UK Raises Terror Threat Level To Severe (From Substantial)
UK Home Secretary Theresa May has announced that a terrorist attack on the UK is :highly likely," although stressed that there is no information to suggest an attack is imminent:

Her decision is based on the latest intelligence from Syria and Iraq (and we suspect, as Brandon Smith notes, "the goal will be to terrify you and those around you into seeking out a more powerful, more centralized government authority to protect your security.")
As Press Association reports,
She said: "The Joint Terrorism Analysis Centre (JTAC) is responsible for setting the national threat level. That informs the decisions of security professionals across the public and private sectors about the appropriate level of security in place across the United Kingdom.
"JTAC's judgements about that threat level are made on the basis of the very latest intelligence and are independent of ministers.
"JTAC has today raised the threat level to the UK from international terrorism from SUBSTANTIAL to SEVERE. That means that a terrorist attack is highly likely, but there is no intelligence to suggest that an attack is imminent."

I always wonder what the hell the purpose of those terror alert systems are.
To inform? Great. And change your behavior in what way, exactly? "Hey, boss, can't make it in to work today. Yeah, they upped the terror alert, so I have to shelter-in-place. Sorry."
So they can say "we warned you about this!" and avoid all culpability in case a terror attack DOES take place? Maybe so. That's why the needle never goes below the halfway mark on the scale. Ever.
Or my personal favorite, just to keep everyone in a constant, low-level state of fear. That way you're more likely to do what they say when they say to do it.
The purpose of the terror system is threefold, IMHO.
1) the tyrants are all paranoid, and they like it when everybody is like them. So, that would be just the "normal" (insane) mindframe of the fearmongers, who are also, if you look closely, the most tyrannic sorts.
2) you manipulate the masses through fear. That, you stated well.
3) you create a semblance of social cohesion. When everybody is scared of a common enemy (real or phony, doesn't matter), they'll tend to think in unison. That point is of particular importance in very fragmented/individualistic societies, where everyone is pitted against the others. You want to manipulate a scattered horde, you unite them first through some fabricated common "exterior enemy". It's the strategy of the shepherd dog - scare the sheep with a phony threat (the dog) so they'll stay in the flock. An added bonus is that any anger, any frustration they might harbor will be deflected onto the enemy.
