In the USA, instead of "boots on the ground," we have 'humanitarian advisors' on the battlefield - because it's so important to manage the iPad -fiddling public's perception of how hawkish politicians are. However, for the various nations opining upon the ongoing events in Ukraine, finding just the right word is simply stunning... as descriptions of the conflict soften as one more from East to West.

For Ukraine, it's a "full scale invasion."
For Latvia and Lithuania govts, Russia has invaded Ukraine and the 2 countries are now at "war"; head further west, and they’re less sure what to call it.
U.S and NATO officials prefer to speak of an "incursion."
French and German leaders have warned President Vladimir Putin of further sanctions without defining what Russian forces have done.

Ukraine calls it what it is which is an "Invasion". The Baltics call it the same as they see their own fate linked to that of Ukraine.
Calling this an "invasion" leads to the suggestion of a absolute commitment of force by the Russian military and a absolute response by the Ukrainians and other allies.
NATO calls it an "incursion" because its own generals and those of the West know just how horrible war is. They want to envision a peaceful resolution.
Calling this an "incursion" leaves open the possibility of a Russian withdrawal and a way towards peace.
If you think, dear Mother Russians, that the use of the language of compromise and peace is a sign of weakness and is cowardly then you will pursue an escalation and all out war. You will choose death.
