Russian Retaliation: Putin Orders Ban On All Food Imports From Sanctioning Countries For A Year

Tyler Durden's picture

Last week we noted Russia was considering banning fruit from Europe (as well as various other sanctions retaliations) but this morning Vladimir Putin has come out swinging by signing 'a decree on countermeasures to Western sanctions':

  • *PUTIN BANS FOOD IMPORTS FROM COUNTRIES SANCTIONING RUSSIA: IFX
  • *PUTIN ORDERS GOVT TO PREVENT ACCELERATED GROWTH OF FOOD PRICES

So trade wars escalate externally and price controls internally. It appears the US (and Europe) will indeed feel "tangible losses" despite Jack Lew's promises.

Putin adds:

  • *PUTIN BANS, LIMITS FOOD IMPORTS FOR YR: IFX
  • *PUTIN CALLS FOR INCREASE IN DOMESTIC FOOD SUPPLIES
  • *PUTIN ORDERS GOVT TO MAKE LIST OF RESTRICTED AGR. PRODUCTS
  • *RUSSIAN GOVT WORKING ON LIST OF FOODS, PRODUCTS TO RESTRICT

As ITAR-TASS reports,

President Vladimir Putin on Wednesday signed a decree on countermeasures to Western sanctions.

The document entitled “On the Application of Certain Special Economic Measures to Ensure the Security of the Russian Federation” prohibits or restricts, for one year, the import of certain kinds of agricultural products, raw materials and food originating in a country that has imposed economic sanctions against Russian companies and (or) individuals or has joined such sanctions.

In addition, local analysts consider all the possibilities:

Russia’s response to Western sanctions may vary from country to country. In relations with the United States Russia may raise the question of banning US fast food outlets, which treat their customers to products harmful to health. The same applies to the marketing of PepsiCo products and genetically modified goods from the US,” the expert said.

“Some claim that tens of thousands of Russians may lose jobs in US fast food chains, while others argue that Russian businessmen are quite capable of opening a chain of domestic fast food joints selling natural fried potatoes, and not of Brazilian flour,” Delyagin said.

“In relations with the United States the most sensitive measures may be taken in the banking sphere. Also, there is a possibility of replacing Microsoft software being used at Russia’s government structures with alternative substitutes,” the analyst said.

“Also, Russia may stop letting NASA use its rockets as a means of delivering cargoes to the International Space Station, a service the United States is so much interested in. Or, if asked to go ahead with space cooperation, Moscow may address Washington with its own conditions,” Delyagin said.

“As far as Germany as Russia’s main economic partner in the European Union is concerned, the two countries have strong bonds in power engineering and the automobile industry. But Russia may as well import high precision machine tools from advanced countries in the Asia-Pacific Region, which will surely result in direct losses for German manufacturers,” the analyst said.

US officials are not happy...

“Assuming that they take this action, it would be blatant protectionism,” Clayton Yeutter, a U.S. Trade Representative under President Ronald Reagan, said in a phone interview.

PUTIN ORDERS GOVT TO PREVENT ACCELERATED GROWTH OF FOOD PRICES

I don't read this as necessarily referring to price controls.

Other accounts of this action have indicated the Russian government is being careful to source food items from elsewhere (Iran and Turkey, for instance) prior to banning imports.

It's quite OK to impose sanctions on Russia but when they retaliate, it's called blatant protectionism. Are all politicians in the west really that stupid or have I been missing something?

" Vladimir Putin is eyeing a $20bn (£11.8bn) trade deal with Iran that would see Russia sidestep Western sanctions on its energy sector.

Under the terms of a five-year accord, Russia would help Iran organise oil sales as well as “cooperate in the oil-gas industry, construction of power plants, grids, supply of machinery, consumer goods and agriculture products”, according to a statement by the Energy Ministry in Moscow. However, the Russian government mysteriously withdrew that statement last night, saying it would issue a new one on Wednesday.

Despite the U-turn, news of a possible agreement hit US markets. The Dow fell 139 points, or 0.8pc, led by energy companies such as Chevron, down 2.5pc, and ExxonMobil, down 1.9pc. Brent Crude fell 1.5pc before recovering to trade down 0.7pc at $104.61. A deal could see Russia buying 500,000 barrels of Iranian oil a day, the Moscow-based Kommersant newspaper has previously reported. That would be about a fifth of Iran’s output in June and half its exports.

There’s a question over “how substantive this memorandum is”, Richard Mallinson, an analyst at Energy Aspects in London, told Bloomberg. “There would be various practical limitations in terms of Iran’s current production capacity, geography and shipping logistics, as well as US sanctions.
The move would be a win-win for both nations after they were hit with Western sanctions aimed at limiting their energy sectors."

Your question is better asked in this way: what will Russia receive for helping iran avoid oil trade sanctions? Will the US impose oil sanctions on Russia and unwisely expect the EU to follow? Again, Putin wins this hand.

Exactly. And regarding ...what will Russia receive for helping iran avoid oil trade sanctions?...

Russia can help to organise crude oil supplies from Iran — Energy Ministry

6 August

Excerpt:

“The implementation of the agreement with Iran will create conditions for tapping the potential of trade and economic cooperation between our countries, which should boost bilateral trade with more Russian goods and services going to Iran in such areas as metallurgy, ore mining, car making, machine-and ship-building, agriculture, and pharmaceutics,” the minister said.

“Our Iranian partners have already determined some of their needs with a focus on the supply of pumps and compressors, gas turbines, rolled steel, pipes, equipment for power plants, wheat, legumes and oil crops, meat, wood and wood products, equipment and machinery for tanning and textile industries. Iran is also interested in joint construction of power generation facilities and coal field development,” Novak said.

Putin will make it come to fruition. With increased production the price controls will end up being a windfall to food producers. Could happen here also if greed didn't make everyone shoot themselves in the foot. Price controls on production that the government can't control doesn't work. These will work because Putin can force production levels.

More specifically, perhaps: a bee war:

Ukraine - the Bee War

9 June 2014

...Russia accused Monsanto of killing off the bees by use of a neuro-toxin, derived from nicotine, in its crops...Putin also indicated that the issue could lead to world war.

Ukraine fits into this picture as the "bread basket" of Europe. It's massive fields and rich soil have made it a market for Monsanto, Cargill, and Dow. Until now, companies like Cargill produced seed in Ukraine, but not GMO seed. That is banned by Ukrainian law. The prominence of GMOs therefore stopped at the Polish border - some distance from Russia. The European Union itself had banned GMOs, but that has since changed - and that is key.

With the overthrow of the previous President, based primarily on not agreeing to sign an EU association agreement, the new authorities in Kiev have been pushing toward signing the agreement. That agreement will require Ukraine to allow practices like GMOs. That places GMOs right on Russia's border, and directly affects the purity of its crops and, more importantly, the famous Russian honey bee. Yet it seems like such a small thing to bring the world to the brink of war over. However, look at the ramifications of it...

who is ready for a food fight the uk or russia : )

While many in the world are completely dependent on large scale agriculture, the Russian people feed themselves. Their agricultural economy is small scale, predominantly organic and in the capable hands of the nation's people. Russians have something built into their DNA that creates the desire to grow their own food. It's a habit that has fed the Russian nation for centuries. It's not just a hobby but a massive contribution to Russia's agriculture.

in 2011, dacha gardens produced over 80% of the countries fruit and berries, over 66% of the vegetables, almost 80% of the potatoes and nearly 50% of the nations milk, much of it consumed raw.

Keep it up, Vladimir.  Keep it up.  As wrong as Obama and the U.S. have been in many different ways Putin is sowing the seeds of his own destruction.  Things are not going well in Russia right now and the temporary boost of nationalistic pride the average Russian is feeling will dissipate as the economy remains stagnant and the sanctions game begins to hurt more and more.  Europe will suffer too.  Nobdy can win in this game.  Eventually Putin and the West will reconcile because ALL politicians want to save their own asses when push comes to shove.

russia will not import GMO products, the country’s Prime Minister Dmitry Medvedev said, adding that the nation has enough space and resources to produce organic food.

Moscow has no reason to encourage the production of genetically modified products or import them into the country, Medvedev told a congress of deputies from rural settlements on Saturday.

I just cant get over the audacity or stupidity of the US/EU on this, especially the latter. These are the same people that went through Leningrad blockade. They honestly think some sectorial sanctions will cause them to change their course all of a sudden? Germany should know how that story ends better than anyone. BTW, saw an article recently; Putin's approval rating went by 7% to 87% after 3rd level sanctions were announced. Just something that gives an insight into Russian psyche I guess.. Meanwhile our beloved leader of "the free world" numbers are closer to his golf score.

A prudent move. The beltway psychopaths are not above intercepting goods and "contaminating" them - then blaming a 3rd party.

"Fixing" computers and routers, adding some special "sauce", sprinkle a few bacteria here and there.... there is no moral and/or ethical floor to what they consider "patriotic" and "legally acceptable" behavior.

A country with no GMO's in the food supply... what a pleasant thought.

new gooseshtepping Moron's comment on the drift to greater self-reliance and national indepence is first-class. It must be the way forward and Putin should regard the EU/US futile efforts to humiliate Russia as a blessing in disguise.

And why is it assumed that Russia is somehow technically non-geek. It has some of the finest mathemiticians, scientists and engineers in the world.  The West's intellectual conceit is astounding and illusory.  They have the same patronising attitude towards the Asians when China is turning out scientists and engineers by the thousands. This is what will tell in the long run.

Pls. read also the russian sources (damned, you can't, of), you could read there, that the imports of fruits and vegetables, some 8% of the total market, from Poland will be compensated by imports from Turkey (in today's news for example). This is just one example.

And yes, due to the Ukrainian war there are no imports from Ua and the russian farmers are extremly happy, earning the money of their life, as they stated in the news...

European food chains import their stuff anyhow from North Africa.

you mean the phony apollo program. what a laugher. the greatest hoax of all time until the attacks on 9/11/01

you ever wonder why russia never attempted to put humans on the moon? they were ahead of the u.s.s.a. in all aspects of space exploration. the idea that they made so many trips to the moon is ludicrous. it defies the imagination that they could have left and returned thru the earth's atmosphere, and landed and took off from the moon that many times, like they were taking a sunday afternoon drive. mercy

For those not in the know about the supposed moon landings:

1) Viewing the pictures from the supposed landings one will often find reused background scenery in them. Some from the same mission and some between missions.

2) All of the video and pictures from Apollo 13, the one that had the dramatic accident, show a blue cast in the spacecraft's widows even when supposedly far from earth. The blue cast is because the spacecraft was actually in low earth orbit around earth and no where near the moon.

Stanley Kubrick was forced or tricked into participating in the moon landing hoax and changed up the original Shining book to reflect his discontent in his movie the Shining.

Consider this, while the Communist-in-Charge Oboma, who barely knew how to manage his check register, was "elected" so everyone could pat themselves on the back (the adult version of everyone gets a trophy just for showing up), Putin reminds all that the world is a chomping beast, always at the ready to gobble up the beer-bellied, welfare swigging, watch one more torture porn, hoi polloi.

Russia still has a strong infrastructure of small, not farms, but kinda like summer houses that people escape to in the heat. These small houses with their plots of lands are where the Russians grow fruit, vegetables, chickens, et al. They are not for the rich, because Russia has lots of land it is cheap to own one of these and they are common to the Russian citizens. Because of these small Russian "farms," the Russians still know how to grow and save their own food whereas in the US, anyone six blocks from a McDonalds is considered to be in a food desert. Snort.

Meanwhile, in the US, Oboma and beginning in a population nuclear war with Clinton who lowered the bar and began the invasion of foreigners from third world countries and their wet-birth certificate "relatives," continues to give the US away to anyone who is not white. PROOF that whites are so stupid they can't even protect their own children's future.

Why is that statement not racist? Because the Mexicans, who are the majority invading the US, are the main pipeline of drug suppliers (heroin and meth especially) to the black community. The Mexican duo sword of destroying blacks is drugs and population explosion. The black community's best move would be to align with the Republicans and STOP all immigration and agree to do whatever it takes to end the drug selling into their communities.

Putin has to be admired in some ways. He refuses to allow Aids to take hold via the endless sexual gutter that is male gay bathhouse sex. As was stated in the movie The Normal Heart (gay advocacy movie about the start of the Aids epidemic; similar to The Band Played On), "They have taken up sexual promiscuity as their cause."

Really? Really? The selling of random anonymous gutter sex Ruins our culture and Ruins our children's future. Time to straighten up, Americans. Stop tattooing yourselves; Stop telling Hollywood you'll watch their soul degrading, whored-out movies; Stop the invasion of immigrants, NOT ONE MORE. Immigration is the greatest ponzi scheme ever known to the history of the world.

Instead, if we eat it, we grow it in the US. If we wear it, we make it in the US. If we use it, we make it in the US. And that means Apple Computers and shoes and that means it's time to shape up and be a moral country again.

Kumquat you are bang on. Hellywood is a large part of the machine. As for becoming a moral country again, I try to be as moral as i can and I think most people try. When inundated with propaganda 24/7 our brains are about as washed as there going to be. I was describing to another sheepson the book I was reading that was penned in the 1600's and the above average intellect it presented verses todays thinking. I mean one paragraph of this book would set me off in thought for an hour. The book is William Gurnell, and is available free online.

http://www.ccel.org/ccel/gurnall/armour/files/armour.html

Of course, I get the standard line of how intelligent we are today. We are not nearly as thoughtful about any matters, as they were back then. Morals will change when this nation gets decimated, and not a second sooner.

This is interesting, but are not MOST Russians too poor to own a car, let alone a dacha?  This sounds like an upper class/upper-middle class activity, not something that "most Russians" can do.

I love the idea of having a wee place to grow veges/fruits, apart from the house in the city.  Wish land here was cheap enough that MOST Americans could re-learn what their great-grandparents once knew, that is, self-sufficiency and how to support onesself on the land.

I live at 8000 feet, but even up here I grow tomatoes, herbs and more.  During the winter, I have a "vertical garden" about 12 x 5 feet, on my kitchen wall, where most of my salad veges grow.  Tomatoes are grown hydroponically in the third bathroom (rarely used.)

Even urbanistas can be self-sufficient ... well, maybe not self-sufficient, but quite a bit closer.

What the hell does he THINK they'd do? You're damned right it's protectionism. That is why these types of tactics are often found to create bigger problems than they solve, Clay.
You see, when you try to punch someone in the face, they don't just stand there and let you have a go at it. They try to block you.

These sanctions are getting out of control and the US started it.  In any case, not only will this harm the US companies that (do/did) business there but also the Russian consumers.  Costs of certain goods will begin to rise dramatically.  Oh, but they sound like they will use price controls as a counter-measure, which of course means that you will have shortages to anyone that knows basic economics.  It is protectionist, but Russia is no stranger to protecitonism and so this should not be a shock.

The chickens are comimg home to roost.  The people in control are out of control.  They are doing everythng possilbe to destroy the United States and the world.  These moves against Russia are completely unecessary and insane.  They want it to be their world, the world they envision (one world they own and control) or there will be no world at all.  The epitome of ego, arrogance, conceit, selfishness, and psychopathy.  A five year old child could come up with a better foreign policy for the U.S. than the current administration, who is either taking orders from the TPTB or is stupid and ignorant beyond belief.  It's like watching a train wreck in slow motion.  You can see it coming every step of the way, and yet dread the final outcome.  It's time to get off the internet and out into the streets.  Call a congress man/woman and give them a piece of your mind.  Every week.  Every day if need be if you're up to it.  Our voice is really the only thing we have left (since we only vote once every few years, and our vote doesn't count for much since after we elect the SOBs, they proceed to break all of the bullshit promises they made and do whatever they want).  It's time to make some noise people.  If we don't, who will?

Where I sit, no world, one world all the same just with different paint on it.  Take your pick, like voting, A or B doesn't matter leads to C.
