Russian Retaliation Begins: Gazprom "Limiting EU Gas", Cuts Poland Supplies By 24% In Past Two Days

Update: Bloomberg notes that Russian gas deliveries to Europe are suddenly in accelerating flux.

  • Ukraine today received request from Poland to ship 11mcm/d of Russian gas, Ihor Prokopiv, CEO of Ukraine’s pipeline operator Uktransgaz, says in Kiev. Gazprom sent note it’s ready to supply just 7mcm, Prokopiv says
  • Poland halted reverse gas flow to Ukraine of 4mcm/d by 3pm Warsaw, later than initially planned, Prokopiv

And yet:

  • GAZPROM SAYS GAS FLOWS TO POLAND REMAINING AT 23MCM/D

So all is well on the surface. Just don't look underneath.

 


 

Over the weekend, we commented that in response to Europe's latest, and most serious, sanction round which would finally impact Russian energy giants Rosenft, Gazprom Neft (but not Gazprom) and Transneft, "suddenly the stakes for Russia, and thus Europe, just got all too real, as Putin will now have no choice but to really ramp up the retaliatory escalation, which following the food ban can only mean one thing: a staggered reduction in gas flow to Europe."

And while Europe appears to have blown its load prematurely, with the sanctions leaked before Europe actually has the consensus to implement them (it is now a daily threat by Europe which is screaming that it will impose the sanctions any minute yet not actually doing so), Russia has no such moral quandaries and three days following our forecast, here comes Gazprom confirming once again that it is perfectly happy to play the "mutual defection" strategy in the ongoing and ever escalating game theory between Europe and Russia for one simple reason: it has all the leverage.

  • RUSSIA LIMITING EU GAS TO RESTRICT REVERSE SUPPLY TO UKRAINE

In other words, this is only the beginning as Ukraine has clearly made the case that it will plug its gas reserve gap using "reverese flow" of Russian gas in transit to Europe. More importantly, this follows news earlier today from Poland’s PGNiG which said Gazprom lowered supply by 20%-24% in past 2 days.

So is this the beginning of the quite literal, ahead of the winter, European cold war? It looks like it, although for now it is all covered up in diplomacy with Bloomberg reporting that the Russian exporter "set volumes of daily natgas deliveries to Poland at level of end of last week due to preparations for heating season in Russia, Gazprom official says by phone, asking not to be identified in line with corporate policy." That, and conveniently Gazprom decided to "carry out some maintenance work at its pipeline system in Russia." Some maintenance work which suddenly saw Poland, which is 80% reliant on Russian gas, receive up to a quarter less Russian gas...

Finally, Gazprom noted that it also has to pump additional 7.3bcm of fuel to local underground inventories for winter in next month.

To be sure, Poland refused to tip its cards, and quickly commented that it won’t be hurt "as its underground storage is full", as was to be expected simply to avoid giving Russia all the leverage, something we also explained previously, when we observed in "Here Is Why Europe Just Launched The "Nuclear Option" Against Russia" that the Europe's 2014 winter war will be between the amount of gas held in European reserves, and how long Russian companies can go without obtaining European funding.

Then again, and once again confirming it is all about leverage, and who has it, Gazeta.ru reports that it took Poland just hours to halt its reverse flow to Ukraine:

Poland has suspended gas supplies to Ukraine in reverse flow. This was stated by the head of the company "Ukrtransgaz" Igor Prokop'ev, reports RIA "Novosti."

 

"Not everything is so simple. Today, Russia has begun to limit the supply of gas to the Republic of Poland to thwart reverse with Poland, we learn. At two o'clock in Poland ceased to reverse the Ukraine within the 4 million cubic meters ", - he explained the situation.

 

Earlier Polish PGNiG reported about the reduction of Russian gas supplies by 24%.

Gazprom’s press service declines to provide immediate comments, although none is needed after taking a quick look at the European dependence on Russia gas map conveniently placed below.

I am aware that Estonia and Lithuania is also storing little amount of gas in Incukalni. But first of all we won't need to use all of reserves because as I pointed out at end of this year we will be able to buy gas from other suppliers if needed using http://en.wikipedia.org/wiki/Klaip%C4%97da_LNG_FSRU

And second, if it's state of emergency than in all states it's what you control in your border you can take over. It's not unique approach. But as I said it won't be necessary.

You'll just march down to GUM and pick up a six pack of Natural Light from the barren shelves (like in the good old days before joining the EUSSR)... In the event of a supply shock, spot delivery prices will skyrocket, then producers will start to feel either the private sector temptation or the public sector mandate of force majeure. Regardless there will be massive hording and very little supply of natural gas. Which is still is still a far cry of the act of steeling your neighbors' gas (Estonia's withdrawals from Incukalni are 50% of Latvia's -- hardly a "little amount") and both of those neighbors have twice as many active duty troops...

I live in a country with fallout shelters for 110% of the population and food stuffs for 1 year in those shelters. That doesn't mean if the gnomes go to the mattresses that my normal diet (or even caloric intake) would not be drastically changed (reduced) over the course of that year, and I don't have any issues of the krauts potentially claiming dibs on my MREs.

Of course it's their gas.  But it seems this story is being spun in every direction it can be to make Russia look like the good guy.  To be made - incredibly - to look like the victim counter-punching the aggressor.  It's laughable in the extreme.  No country - whether Russia, the US, or anyone else - should be able to invade a sovereign nation with no causus belli without consequences.

If you hadn't noticed, Russia dropped all the "Glorious People's Republic" crap 25 years ago.  Now we're back to plain ol' Empires, doing what Empires do best.  And it is difficult to keep track of who is sanctioning whom.  Probably pointless, too.  What does matter is who is getting energy from whom, via where.  The talk-talk is just noise, providing neither light nor heat.

I think Finland has seen the light and will not sanction, thay have no choice really, they get 100% of their gas from Russia, and it gets REALLY cold up there. My wife's Finnish and I have spent a winter there. So please Mr Putin, let Finland have some gas.

Finns have more energy than Norway. Your wife might give you a clue from the name of the country. Finns use natural gas because it's cheap, not relying on it anyway. Most of the gas is stored in gas tanks of local mass transport vehicles.

Unless you are a Mongol army of Genghis Khan, which attacked the Russians in the dead of winter.  Damn those Mongols were some tough shit.

The Mongols however were very well adapted for fighting during winter. In some ways they preferred it. Rivers and marshes which would be an obstacle to an invader in warmer months were used as highways when frozen over. Their tough Central Asian ponies could dig through the snow and eat the frozen grass beneath. They conquered Russia in the years 1236 to 1239.

The Dutch preliminary report is in on the MH17 tragedy and it appears highly likely that Barack Obama was again lying, imagine that, to try to justify an increase in hostilities toward Russia. Furthermore, it would appear that the most likely explanation is that MH17 was shot down by Ukraine or an allied fighter jet (Ukraine jet piloted by a Polish NATO pilot) that was allowed within Ukrainian airspace. Due to evidence of shelling, the report naturally leads to a conclusion that the plane was in fact taken down by an air-to-air strike and not a surface-to-air missile.

  • Some holes are bent inward, some outward
  • Rivets bent outward
  • Moreover, small cuts can be seen, all bent outward, which hint at the fact that fragments have penetrated the outer hull from the inside of the cockpit.

Now you know why the Ukranian Security Services pulled those air traffic controller logs asap. They would have shown the jet fighter bearing down on the radar logs coming in at an angle that could only be interperted as an attack angle not shadowing the plane from behind.

Everything points to the following

Ukraine/NATO has been shadowing commercial airliners using them as cover to bomb rebel targets. Some genuis has the idea let's spoof transponders so those Russian missle batteries targeting systems lock into the wrong plane thinking a commercial airliner is a fighter jet while thinking the fighter jet is a commercial airliner. Russians apparently are wise to this and have figured out a way around it and don't fall for the trap so IMF/NATO just shoots a airliner down directly via fighter jet then tries the 9/11 playbook i.e. blame the enemy while the emotions are raw (BEFORE people actually think and crystalize the blame in a fashion that irrationality will shout down and drown out any people who question the official line) trying to force through an escalation and power grab that they would otherwise not be able to do if they could have sold the false flag like they did with 9/11.

If those radar logs showed a Russian jet in the area they would have trumpeted it as the aha gotcha piece of evidence from day 1. But they didn't hence them being buried because they are the smoking gun showing otherwise.

This is just Russia retaliating against the specific NATO state who's people were responsible for MH17. I wonder how Eastern Europe or even the Polish people would see their government and NATO in general if the definitive proof comes out that it was a Polish NATO pilot using Ukranian credentials that shot down MH17? Can you say black swan event if that is proven.

But there WAS a Russian jet in the area:  Putin's own plane.  Clearly the Rebels would not have shot at him, but the Chicken Kievs would have.

You really think Putin would be stupid enough to fly over Ukranian airspace? Maybe a decoy plane but not one with him in it. Either way let's go with that assumption for a moment that a plane carrying a state leader like a 747 sized aircraft was in the airspace (even though the plane you mention was tracked publicly which means they knew also when it was in the areas to have travelled through that airspace at least a good hour before MH17. So even if we assume other it still wouldn't show any signs of improprierty if in the area in the first place because if it did you'd have known about it already. So we are back to a fighter jet coming in and shooting at least what looks to be 30 caliper bullet rounds into a commercial airliner. We are back to the same conclusion about burying the radar logs.

I had a switched transponder theory shortly after MH17 was shot down.

In Amsterdam the FSB switches transponder codes from Putin's plane to MH17.  The two planes are painted the same colors.  They leave Amsterdam around the same time and both fly East.  Then Putin's plane with the MH17 transponder signal heads due east from Berlin while MH17 with Putin's transponder turns south toward Kiev.

Over Ukraine, the US learns that Putin's plane is off course and orders Poroshenko to have his jets force down MH17 which it thinks is Putin's plane with Putin aboard.

The Malaysian pilots still confused about the disappearance of it's plane over the Pacific, resist the order to land.  By resisting a lawful order to land, Ukraine and the US think they have an opportunity to terminate Putin with prejudice, instruct their pilots to shoot down a plane with 300 passengers aboard.

NATO is not guilty here as the Netherlands would hardly agree to this..  Just the usual suspects: Obama and his military advisors.

Seriously though - THIS COUNTRY IS ABSOLUTELY FUCKED. Until heads start getting splattered on the walls by 12 gauges, we will continue our slide into complete and absolute irrelevance and decrepitude. I have NEVER IN MY FUCKING LIFE seen more media attention given to two essentially trivial matters than I did yesterday with the twin pillars of a morally, intellectually bankrupt society in Ray Rice and a fucking phone. Just goes to show how utterly simplistic this country is. To distract us is as easy as rolling out a new watch. Oh she married him. In fact, they got married the very next day. She was probably still punch drunk during the ceremony. Here are the details. She and Ray Rice are married. He has been paid 25 million in bonus and salary the last 2 years and the money cannot be clawed back by the NFL or Ravens. He has another 10 or so millions on contract that he losses. Then the NFL commissioner comes out yesterday and says maybe Rice can serve a penalty and then be re-instated, meaning he can sign with another team for another 20 million. Rice did not kill anybody.

Waging civil war is expensive, and Ukraine’s currency is rupturing. The black market exchange rate already is reported to have plunged by one-third. If recognized officially (once the kleptocrats have moved their money out at IMF-supported hernia rates), this would raise the country’s debt/GDP ratio to the 60 percent threshold making the debt to Russia payable immediately.

“Governments do not normally sue one another to collect their debts in national courts,” Prof. Gelpern points out. But if this should occur, the pari passu rule would prevent some debts from being annulled selectively. She therefore raises another possibility for how to prevent IMF and NATO credit from being paid to Russia for its bondholdings and gas arrears. Ukraine may claim that its debt to Russia is “odious.” This applies to situations where “an evil ruler signs contracts that burden future generations long after the ruler is deposed.” She adds that “Repudiating all debts incurred under Yanukovich would discourage lending to corrupt leaders.”

The double standard here is that instead of labeling Ukraine’s entire series of post-1991 kleptocratic governments odious, she singles out only Yanukovich, as if his predecessors and successors are not equally venal. But an even greater danger in trying to declare Ukraine’s debt “odious”: It may backfire on the United States, given its own support for military dictatorships and kleptocracies.

Putin has got to be the stupidest guy out there.  He is not going to last long.

Let's look at this crisis in the context of "Never Let a Crisis Go to Waste".

Putin wants Crimea and a land bridge to it.  Russia is in a long term trend of breaking apart as ethnic groups coalesce around their traditional cultures, languages, homelands, and markets.  Putin feels a bite out of the Ukraine will stem the slide.  No chancey, Mr. Dancey (A bone for the old Stampede Wrestling fans out there).

The Ukrainian Crisis allows Europe to wring some of the corruption out of the Ukrainian politic/economy.  Questions will be raised whether the Ukrainian/Russian oligarchs about to be destroyed will be replaced with European oligarchs.  Ukraine will be cleaned up and can then join the EU.  Ukraine will not be another Greece or Italy.

The Ukrainian Crisis strengthens NATO in Eastern Europe.  The Black Sea will become a NATO Lake.  Those are clear facts.  Georgia, Armenia will be cued up.  Baku is next.

How much money will China invest in the Russian economy before they decide to call the shots on Russian Foreign Policy?  You don't expect China to invest in Russia only to see it's investments destroyed by NATO bombing?  What about Russian destruction of the Foreign markets that China needs?  If the global economy goes into the toilet, what happens to the Chinese export machine?

At some point, the Chinese will ask Putin about his blind ambition to upset the applecart over a port in a NATO Lake.  Where is the common sense in that?  If Putin does not have a good answer, he will be replaced.

The videos of the mountain man claiming his rights under natural law are interesting. He has some good points but ultimately it is difficult to live both outside and inside the system. I think he is doing it for convenience. He has the courts figured out though. You'd get locked up fast for fishing without a licence.

You seem to forget a rather basic point. Namely that this whole thing was started by Nuland and the 'West' for want of a better term. They provoked a violent rebellion against the democratically elected government (sure, it was corrupt as hell) and having forced them out ramped up measures against the Russian-speaking minority.  Putin reacted to this provocation.

When I was in Kiev three months ago, I had an impression that actually Russian was spoken by a majority of people there. All signs were in Ukrainian but like 80+% of people on the street were talking Russian among themselves. I could hear more Ukrainian at Maidan Square but this was because of lots of "campers" from the western part of the country. I am really suspicious of the Ukrainian government Russian language usage statistics in the Ukraine.

The Black Sea is no more a NATO lake than the Rhine is a NATO river.

To get into the Black Sea from the  Mediterranean you practically have to steam into Erdogan's ass crack and he's very fussy about who he lets up there and how long they can stay.

Did you know the Gypsies want to make their own country? The Turks in Bulgaria want to make their own country too. Remember how messy Yugoslavia break up was? Just  imagine all of Europe as Yugoslavia and you get the idea.

Putin doesn't want anything of that sort; it's USA who is mad at him for spoling their game in Syria.  If he REALLY wanted Ukrane he would have had it by now.  ALL of it. I'm still waiting for the proof there are a thousand Russian solders in Ukrane. I guess I have to wait for that proof for a looong time same as how Im still waiting for the "weapons of mass distraction" proof.

All USA can think of is divide and conqure so they think everyone else is just like them, China included. Ukraine cleaned up? Oh my god, you are SO full of it. Ukrane will have to be paying those nice IMF laons for hundreds of years.  Ukrane is ALREADY beyond Greece and Italy. ALL of EU is failing miserably. Even Germany is in recession.
