I only tuned in around 30' or so I can't say for sure if he did or not earlier. He definitely made a passing reference to it somewhere around the 40' ish mark (captions are out of alignment with the speech as far as i can tell).
He was referencing the violence, unrest, and displacement of civilians across ukraine, but also slipped maidan and mh17 into that narrative, essentially blaming it on the russians without outright declaring it. Unmistakable when put in it's context, but carefully worded so as to avoid controversy when quoted in isolation.
Good choice there. If you let others do the listening for you you may still get the huge spike in blood pressure but you'll avoid the nausea.

As fas as I know, Ukraine hasn't recognized the Crimea as part of Russia, and here is Obama saying Crimea won't be recognized as part of Russia, which means that Ukraine will indefinitely have an unresolved territorial dispute. Countries with ongoing territorial disputes can not join NATO, Ukraine is blocked.
So, is this Obama's way of saying to Russia "it's cool, we understand, let's stop this shitshow before it turns into a shitstorm"? Might as well be.
