The comedic value of developments out of Ukraine, especially when it comes to "de-escalation", truly has no equal. Case in point, events from the past three hours. The fun started just after 4 am eastern, when the first of many headlines hit as follows:

  • POROSHENKO AGREES TO PERMANENT CEASE-FIRE IN UKRAINE WITH PUTIN
  • POROSHENKO REACHED UNDERSTANDING ON STEPS FOR PEACE W/PUTIN

Bloomberg clarified by saying that Ukrainian President Petro Poroshenko comments were sourced on his website after phone call with his Russian counterpart Vladimir Putin over unrest in nation’s east. To be sure, risk loved this "news", which the algos decided this time would be different from all the other ceasefires.  The reaction was swift:

  • USD REVERSES LOSSES VS JPY AFTER UKRAINE CEASEFIRE AGREEMENT
  • EUR RISES VS USD TO SESSION HIGH ON UKRAINE CEASEFIRE AGREEMENT
  • BUND FUTURE DROPS TO DAY LOW AS UKRAINE CEASE-FIRE ANNOUNCED
  • FORINT GAINS 0.4%/EUR ON UKRAINE CEASE-FIRE
  • RUBLE RALLIES 1.43% VS USD, MOST SINCE JUNE 24 ON CEASEFIRE
  • U.K. 10-YEAR GILTS EXTEND DROP; YIELD RISES 6 BPS TO 2.50%
  • UKRAINE 2017 USD BOND YIELD FALLS 76BPS ON TRUCE

Further news and headlines seemed just as promising, although suddenly the word "conditions" emerged, signally not all may be well:

  • REBELS SAY SETTLEMENT CONDITIONAL ON UKRAINE HALTING FIRE: IFX

The WSJ triumphantly blasted:

Russia, Ukraine Agree to Cease-Fire

 

The presidents of Russia and Ukraine agreed on a permanent cease-fire in eastern Ukraine, the Ukrainian president's office said.

 

Russian President Vladimir Putin and Ukrainian President Petro Poroshenko also reached an understanding on steps to promote peace, the presidency said.

 

The Kremlin said the presidents exchanged opinions on what should be done to end the bloodshed as soon as possible.

And then things suddenly started to go sour, because this time again wasn't different after all: 

  • PUTIN DIDN'T AGREE ON CEASE-FIRE, RUSSIA NOT PARTY TO CONFLICT
  • PUTIN, POROSHENKO DISCUSSED STEPS TO CEASE-FIRE: PESKOV

Instead, PUTIN BACKS IDEA OF IMMEDIATE CEASE-FIRE IN UKRAINE: PESKOV, something the Kremlin has been pushing all along.

Wait, so... no ceasefire? But, the algos... Oh crap, U-turn, U-turn now!

  • EUROPEAN STOCKS, U.S. FUTURES PARE GAINS
  • GERMAN 10-YEAR BUNDS PARE DROP ON RUSSIAN CEASE-FIRE COMMENTS
  • JPY GAINS AS PUTIN SAYS RUSSIA NO PARTY TO CEASEFIRE AGREEMENT

Then, just as it was unclear if there is a deal or not, the president of Estonia decided now is the time to make some more demands on Russia:

  • ILVES: RUSSIA MUST ADMIT THAT IT'S PARTY TO CONFLICT IN UKRAINE
  • ILVES: RUSSIA MUST `TAKE GENUINE STEPS' TO EASE UKRAINE CRISIS
  • ILVES SAYS EU, U.S. `READY TO TAKE MORE RESTRICTIVE MEASURES'

At this moment none other than Obama, fresh from his vacation and currently touring Europe, also chimed in:

  • OBAMA SEES `CHANGED LANDSCAPE' IN NATO-RUSSIA RELATIONS
  • OBAMA: NO UKRAINE SETTLEMENT POSSIBLE IF RUSSIA BACKING REBELS
  • OBAMA: NATO SUMMIT TO PROJECT UNITY ACROSS ALLIANCE ON UKRAINE
  • OBAMA SAYS `WHAT'S HAPPENED IN UKRAINE IS TRAGIC'
  • OBAMA SAYS NATO `POISED' TO DO MORE TO AID UKRAINE
  • OBAMA: ESTONIA `MODEL ALLY,' HELPS NATO AGAINST CYBER THREATS
  • OBAMA SAYS `ESTONIA WILL NEVER STAND ALONE'
  • OBAMA: ESTONIAN AIR BASE `IDEAL' TO HOST AIRCRAFT, PERSONNEL

Obama's punchline - order more US defense stuff:

But then things got really wierd, when the usual Poroshenko website revisionism hit in earnest:

  • POROSHENKO CHANGES WEBSITE STATEMENT ON CEASE-FIRE IN UKRAINE
  • KIEV STATEMENT NOW REFERS TO `CEASE-FIRE REGIME IN THE DONBAS'
  • POROSHENKO SAYS AGREEMENT REACHED ON `CEASE-FIRE REGIME'

Said presidential website can be found here. WSJ once again promptly chimed in to "explain" the muddied situation:

Kremlin Takes Issue With Term 'Cease-Fire' in Ukraine

 

The Ukrainian president's office said Petro Poroshenko and Russian President Vladimir Putin agreed to a cease-fire regime in eastern Ukraine. The Kremlin took issue with that wording, saying the two leaders only discussed steps toward peace.

 

It wasn't immediately clear whether the differences reflected diplomatic semantics--admitting that Mr. Putin had agreed to such a deal would contradict months of Kremlin assertions that they don't control the separatists in Ukraine--or a more fundamental disagreement. Neither side provided details of what was agreed to.

Ah yes, semantics. And then, to confirm that once again Ukraine did not even follow the CIA playbook, the counterparty to the "ceasefire" negotiations, apparently was never consulted to begin with!

  • REBELS SAY POROSHENKO DIDN'T AGREE CEASE-FIRE WITH THEM: RIA

Finally, to celebrate the de-escalations:

And just to make sure Putin is really pissed off:

  • UKRAINE SEEKS STATUS OF SPECIAL U.S. ALLY: YATSENYUK
  • YATSENYUK URGES PARLIAMENT TO ADOPT BILL ON UKRAINE'S NATO BID
  • YATSENYUK: NEW DEFENSE DOCTRINE MUST DEFINE RUSSIA AS AGGRESSOR
  • YATSENYUK SAYS WAR IN EAST ISN'T INTERNAL UKRAINIAN CONFLICT

To summarize: despite pent up hopes for pent up "de-escalation" everything is again back on square one with the civil war raging as usual, but there were some more confused headlines, coupled with promises of a ceasefire that apparently does not exist. End result - the algos are happy because US equity futures just pushed to fresh all time highs. As for the people of Ukraine, oh well: who cares about them.

Let's hope he stays out before he says something else totally retarded.  I'm still thinking Kerry may not make it through the rest of this administration.  I think Obama will throw him under the bus to save his sinking presidency and legacy.

That said, the West *has* to lose in the Ukraine otherwise, the powers that be, will take even a partial victory from a partitioned and soon-to-be latest member of the Ukraine only to to repeat it all over again in another country they covet.  Belarus or Georgia (again).  Seems to me nothing is going to stop Washington's lust for American (under the guise of NATO) bases everywhere on the face of the planet.

The biggest problem in the world is that a class of elite people are never held accountable for their actions and so there is no downside risk for them.

At this point Putin holds all the cards, this will become more obvious as winter nears and events unfold.  It seems both Russia and many of the separatist in Eastern Ukraine would support federalization. Surely, no reason exist for Kiev to be opposed other than a loss of power. A more federalized government is also the most plausible way of keeping Ukraine intact.

Support for sanctions is mixed in Europe as some countries fear Russia and have an ax to grind with Putin while others wish to move forward. Saber rattling has only lead to death and destruction.  As I see it little good will come from further bloodshed and it is time for the West to stop sending money to Kiev so they can ramp up the violence and continue the civil war. German President Gauck threatens Russia with war

On September 1, German President Joachim Gauck used a meeting commemorating the outbreak of the Second World War to launch a direct attack on Russia. At the Westerplatte near Gdansk in Poland, he accused the Russian government of conducting an “offensive struggle for new borders and a new order” based on the “law of the jungle,” and of having declared Russia’s partnership with the European Union, NATO and the large industrial nations “de facto null and void.”

We “resist those who breach international law, annex foreign territory, and militarily support divisions in foreign lands,” Gauck proclaimed. “We will adapt our politics, economics and readiness for defense to the new circumstances,” he added.

This can be understood only as an open threat of war against Russia. On the same day, Valeriy Heletey, defence minister of Germany’s ally Ukraine, announced on his Facebook page: “A great war has arrived at our doorstep—the likes of which Europe has not seen since World War Two.” He predicted losses that “will be measured not in the hundreds, but thousands and tens of thousands.”

Gauck could not have chosen a more symbolic location to utter his war threats. The Second World War began on September 1, 1939 with the shelling of Westerplatte by the German battleship Schleswig Holstein. The subsequent conquest and subjugation of Poland, which claimed the lives of a fifth of the Polish population, including almost all of Poland’s Jews, was the prelude to the war of extermination against the Soviet Union, which claimed a further 27 million victims.

Ultimately, it was the selfless struggle of the Soviet Red Army that forced Hitler’s Wehrmacht to retreat and liberated Poland and eastern Germany from the murderous terror of the Nazis.

In his speech, Gauck ignored this historical context and engaged in a degree of historical falsification that is normally encountered only in far-right publications. Five years ago, then-Russian Prime Minister Vladimir Putin was invited to the commemorative event at the Westerplatte, together with 19 other European government heads. This time, Gauck did not utter a word about the Nazi attack on the Soviet Union and the role of the Red Army. Instead, he characterised the liberation from the Nazis as the replacement of one dictatorship by another. “With Soviet rule, one dictatorship followed the preceding one,” he declared.

Ghordius, the Ukies were lured into the equivalent of the Russian rope a dope, expending their best military resouces while the Novorossiyans took the blows.  Once the Ukies exhausted themselves, and used up their supplies, the novorossyians counter attacked, blocking resupply, encircled and slaughtered their best troops. The Ukies lost because Porkyschenko wanted to declare victory by Ukie independence day August 24th so political considerations overrode sound military doctrine.

I believe you are gving too much credit to the Nuland-types inside the Beltway.  Here's my take:

Seems to me, the pattern is simple.  Nuland-types find pliant groups inside another nation that has resources and strategic positioning that American corporations covet.  Nuland uses the government taxpayer and also finds pliant oligarch types in their own neck of the woods and move together to form "synergy".  For example, in the Ukraine, the NED, USAID and Pierre Omidyar (founder of eBay) had been sponsoring anti-Yanukovitch elements for some time.  Turns out Omidyar was also a huge backer of the BJP and Modi in India, but that's just something to keep in mind.

These groups inside the Ukraine do the dirty work but also funnel back intelligence back to Washington DC through the embassy.  Since there are no real American operatives inside these groups, as they'd stand out, they're fed intelligence by the locals.  Locals who know who butters their bread.  So, they feed Uncle Sam what they think people like Nuland want to hear, even if it's totally false.  There's no way Nuland can either dismiss or confirm.  Worse is that they feed them bad information in the hopes of getting more money and aid (I think that's a major dynamic here in the Ukraine).

So, Kiev feeds Nuland what she wants to hear but when it can no longer be covered up, say when government forces are falling apart, the paid representatives of Washington come up with excuses.  It is possible that these groups are taking cues from Nuland types who will tell them "don't worry, just say that Russia invades and the NYT will back you up with uncriticial reporting."  That's possible too and we've all seen how time and time again the presstitute classes always tow the government line on issues of "national security."  Even Greenwald (now owned by Pierre Omidyar, no less) capitulated to the demands of the NSA recently.

At the end of the day, though, Kiev is ultimately master of its own misfortune.  They got in bed with Nuland and now seemingly want to go for broke.

I also think we see the limits on what one man can do.  Sure, we can all go and blame Obama, but there really are only twenty-four hours a day, so it's clear any leader, elected or not, has to delegate to lower level people.  What's frustrating is that we regularly see the same people failing over and over and over again yet Obama continues apace.  People foolishly thought an man who never finished one of his elected terms was going to bring about change... lol  One of the more troubling aspects of all this is how elected bodies of representatives are no longer doing their jobs and simply allowing the power of the executive (or PMO) to grow and grow which I think it fuelling our era of non-accountability.

Finally, I suppose I can add one great comment by a Yale professor who's name escapes me: "the telescopes of planet Washington do not reach planet Earth."  Ukraine is illustrating that.

Seems there was/is certainly a large element of that going on. I think we're seeing some of the same thing with ISIS, too. You can sometimes tell by the tone of the statements that the US/UK/NATO talking heads put out about various events (in both conflicts) that some of them are prepared responses to semi-scripted actions and some are in response to shit that wasn't part of 'the plan'.

Hi ZH, first post  here.

For me the main subject of this place is an absolutely unknown land as it is to most of the ordinary citizens where I live. But I have been following the topics and comments here for a while mainly on the political side concerning global events but politics are tightly connected to economic and vice versa.
As for Ukraine. I am also following Russian language discussions and today for the first time I saw there comments about the financial impact of regularly issued then denied claims by Poroshenko. Even claims that this way he is playing on financial markets for his own benefit.

Can it be true?

I can't answer about the financial news or the impact on daily markets, you'll hopefully find better answers from others

on a geopolitical side, this kind of psyops during a conflict not astonishing (for the involved parties doctrines)

the goal is to drag the other side to make a counterstatement that scores negative points

take the Russian official counterstatement in this case: nope, no deal (howls of rage) and no, we are not part of it (as a reason, which scores multiple minus points of different kinds)

from the Ukrainian side, the goal seems to be to narrow the Russian narrative (for example of how much they are doing for peace - european public-wise)

There was no justification for maintaining NATO after 1989. Its continued existence - more than any other factor - has contributed to the instability in a region where stability could reign if the US and its obsolete cold war alliance would stop trying to "contain" Russia, as if this were even still a viable strategic goal anymore.

Its all stupid and Europe should move to end it. Putin holds all the cards, this will become more obvious as winter nears and events unfold.  It seems both Russia and many of the separatist in Eastern Ukraine would support federalization. Surely, no reason exist for Kiev to be opposed other than a loss of power. A more federalized government is also the most plausible way of keeping Ukraine intact.

Support for sanctions is mixed in Europe as some countries fear Russia and have an ax to grind with Putin while others wish to move forward. Saber rattling has only lead to death and destruction.  As I see it little good will come from further bloodshed and it is time for the West to stop sending money to Kiev so they can ramp up the violence and continue the civil war. More on the progress being made in the article below.
