While a misnomer, if President Obama is to be believed, The Islamic State, according to The Institute for the Study of War, poses a grave danger to the United States and its allies in the Middle East and around the world. As they exclaim, reports that it is not currently planning an attack against the American homeland are little comfort. Its location, the resources it controls, the skill and determination of its leaders and fighters, and its demonstrated lethality distinguish it from other al-Qaeda-like groups..."It must be defeated," they conclude... and here's how.

The Islamic State is a clear and present danger to the security of the United States. It must be defeated.
Developing a strategy to accomplish that goal is daunting. The situation today is so bad and the momentum is so much in the wrong direction that it is impossible to articulate a direct path to an acceptable endstate in Iraq and Syria. American neglect of the deteriorating situations in both countries has deprived us of the understanding and even basic ground intelligence needed to build a strategy. We must therefore pursue an iterative approach that tests basic assumptions, develops our understanding, builds partnerships with willing parties on the ground, especially the Sunni Arabs in Iraq who will be essential to set conditions for more decisive operations to follow.
The core challenge facing the U.S. in Iraq and Syria is the problem of enabling the Sunni Arab community stretching from Baghdad to Damascus and Turkey to Jordan to defeat al-Qaeda affiliates and splinters, while these extreme groups deliberately concentrate in Sunni majority areas. Persuading those communities to rejoin reformed states in Iraq and Syria after long seasons of internal strife will be daunting. But their participation in state security solutions will be essential to keep al-Qaeda from returning. Many of these populations, especially Syrians, may be losing confidence in such a post-war vision.
The problem in Syria is relatively easy to state, but extremely difficult to solve. The Assad regime has lost control of the majority of the territory of the Syrian state. It has violated international law on many occasions and lost its legitimacy as a member of the international community. Assad himself is the icon of atrocities, regime brutality, and sectarianism to Sunni populations in Syria and throughout the region. His actions have fueled the rise of violent Islamists, particularly ISIS and JN. U.S. strategy must ensure that none of these three actors control all or part of Syria while supporting the development of an alternative, inclusive Syrian state over time.

The strategy to defeat and destroy ISIS must instead be determined, deliberate, and phased, allowing for iterative decisions that adjust the plan in response to the actual realities on the ground. The U.S. is not positioned to estimate these ground conditions accurately without more direct engagement of the Sunni populations in Iraq and Syria. Developing this accurate intelligence picture, which should be accomplished in conjunction with military action to disrupt ISIS and end its current offensive, means that the first phase of the U.S. strategy should be a movement to contact. The operational risks of this phase outweigh the strategic risks of decided to destroy ISIS and then engaging insufficiently.

What I find even more remarkable than their track record of total, abysmal failure is their unwillingness to concede (or perhaps inability to perceive) any errors on their part, which leads them to double down on their folly.
Their statement on Syria and Assad is the exact opposite of the truth. Let's take a look.

Actually, the Syrian government has been methodically retaking control of its territory, driving the armed opposition out of the population centers and into the marginal desert and scrub terrain of the east. It can't even be said that they are fighting Syrian rebels. The success of Assad's amnesty program has resulted in thousands of formerly rebellious Syrians surrendering to the government and rejoining civil society. Many of these have gone on to volunteer to serve in the NDF (National Defense Force) militias. What the US refers to as "Syrian" rebels are actually foreign invaders, supported and/or funded by the planet's biggest state sponsors of terrorism: the US, Saudi Arabia, Israel, and Qatar.
Again, the exact opposite of the truth. From the false flag chemical weapon attacks to the recruitment, arming, and training of ISIS, the US and its fellow rogue states are the ones who have been violating international law and losing legitimacy.
The US and its partners in terror have been the ones behind the atrocities and brutality, from the staged chemical weapon attacks to the beheadings to the cannibalism. Syria under Assad is hated by the US neocon stink tanks like ISW precisely because it is an example of a secular middle east society in which Sunnis, Shia, Alawites, and Christians live and work together peacefully as neighbors.
No, the actions of the US have fueled the rise of violent Islamists for at least the last 35 years. To state that Assad's actions led to the rise of ISIS and Jabhat Al-Nusra is simply mental illness writ large, reversing cause and effect.

The problem in Syria is extremely difficult to state, but rather easy to solve. The US must admit its mistake, that it was wrong to try to overthrow Assad, and it must cease all interference in the internal affairs of Syria. Get the hell out of the way and let the Syrian Arab Army and Syrian Arab Air Force exterminate the wahhabist rodents.

I think that the larger strategy is to deliberately make things get so bad that there will appear to be justifications to start using weapons of mass destruction. All reasonable projections of the future of civilization during the next Century or so are based upon the strip-mining of the planet reaching real limits, manifesting as drastically diminishing returns. Without some prodigious series of technological miracles, and even greater political miracles, then the human species has already ridden exponential growth to severely unsustainable degrees. Our entire economy became based on turning natural resources into garbage and pollution as fast as possible, "paid" for with "money" made out of nothing as debts. The vast majority of people inside of that system of enforced frauds became incompetent political idiots, brainwashed to believe in bullshit by the school systems and the mass media. There are no practical ways to change their thinking. The vast majority of people have become Zombie Sheeple, who were being fleeced to exhaustion, while being set up to be slaughtered. In my view, that tragic trajectory is too far gone now to be able to prevent it following through.
The basic systems were debt slavery backed by wars based on deceits. Why not just cut off their funding from Qatar and Saudi Arabia? Why is that so difficult? Isis would wither on the vine overnight. Europe would also benefit from that and halt its turning into a caliphate. The Europeans should be getting their oil and gas from Russia instead of the ME. Why is it impossible to stop Qatar and the Saudis from funding terrorists? Why do they have carte blanche to destroy Europe?

My strategy & tactics: make an alliance with Assad who attacks from the northwest, Iraqis attack from south, Kurds attack from east. Herd ALL the people in ISIL territory, ie there are NO civilians, into concentrations using immense artillery & B52 iron bomb barrage, then use repeated nerve gas barrages from artillery & bombs on the concentrations. Kill every human in the ISIL territory, eradicate them and send a clear message for all other contemplating the same.
