Ukraine Prepares To Impose Russian Gas Transit Ban, Commit Economic Suicide

While Ukraine has long since ceased being a customer of Gazprom (for the simple reason being that it can't afford to pay for historical gas purchases let alone future ones, and with a long cold winter just 3 months ahead, Kiev is praying that its brand new Western "allies" will give it the loans it needs to buy Europe-sourced gas), the bulk of Russia-sourced gas into Europe still transits through Ukraine.

Not surprisingly, Ukraine correctly understands this is the last trump card it has in any negotiation with the west, or the east. It is this trump card that went into play moments ago when Ukraine's Prime Minister who recently resigned and whose resignation was not accepted, said that Ukraine is considering banning the transit of all Russian "energy resources", i.e. European gas.

Ukraine ready to impose sanctions against any transit via its territory, including air flights and gas supplies to Europe, Prime Minister Arseniy Yatsenyuk said Friday. Ukraine's Parliament will vote on the sanctions on Tuesday. Kiev has also prepared a list of 172 Russian citizens and 65 companies predominantly Russian to put under sanctions for “sponsoring terrorism, supporting the annexation of Crimea, and violating the territorial integrity of Ukraine,” Yatsenyuk said at a briefing on Friday.

 

Proposed sanctions include asset freezes, bans on certain enterprises, bans on privatizing state property, refusing to issue licenses, and a complete or partial ban on transit- both aviation and gas.

 

We simply have no other choice,” the Prime Minister said, adding that Ukraine will use part of the $17 billion IMF aid to achieve energy independence, and may go to the World Bank for help.

 

Ukraine wants to “put a stop” to its gas dependence on Russia, its main source for energy to heat homes and buildings, but understands it will not be an “easy” process, Yatsenyuk told reporters.

 

The Prime Minister estimates Ukraine could stand to lose $7 billion as a result of imposing sectorial sanctions against Russia, its biggest trading partner after the European Union.

 

“There is no doubt that Russia will continue its course in Ukraine it began a decade ago- banning Ukrainian goods, decreasing cooperation, pressure, and blackmail,” Yatsenyuk said.

 

On Monday the Ukrainian government said it plans to mirror Western sanctions and target Russia’s financial, energy, and military sectors.

 

Ukraine imports nearly 50 percent of its natural gas from Russia, which in 2013 totaled 27.7 billion cubic meters of natural gas.

 

If approved, a halt to Russian gas transit would hit Europe as the continent gets 15 percent of the energy it needs from Russia. In June Gazprom, Russia’s national gas company announced it was stopping deliveries to Ukraine, but would continue to ship 180 billion cubic meters of gas to Europe.

So in summary, Ukraine will destroy its economy, incurring $7 billion in costs, just to spite Gazprom and force Europe as leverage and to escalate the conflict, because without Russian gas Europe is powerless.

Who wins here? Clearly not the Ukraine people, who are looking at not only soaring inflation as Kiev will have no choice but to inflate away this $7 billion loss through "printing", not to mention have a cold winter to look forward to. The answer: Burisma Holdings, where Joe Biden's son is a director and which will promptly commence shale gas exploration as an "alternative" to Russian gas, over the objections of the local people - after all can't let a crisis go to waste.

And who funds all of this? Why you dear US taxpayer, via IMF loans, which will be used to pay for young Master Biden's Christmas bonus!

The only question is whether Europe will merely stand there and wait as 15% of its energy is suddenly cut off (hint: no).

Or Russia for that matter. However, it is here that that other wildcard comes in the play: the South Stream pipeline which bypasses Ukraine entirely, and enters Austria by way of Bulgaria, Serbia and Hungary.

However there is a big unknown: the Bulgarian government, which has been on the fence whether to support Russia, or Europe's bureaucrats (if not corporations) who want South Stream halted for now as that would mean their entire "investment" in Ukraine has been for nothing. Although should Ukraine truly proceed with cutting off Russian gas transit, Europe will have no choice but to give its blessing to the South Stream. In the process Ukraine will shoot itself in the foot and commit leverage suicide.

And it doesn't even have to be the South Stream. As RIA reports, Russia delivers about 14 million tons of oil to European consumers via the Druzhba pipeline laid through Ukraine. “We can easily divert these supplies to Druzhba’s northern leg in Belarus,” Transneft spokesman Igor Dyomin said. “Ukraine’s sanctions will be directed against Hungary, Slovakia and Czech Republic.”

Lots of moving pieces in the months ahead, and one can be certain that with John Kerry running the show on behalf of the US, things are about to get far worse than they are right now.

Putin needs the money more than Ukraine needs the gas. how do I know? an article further down this zerohedge page says Putin is deescalating. why this Putin announcment so quickly after Ukrainian threat to block the nat gas pipeline? seems russia will lose more than the Ukraine,

also ujkraine sits atop a HUGE recently deiscovered gas field. all they have to do to stay warm this winter is drill their own gas.

How long does it take to set up a natural gas industry from scratch?  A couple of months?  Do you just drill a hole in the ground and you're done?  Or do you have to build infrastructure to extract, modify, transport and distribute the gas? If it were THAT easy they'd have already done it.

You don't think Putin in particular, and the Russians in general, are ruthless and masochistic enough to endure a financial collapse to potentially have Europe come begging to them on bended knee?  I think the Teutonic Knights, Napoleon and Hitler would disagree with you.  When Chechens kidnapped a theatre audience in Moscow, Putin pretty much killed everybody; hostages and kidnappers alike.  These aren't people to just surrender because they run out of foreign fiat currency.

 This "Ukraine Prepares" article is NOT about whether Ukraine gets gas,

but about Ukraine possibly cutting off TRANSIT pipeline gas

passing from Russia through Ukraine to the rest of Europe.

 

You also completely misunderstand the  "further down" article you referenced.

Russia/Putin have consistently stated from the beginning that a negotiated settlement would be best. That is most reasonable, and in contrast to the US-supported Kiev coup position of a military offensive with "no negotiations".

The alleged "tweet" is mocked because it says nothing new, and is not a "de-escalation" (except in the imaginations of stock market bulls and uncomprehending Russophobes).

This is the obvious thing the Ukies would do, but it's completely insane.  All the solutions are years away, if ever, and the crisis to be provoked is immediate.  Developing deposits from fracking will take years.  There's no US gas surplus to ship over, nor the facilities and infrastructure to do so.  For all the current US-produced energy we hear of, the US is still a net importer on a huge scale.  Pipelines from Libya and Nigeria (the reasons for the Gadhafi unpleasantness and Boko Haram) are pie in the sky at this point.  Same for the Qatari pipeline (the root cause for the murder of Syria).

The Yatzis are obviously the Gimp in this scenario.  They'll do as The Master tells them and love the lash.  Clearly the strategy here is straight out of Brzezinski, Kissinger and Wolfowitz.  Any and all potential rivals to US global dominance must be eliminated, no matter how.  Drive a wedge between Europe and Russia, to destabilize both. Deprive Russia of money, deprive Europe of energy.  Note the countries where trouble springs up, and the US involvement.  A ring around Russia, China and the EU.  Or on top of resource deposits, and the routes to market for those resources.

It's a huge and dirty gamble, and the timing isn't right.  This should have waited a couple of years, until actual fracking ventures started showing results, or pipelines were in progress.  Clearly something has gone wrong, or the oncoming implosion of our debt-based fiat system reliant on infinite growth has hastened more quickly than predicted.  The US is provoking a crisis it's insufficiently prepared to deal with, taking a giant risk that Europe will jump the way we want as usual.  The crisis approaching within the next 3 months (the onset of winter) may force Europe to not act as usual.

When somebody does something that appears obviously irrational, you have to wonder if they're really crazy or if they know something.  Sometimes it's both.  I think we'll all find out when overnight temperatures in Eastern Europe dip below freezing.

The zio backup fiat world currency looks like the NATO fiat based SDR and it might not be gaining traction (or feasibility). In the meantime I am betting Russia and China like the fiat money idea and want their fiats to replace the dollar if they can get away with taking world currency hegemony without specie convertability. europ is 28 countries, no more 6. if the east one are gaz less, west will not stay as if nothing happened. as i noted, even if we got mainly norvegian importation, the massive IN/OUT for the east-west pipe still give massive lack of ressources for winter. problem is, when you dont have gaz, you still cook with electricity, not sure the total grid been designed to support heating AND cookin at 20h PM while watching news.

Southeastern Europe has problems PAYING for the gas (and other imports as well).

Southeastern Europe has very high unemployment rates and lots of people on assistance that is becoming increasingly more difficult to pay for.

Gas delivery interruptions will kill off those at the bottom much more quickly and leave the elites with fewer problems with evictions.

What's not to like? (if one is an elite)

Are you sure any taxpayer funds are involved? I thought the IMF "loan" to Ukraine consist of SDRs created in the computer. According to Jim Rickards SDRs are a theoretical abstraction with no backing by any of the constituent currencies.

I just had my 16 year-old son read this and tell me what he thought.  He said it seemed to him like the Ukrainian Nazis think they can twist Europe's arms to send them soldiers etc. to wipe out the Separatists, since it's clear the Nazis can't do it themselves.  Then he said, "If I were head of a Southeast European country depending on Russian energy, I'd think 'Sure, I could help you kill the Russian separatists, but what then?  Then Putin will hate me and cut off my energy, too.'  Far better to send in troops to kill the Nazis.  Then the situation in Ukraine gets better, Putin isn't pissed at me and--hey, free bonus--the Nazis are dead."

I would like to imagine the opposite situation: Ukraine attacking Russia and Russia accepting Ukraine business interests to transit its territory. Hmmmm.

The existing infrastructure outside Ukraine is already enough to provide Germany with the gas it imports from Russia. Of course it's possible some of it comes through Ukraine anyway, but there isn't really a need for it.

After I had a quick glance at the numbers, the picture on top is outdated. The Nord Stream alone would be sufficient to cover German imports with some to spare.

It would take many years to develop enough shale gas to reach the volume that Russia currently supplies Europe. .and even then unreliable with flow rates dropping off quickly after the first year...so requires continual wrll drilling fracking etc...

There is no ready alternative to the gas Russia supplies to Europe that doesn't take some years to develop. Certainly shipping in gas can never reach the same volume and is more expensive. 

Cutting off gas from Russia to Europe would have major ramifications to European economy and also the cost of energy.  Germans would also lynch and take Merkles balls.

 

USA couldn't care less about this and would think it sures up USD... keep your competitors as week as yourself

You might know there is a gas pipeline from Russia directly to Germany through the Baltic Sea, which doesn't touch any other country. That is the last thing Gerhard Schröder did, Vladimir's good friend.

And that pipeline has two pipes, one of which has only been used until now, since it is more convenient to send the gas via Ukraine to Austria and distribute it from there.

It is really not a problem to use the second pipe as well once Ukraine shuts down theirs.

Which means Germany will still have enough gas, however, other European countries will not.

I am sure the others will at some stage demand gas from Germany.

It would be interesting to see if even Poland will demand gas from Germany. They were absolutely opposed to the Baltic Sea pipeline and got very angry that it would not be build on Polish ground.

We will see. I am in Germany. Since the beginning of the Ukraine crisis I have been thinking about next winter and made firewood in the forest almost every day. The closer we come to winter, and the faster the sanction ping-pong game accelerates, the more I think my decision was reasonable.

Putin certainly knows about winter. Would we have minus 25 celsius right now the whole sanction stuff would come to an end immediatly. Putin can wait and doesn't have to do anything.

-Are forgetting the 'Divide & Rule west' has created with them.

-Are ready to tax too much higher their own citizens.

-Are ready to spend winters without heating.

-Are ready to drive their people to poverty like in Romania.

-Are forgetting that they can earn money by transit fee for Russian gas.

-Are forgetting the reputation of USA that it destroys those it helps.

-Think that they would become (rich) Europeans just by change of alliance but the fate of Greece & Cyprus awaits them.

-Have nothing to offer to others in trade (except hoes & floor cleaners).

-Are forgetting that USA wants to use it as a conduit for its own ambitions of capturing Russian oil & gas assets by any means.

- Are oblivious to the fact that any war between West & Russia will crush Ukraine to rubble completely.
