Pentagon Prepares To Unveil Syria War Plans As "Broad Coalition" Crumbles

A day after US ambassador to The UN Samantha Powers stated, "we will not do the airstrikes alone if the president decides to do the airstrikes," and Russia warned, "bombing Syria without the cooperation of Damascus can have destructive practical consequences on the humanitarian situation in Syria," it appears President Obama's grand strategy to combat IS via a 'broad coalition' of allies is flailing. While the WSJ reports, The Pentagon is preparing war plans in Syria that would include an intensive initial wave of strikes against Islamic State targets, Germany's Foreign Minister Frank-Walter Steinmeier explained today that providing air support or sending ground troops to fight Islamic State is "out of the question for us." For now, it appears, the only nation involved in the 'broad coalition' is France. Why? Because as we said yesterday, this is merely over fears of more BNPs. "A key component of this would be allied participation," said a U.S. official; does '1' ally count?

As The Wall Street Journal reports,

The U.S. is seeking commitments from allies to join in airstrikes on Syria before it launches attacks against Islamic State targets, American officials said, reflecting concerns about acting unilaterally.

 

The administration hopes that one or two allies will join in the initial wave of airstrikes, which could be launched as early as next week, these officials said.

 

President Barack Obama and other top U.S. officials are attending the annual United Nations General Assembly in New York this month, in part, to try and woo more partners to the U.S.-led coalition.

The Pentagon is preparing war plans in Syria that would include an intensive initial wave of strikes against Islamic State targets.

U.S. officials said adding allies would help spread the burden of the strikes. But far more important is the symbolism a joint strike would have, showing that the U.S. isn't acting unilaterally but has support from the international community.

 

"A key component of this would be allied participation," said a U.S. official.

As Bloomberg reports, Germany is "out"

Providing air support or sending ground troops to fight Islamic State in Iraq is “out of the question for us,” German Foreign Minister Frank-Walter Steinmeier tells broadcaster ARD in an intv.

 

Combating IS requires “separation of labor” as France, U.S. carry out air strikes.

 

Approach in Syria will be different, more political, as there is no single frontline as in Iraq.

 

Steinmeier sees no reason to lift ban on Kurdistan Workers’ Party (PKK) amid IS offensive.

And while France has helped out - fearing more $9 billion "penalties" for its banking system if it did not - even they are backing away...

France has joined the U.S. in striking targets in Iraq, but French President François Hollande has publicly said he would not extend those strikes to Syria. French officials have said they are worried striking Islamic State in Syria could bolster the regime of Syrian President Bashar al-Assad.

And other nations are faltering...

Foreign ministers meeting with Mr. Kerry Friday appeared split on whether to push the war on Islamic State into Syria.

 

The narrow focus of the U.S. government on Islamic State militants has hampered diplomatic efforts at building up a coalition, particularly among Arab countries. Some Arab diplomats have said the U.S. should focus on attacking the Assad regime as well as extremist groups.

 

None of Washington's Middle Eastern allies have publicly committed to participation in military operations against Islamic State, and administration officials have tried to deflect questions about how far Arab leaders may be willing to go to support the effort.

 

 

Other nations in the region have privately raised questions about the depth of the American commitment to push back Islamic State, worried that the U.S. will pull out too quickly, and not press long enough to permanently weaken the militants.

As Russia warns...

"We are concerned about bombing Syria without the cooperation of Damascus," Russia's ambassador to the U.N. Vitaly Churkin said. "It can have destructive practical consequences on the humanitarian situation in Syria."

So far, the 'Strategy' of a broad coalition is failing - but don't let that shake the administration's "hope" for "change."

Mr. Obama's national security adviser, Susan Rice, on Friday played down any potential divisions within the coalition or confusion about who would be leading the effort.

 

"This will be a unified coalition," Ms. Rice told reporters. "It will be cohesive. And it will be under one single command authority."

 

Ms. Rice reiterated the U.S. position on a ground war, saying: "Our strategy does not involve U.S. troops on the ground in a combat role in either Iraq or Syria."

As National Review's Victor Davis Hanson notes, for now, most allies are sitting tight and waiting for preemptive, unilateral U.S. action. If we begin defeating the Islamic State, they may eventually join in on the kill; if not, they won’t. That is a terrible way to wage coalition warfare, but we are reaping what we have sown.

Why the reluctance for allies to join the U.S.?

 

Most in the Middle East and Europe do not believe the Obama administration knows much about the Islamic State, much less what to do about it. The president has dismissed it in the past as a jayvee team that could be managed, contradicting the more dire assessments of his own secretary of defense and the Joint Chiefs of Staff.

 

When Obama finally promised to destroy the Islamic State, Secretary of State John Kerry almost immediately backtracked that idea of a full-blown war. Current CIA director John Brennan once dismissed as absurd any idea of Islamic terrorists seeking a modern caliphate. It may be absurd, but it is now also all too real.

 

Such confusion sadly is not new. The president hinges our hopes on the ground on the Free Syrian Army - which he chose not to help when it once may have been viable. And not long ago he dismissed it as an inexperienced group of doctors and farmers whose utility was mostly a “fantasy.”

 

No ally is quite sure of what Obama wants to do about Syrian President Bashar Assad, whom he once threatened to bomb for using chemical weapons before backing off.

 

Potential allies also feel that the Obama administration will get them involved in an operation only to either lose interest or leave them hanging. When Obama entered office in 2009, Iraq was mostly quiet. Both the president and Vice President Joe Biden soon announced it was secure and stable. Then they simply pulled out all U.S. troops, bragged during their re-election campaign that they had ended the war, and let our Iraqi and Kurdish allies fend for themselves against suddenly emboldened Islamic terrorists.

 

In Libya, the administration followed the British and French lead in bombing the Moammar Gadhafi regime out of power — but then failed to help dissidents fight opportunistic Islamists. The result was the Benghazi disaster, a caricature of a strategy dubbed “leading from behind,” and an Afghanistan-like failed state facing Europe across the Mediterranean.

 

Now, the president claims authorization to bomb the Islamic State based on a 13-year-old joint resolution - a Bush administration-sponsored effort that Obama himself had often criticized. If the president cannot make a new case to Congress and the American people for bombing the Islamic State, then allies will assume that he cannot build an effective coalition either.

 

Finally, potential allies doubt that the United States wants to be engaged abroad. They are watching China flex its muscles in the South China Sea. They have not yet seen a viable strategy to stop the serial aggression of Russian president Vladimir Putin. Iran seems to consider U.S. deadlines to stop nuclear enrichment in the same manner that Assad scoffed at administration red lines. With Egypt, the administration seemed confused about whether to support the tottering Hosni Mubarak government, the radical Muslim Brotherhood, or the junta of General Abdel Fattah el-Sisi — only at times to oppose all three.

 

Obama himself seems disengaged, if not bored, with foreign affairs. After publicly deploring the beheading of American journalist James Foley, Obama hit the golf course. When the media reported the disconnect, he scoffed that it was just bad “optics.”

 

There is a legitimate debate about the degree to which the United States should conduct a preemptive war to stop the Islamic State before it gobbles up any more nations. But so far the president has not entered that debate, much less won it.

No wonder, then, that potential allies do not quite know what the U.S. is doing, how long America will fight, and what will happen to U.S. allies when we likely get tired, quit, and leave.

For now, most allies are sitting tight and waiting for preemptive, unilateral U.S. action. If we begin defeating the Islamic State, they may eventually join in on the kill; if not, they won’t.

That is a terrible way to wage coalition warfare, but we are reaping what we have sown.

I'm beginning to believe that the govt. wants assad out so bad, they need political cover to arm the rebels...  If we get enough push back and nobody bombing with us... we can just say.... "we're going to arm the rebels"  Which, of course, will go and kill assad and not likely go after each other till after assad is out of the picture....

Then, we can keep arming the rebels to go after their secondary target which would be IS at that point.

Man, thats the best one I've heard all week.

That is indeed a good one, for two reasons.

First, "moderate" is just the game that is played while receiving CIA training in Jordan. Moderate is just a euphemism for pre-ISIS militants in training.

Second, most of the "Syrian" rebels are not Syrian, but foreign wahhabist rodents on the Saudi payroll.

The best thing the US government could do to defeat ISIS would be to stop funding ISIS, make Turkey seal their Syrian border, apologize to Assad, and then stay out of the way of the Syrian Arab Army/Air Force.

I agree on this whole "moderate" snipe.  I suspect the coalition falls apart because of the complexity of what we are actually doing. We will simultaneously oppose Assad, support "good" rebels fighting him, kill the bad rebels who are fighting the good rebels, and fighting Assad and actually anyone of a different group. We will then get good Muslims, Shia and Sunni especially to help us fight the bad Muslims who are sometimes fighting Assad, sometimes fighting rebels and sometimes fighting good Muslims, Persians, Arabs and Kurds. We will train "good" rebels who heretofore we could not tell from "bad" rebels a.k.a. ISIS and hope they don't turn out to be or become "bad" rebels in the future.

How would you like to be the Special Forces trainers sitting in a class getting ready to deploy. Instructor: "Okay men, the first class is how to tell "good" Muslim rebels from bad Muslims from good Muslims that go bad. This will be followed by, a class on telling the difference between Kurds, Shia, Sunni's, Yazidi, bad Sunni's, bad Shia, Assad Alawhite, Assad Shia in Lebanon, bad Sunni's in Iraq, good Sunni's in Syria, bad Sunni's in Iraq and so on. This will be followed by updates on who we like and who is on our side this week versus who has changed sides and wants to now kill us. Stay tuned men, because it can change at any moment."

At the end of the day, its just not worth it. The world is out of oil.

To commit to to a broad coalition to go get some more isn't gonna happen at this point.  The War Fighters all even  understand the diminishing returns of war under those circumstances, and now even most individuals  see that. 

Unfortunately several generations of Western government power structures have all been based upon that.  Their social structures depend upon more oil. It is they who will now start to come undone.

Number 1:

Air warfare does not work and will never work unless the plan is extinguish anybody, fighers, kids, civilians, dogs, cats etc.

 

There is no such thing as Modern Air Warfare when the military wants to strike only fighers, not civilians.

Ground troops to coordinate air strikes are inevitable.

 

Number 2:

Isis is not an issue. 

The issue is IRAN AND IRAN QUDS

 

The strikes would be aimed to hit Khamenei and Quds by eliminating Assad first.

Right now Iran controls:

Baghdad

Damascus

Sanaa (yemen) just today

This will give them political cover to say that they are arming the, "right" rebels.....   Those rebels and IS both want Assad dead...  Since we won't get any help in the Air campaign in Syria, we'll just arm the FSA and hope they start shooting their allies instead of shooting Assad....   Sounds about right for a government response.

We get Assad out and level yet another sectarian govt. leaving more chaos.... then we'll have political cover to do whatever we want after.

Central Europe's biggest economy, which also intends to upgrade gas links to Lithuania to allow the re-export of gas to the Baltics, has said it plans to build 2,000 km (1,250 miles) of pipelines criss-crossing the country over the next 10 years.

"The north-south corridor, currently under construction, could be an interesting alternative, particularly for the southern countries, as it will make it easier for them to access non-Russian gas," Tomasz Chmal, an analyst at Poland's Sobieski Institute, said.

 

"Countries like Slovakia, Hungary or Bulgaria could use it and buy gas at market prices, not the prices they manage to negotiate with Gazprom."

Families of German MH17 victims to sue Ukraine: lawyer

(Reuters) - Survivors of German victims of Malaysian Airlines flight MH17 downed over Ukraine plan to sue the country and its president for manslaughter by negligence in 298 cases, the lawyer representing them said on Sunday.

 

Professor of aviation law Elmar Giemulla, who is representing three families of German victims, said that under international law Ukraine should have closed its air space if it could not guarantee the safety of flights.

"Each state is responsible for the security of its air space," Giemulla said in a statement emailed to Reuters. "If it is not able to do so temporarily, it must close its air space. As that did not happen, Ukraine is liable for the damage."

Bild am Sonntag Sunday mass newspaper quoted Giemulla as saying that by not closing its airspace, Ukraine had accepted that the lives of hundreds of innocent people would be "annihilated" and this was a violation of human rights.

The jetliner crashed in Ukraine in pro-Russian rebel-held territory on July 17, killing 298 people, two-thirds of them from the Netherlands. Four Germans died in the crash.

Ukraine and Western countries have accused the rebels of shooting the plane down with an advanced, Russian-made missile. Russia has rejected accusations that it supplied the rebels with SA-11 Buk anti-aircraft missile systems.

Giemulla planned to hand his case to the European Court of Human Rights in about two weeks, accusing Ukraine and its President Petro Poroshenko of manslaughter by negligence in 298 cases. He would also push for compensation of up to one million euros ($1.3 million) per victim, Bild am Sonntag reported.

So far, the airline has offered survivors of each victim $5,000 in financial assistance but has said that would not be taken off final compensation or affect families' legal rights to claim.

Now that it looks like Ukraine is going into semi hibernation on the fighting front for the winter, perhaps Putin's attention will move south to his two allies, Syria and Iran. Perhaps the currently delayed delivery of S-300 SAM will take place if the US strikes without permeission against all International Law.

"Syria has fulfilled its obligations by adhering to the Chemical Weapons Convention," Syria's Foreign Ministry was quoted by AFP as saying Sunday. "It cooperated fully with the Organisation for the Prohibition of Chemical Weapons and no longer possesses these weapons."

Syria's Foreign Ministry released the statement following accusations by Kerry of using chlorine chemicals.

"We believe there is evidence of Assad's use of chlorine, which when you use it - despite it not being on the list - it is prohibited under the Chemical Weapons Convention," Kerry was quoted by AFP as telling the US House of Representatives.

In September, the Organization for the Prohibition of Chemical Weapons (OPCW) said that chlorine gas had been used "systematically and repeatedly" earlier this year in northern Syria. The OPCW, however, had no information on who was using the toxic chemical. Syrian authorities have blamed Jabhat al-Nusra, a radical group linked to al-Qaeda, for carrying out chemical weapons attacks.

MOSCOW, September 20 (RIA Novosti) - Iraqi forces have destroyed a warehouse with seven missiles containing chlorine gas in the central Iraqi province of Diyala in addition to killing 18 Islamic State (IS) militants, reported Shafaq News on Saturday, citing provincial police chief General Jamil Shammari.

"Our security forces from the army, the police and the National crowd managed to kill 18 terrorists from ISIS and destroyed a warehouse that contained 7 missiles with chlorine gas and other explosive materials during the ongoing security operation north of Muqdadiyah area," Shammari was quoted as saying by the newspaper.

According to Shammari, the IS had planned to use the missiles against security forces and civilians in surrounding areas, the newspaper reported. The ongoing security operation which located and eliminated the warehouse is part of a process clearing the areas north of Muqdadiya and al-Sudour dam. Operations around the dam in Diyala include participation from the military, police, and locals.

If they are very careful not to step out of their tanks, would US troops technically not have boots on the ground. Similarly if US troops were wearing Air Jordans they wouldn't technically have boots on the ground.

hmmm...now let's see if i have this straight...following years of monetary and military experiments... we have found this out about results in the middle east:

  1. The wars in Iraq and Afghanistan cost thousands of American lives and hundreds of thousands, perhaps over one million, Iraqi and Afghan lives.
  2. The western press views the beheading of reporters who were in harm’s way as more significant than firstly, the casualties that will be sustained amongst civilian populations from an escalation of conflict and secondly, the hundreds of thousands of civilian direct casualties and millions suffering indirectly in the region because of successive colonial involvements, with the last being from the US.
  3. The wars in Iraq and Afghanistan have cost trillions of dollars that could otherwise have been spent in the US.
  4. The US can get by without any of the oil and mineral resources in the region. It does not need to be there economically.
  5. The US Army/NATO created 50 brigades from the defeated Iraqi army. The US Army stated that 26 of those brigades were “friendly” to the US and 24 brigades had “dubious” loyalties.
  6. The Islamic State of Syria/Levant (ISIS/ISIL) has been equipped with US weapons won from either these friendly or dubious brigades.
  7. ISIL/ISIS thus has tens of thousands of well-equipped guerilla fighters and a remainign civilian population who are hostile to the damage caused by and the influence of US/NATO in the region.
  8. ISIL/ISIS is able to shelter in cities throughout the region without detection by US/NATO forces.
  9. ISIS/ISIL wants self-determination for a new country whose boundaries they decide and not what have been decided by successive colonial powers.
  10. ISIS/ISIL is reportedly more brutal than Al-Qaeda resulting in Al-Qaeda refusing to “negotiate” with ISIS/ISIL
  11. The US objective wishes to kill every member of ISIS/ISIL before it launches attacks on American soil or against American interests in the region.
  12. The US wishes to overthrow the Assad government of Syria because it is an oppressive regime.
  13. The US wants Arab nations to lead the fight against Assad and ISIS/ISI and wants to create an army of moderate muslims to be commandos/guerrilla fighters with a US based command and control structure that has no respect for religion or culture.

Ponders when the leadership will stop pretending that it knows how to solve domestic and international problems.
