatment team to be flown to Liberia - 60 minutes.
Ok, let's say in 4-6 hours you would have people scrambling to get a credible and safe solution on its way to Liberia which would not in anyway compromise the city of Atlanta or the 330 million citizens of the USA.
That's all you had to do!

Michael Farrell, who headed the Bioterrorism Rapid Response and Advanced Technology (BRRAT) Laboratory, submitted his resignation Tuesday, CDC spokesman Tom Skinner told CNN. He had been reassigned from his post last month, after the anthrax incident was made public.
The CDC says the potential anthrax exposure happened between June 6 and June 13. The BRRAT lab had been preparing anthrax samples for use in two other labs on the CDC's Atlanta campus and failed to adequately deactivate the samples.
According to a CDC investigation report, the exposure happened because the lab didn't use an approved sterilization technique. It didn't have a written plan reviewed by senior staff to make sure all safety protocols were followed, and there was a limited knowledge of peer-reviewed literature about the process that would make it less dangerous. The lab also did not have a standard operating procedure that would make sure the transfer of the material would be safe.
Bottom line, "the scientists failed to follow a scientifically derived and reviewed protocol that would have assured the anthrax was deactivated," CDC Director Tom Frieden said. It "should have happened, and it didn't."

ATLANTA — A plane carrying an American doctor stricken with Ebola after treating patients in Liberia landed briefly in Bangor on Saturday morning to refuel, Bangor International Airport Director Tony Caruso confirmed early Saturday afternoon.
The small Gulfstream jet landed around 7:30 a.m., taxied to the customs clearance area, refueled and took off for Atlanta about 45 minutes later, Caruso said. The crew stepped off the plane to stretch their legs but remained on the tarmac.
City officials were notified of the scheduled refueling stop Friday, to put them on alert in case anything unexpected happened, according to City Council Chairman Ben Sprague.

The patient was flown into Warner-Robbins Air Force Base, not Atlanta Hartsfield. He was flown in on a modified Gulfstream business jet that had a large cargo door fitted on the right side of the fuselage ahead of the wing. The cargo opening could accommodate the plastic enclosure that the patient was enclosed in. I don't think it was wise to take hime into a major city but it is important to get the facts straight.

Considering the mortality rate and the fact that there is no known antidote, one would think that they would consider putting these two unlucky people in an offshore quarantine facility.

CNN--The head of the bioterrorism lab involved in potentially exposing dozens of workers at the Centers for Disease Control and Prevention to deadly anthrax bacteria has resigned.
Michael Farrell, who headed the Bioterrorism Rapid Response and Advanced Technology (BRRAT) Laboratory, submitted his resignation Tuesday, CDC spokesman Tom Skinner told CNN. He had been reassigned from his post last month, after the anthrax incident was made public.
The CDC says the potential anthrax exposure happened between June 6 and June 13. The BRRAT lab had been preparing anthrax samples for use in two other labs on the CDC's Atlanta campus and failed to adequately deactivate the samples.
According to a CDC investigation report, the exposure happened because the lab didn't use an approved sterilization technique. It didn't have a written plan reviewed by senior staff to make sure all safety protocols were followed, and there was a limited knowledge of peer-reviewed literature about the process that would make it less dangerous. The lab also did not have a standard operating procedure that would make sure the transfer of the material would be safe.
Bottom line, "the scientists failed to follow a scientifically derived and reviewed protocol that would have assured the anthrax was deactivated," CDC Director Tom Frieden said. It "should have happened, and it didn't."
