Dallas Commissioners Will Declare State Of Disaster Tomorrow Over Ebola

Tyler Durden's picture

While the message from the President is 'keep calm and avoid bodily fluids', it appears the commissioners in Dallas are slightly more concerned at the potential for Ebola to escalate:

  • *DALLAS COMMISSIONERS TO DECLARE LOCAL STATE OF DISASTER TOMORROW: NBC-TV
  • *DALLAS COUNTY CONSIDERS DECLARING STATE OF DISASTER FROM EBOLA
  • *DALLAS DISASTER DECLARATION WOULD ACTIVATE EMERGENCY PLAN

While we are not sure where a "state of disaster" ranks relative to a "public health emergency" such as the one in Connecticut, we are certain of one thing - it will mean civil liberties will be reduced as government takes control.

*  *  *

Welcome to the new normal American police state.

*  *  *

And then there's this... (as NBC Dallas reports)

Officials with Texas Health Presbyterian Hospital Dallas are apologizing for misdiagnosing the country's first Ebola patient.

In testimony that will be submitted to the House of Representives on Thursday, Dr. Daniel Varga, chief clinical officer at Texas Health Presbyterian Hospital Dallas, admitted to mistakes that were made during Thomas Eric Duncan's care when he first arrived at the hospital's emergency room.

"As the first hospital in the country to both diagnose and treat a patient with Ebola, we are committed to using our experience to help other hospitals and healthcare providers protect public health against this insidious virus, Varga said in the prepared testimony.

"It’s hard for me to put into words how we felt when our patient Thomas Eric Duncan lost his struggle with Ebola on October 8. It was devastating to the nurses, doctors, and team who tried so hard to save his life," Varga said in the statement. "We keep his family in our thoughts and prayers. Unfortunately, in our initial treatment of Mr. Duncan, despite our best intentions and a highly skilled medical team, we made mistakes. We did not correctly diagnose his symptoms as those of Ebola. We are deeply sorry."

*  *  *

Perhaps even more concerning is that the CDC appears to have given the second nurse infected with Ebola permission to fly (despite her reporting she had an elevated temperature), as CBS reports:

CBS News Medical Correspondent Dr. John LaPook reports that Vinson called the CDC several times before boarding the plane concerned about her fever.

“This nurse, Nurse Vinson,  did in fact call the CDC several times before taking that flight and said she has a temperature, a fever of 99.5, and the person at the CDC looked at a chart and because her temperature wasn’t 100.4 or higher she didn’t officially fall into the category of high risk.”

Vinson first reported a fever to the hospital on Tuesday (Oct. 14) and was isolated within 90 minutes, according to officials. She did not exhibit symptoms while on the Monday flight, according to crew members. However, the CDC says passenger notification is needed as an “extra level of safety” due to the proximity in time between the flight and the first reported symptoms.

“Those who have exposures to Ebola, she should not have traveled on a commercial airline,” said Dr. Frieden. “The CDC guidance in this setting outlines the need for controlled movement. That can include a charter plane; that can include a car; but it does not include public transport. We will from this moment forward ensure that no other individual who is being monitored for exposure undergoes travel in any way other than controlled movement.”

Do these people really know what they are dealing with?

Yep, first Dallas, then CT, then they'll be putting the whole country into "lock down" because they want to PROTECT US SO MUCH.  Yea, right.

Nurses likely got the advanced version of the vax due out in Dec by GSK...   Whole thing is suspect...

http://www.liberianobserver.com/security/breaking-formaldeyde-water-alle...

Looks like this ebola scam is dealing with growing numbers saying no to flu vax...   With all the fear pumped out now it will not likely be as dull a flu vax season as last year...

So the FIRST contact victims are nurses?  Gee, ya think they were given the experimental pre release GSK ebola vax?  Nah...

http://healthimpactnews.com/2014/nurses-across-the-u-s-are-taking-a-stan...

"As 2014 begins to unfold, it is becoming clear that the medical care industry is facing a crisis.

We have already reported about how many doctors are refusing to participate in the new Obamacare health insurance exchanges (See: Seven out of every 10 Physicians in California are Rebelling against Obamacare). But another unintended consequence of new medical care legislation is the refusal of nurses to comply with new mandatory flu vaccination requirements. With a nation-wide shortage in nurses already problematic long before Obamacare was implemented, things are only going to get worse..."

Do the math people.... With a trend like this "say no to vax" in the health care industry, the pharma's will be fk'd...   They NEEDED this alleged "out break" which is likely only a freeking vax induced thing to begin with...

Can you see their rigged vax industry is on the verge of collapse as skepticism mounts?   GSK is the maker of the upcoming and likely already used Ebola Vax...

"...Chinese authorities began investigating a nationwide multibillion dollar bribery racket run by GSK top executives, GSK formed teams to disrupt, bribe, and otherwise confront law enforcement authorities in an attempt to obstruct their investigation.

Criminality, upon criminality.

GSK has been accused and convicted of doing likewise in both Europe and the United States, yet they are still in business - a business that includes producing the very vaccines Slate believes people should be penalized for refusing to take.

Why would any rational human being allow themselves to be injected by something produced by such a corporation - a corporation literally convicted of criminality, fraud, and bribery?

"India has cancelled the HPV vaccine trials after 7 deaths and multiple adverse events after vaccine administration. Japan has pulled the government recommendation for HPV vaccines and replaced their top three government health officials after discovering the high incidence of adverse reactions after HPV vaccine administration. Spain has scheduled trials. France discusses the pros and cons. England’s vaccination victims have been speaking in The Parliament. Colombia is in turmoil due to deaths and severe injuries …… The association of HPV Update has held two meetings convened by The Ministry of Health. The Regions and the Danish Health and Medicines Authority were also invited to discuss the frequency and severity of injuries caused by the HPV vaccine. A worldwide non-profit organization was founded in 2010, SaneVax (Safe affordable, necessary and effective vaccines) in response to the HPV vaccine controversy. This is the link www.sanevax.org In Denmark, the pressure on the Health Authorities has been so strong that the Minister of Health, Nick Hækkerup, has put diagnosing and treatment in the hands of the Regions. "

Stastically, there's likely to be 5 to 8 infected yet undiagnosed people for each of the 3 thus far Ebola vectors on US soil (though I doubt it HAS only been 3 thus far).

At any rate, if so, and let's use the lower range #, that's 15 infected, NOT diagnosed nor isolation.

Now, do that math all over with the new #.

15 x 5 = 75.

75 x 5 = 375

And so on and so forth.

The incubation period and vague initial symptoms are a real problem here.

*And this assumes the level of difficulty of transmissibility the CDC is publicly proclaiming.

Some here may not like this 'disaster declaration' but when you see how the CDC is failing just like the SEC and DOJ, it's no surprise States and Cities will start to exercise the powers they have vested in them for the Safety and Health of their inhabitants.

Enforced quarantine should be mandatory for people like that Duncan Liberian family and so on. Look at the incompetence of them power washing his infected vomit, the EZ coming and going of hosp personnel exposed to the Ebola and so on.

More importantly, as many ZH'ers have said, "Do Not Rely on the Gubmint to Save You" when the SHTF. Prepare with food, water, etc as HH has outlined many times in detailed [and excellent] fashion.

Most of all Use Common Sense and Gut Feelings; there's a reason for them.

It's exponential growth in real life once the virus is imbedded in any densely populated area, and in many ways, Ebola will have an easier time being transmitted in a place where the majority of the population cluster around health facilities and have easy, common access to rapid transit (personal vehicles, commercial aircraft, subways, trains, buses).

Besides, there's no herd immunity in developed nations to Ebola RNA
filovirus (there's little herd immunity outside of any place other than sub-Saharan Africa, for that matter).

One last point; In a matter of a few days, regarding a virus that's been ravaging western Africa for a significant and meaningful period of time, I find it fascinating that the new, revised mortality rate has been 'upped' to 70% from 50%. Why is this? How could this hugely important statistic garnered from a now large population group of infected people change so dramatically in the last several days?

@J S Bach

The meeting will be at 2 p.m. at the County Administration Building, 411 Elm Street in Dallas.

According to state law, a declaration of emergency “activates the appropriate recovery and rehabilitation aspects of all applicable local or interjurisdictional emergency management plans and authorizes the furnishing of aid and assistance under the declaration.”

In addition, the law says, “the county judge or mayor of a municipality may control ingress to and egress from a disaster area under the jurisdiction and authority of the county judge or mayor and control the movement of persons and the occupancy of premises in that area.”

The declarations last up to seven days, and can be renewed by the Commissioners Court for longer than that. County officials didn’t immediately return calls seeking an explanation. It’s unclear what they will seek to do with the emergency declaration.

DALLAS:

Is this an ALPHA test, or a BETA test scenario?

ALPHA tests are a theoretical mathematical 'what-if' event (like the 'war-games' they always fucking play, such as the 'war-games' that put false radar blips on screens during the 9/11 false-flag events to further confuse the owned military responses).

BETA tests are a controlled series of small-scale 'real-world' events that test the overall mettle (reaction protocols, reaction times, and pre-programmed ALPHA-STATE BRAINWAVE responses in the event that the worst case really DOES happen (like the introduction and allowed infestation of a few full-scale EBOLA CDC-patented 'test subjects' into the CONUS; the weaponized variety that has the ability to not only kill with a 50% success rate, but also is transmutable via 'unexpected vectors').

" I actually think people like you that are this extreme are working for the government.  Just to keep the dumb ass public at bay.  "

Not only is your statement a non-sequitor, but you are both ignorant AND arrogant at the same time.

You wanna PLAY?

I like the 'official threshhold temperature' of 100.4 degrees (farenheight) as the denominator of 'low-risk' versus 'high risk' CDC-Obolacare treatment. That one is especially interesting.

When I was a child, my parents' 'official threshold' temperature of 101 degrees was a reason to withhold my 'free' educamational priveledge (keep me home from State 'schools'). Later, after I became a parent, the 'threshold' for a trip to the doctor mirrored my own childhood (if the fever went up over the 102 degree mark, it was time to see if there was an issue).

I ROUTINELY experience a body temperature that meets the 'OBOLACARE' threshold of 100.4 degrees when working physically in the summer months. SEDENTARY people never see a rise, due to their climate-controlled environment.

If my face is flushed and I am sweating, and my biceps and chest are abnormally tight and flexed from exertion, and I am breathing more rapidly than usual, it means one of two things:

I've lived in Texas most of my life. Even the soccer moms carry. That's why I don't worry about anyone "coming for our guns". Maybe Americans in other states would allow that to happen (no offense, I doubt that many ZH readers would comply with such tyranny), but in Texas you would have open war in the streets. "From my cold dead hand" is a way of life here (and that includes my friends in law enforcement). Anyone who has ever lived in this great state knows that to be true.

silverliberty, I used the term "soccer mom" simply in the context of a group of people normally thought of as being "good little sheeple", and the last people that would normally be thought of as taking a stance which would oppose the anti-liberty conditioning put forward by the mainstream media.

Maybe you should tell your big bad ebola about your "right" to not be infected.  Or CDC.  Or write your congresscritters.

God you ebolamongers are such dumbasses.

Look idiot, if this thing is real, you're fucked along with the rest of us. If it's planned, you're still fucked along with the rest of us.

So your only hope is it's not real.  There is no other option.

Real and contained?  It's obvious they have no plans to contain it. Zero is sending 5k troops down there right in the middle of it. That 5k will come back with heavy exposure to ebola (or whatever it is), go home to their families, and guess what?

No, they're not just allowing flights to continue, they're sending 5,000 troops right in the middle of it.  Troops that will all come back HERE.

My money is on planned.  Cause I believe what FDR said.

Sorry to be a ball buster, as it is quite entertaining to talk about the possible threat of contagion bringing the world to its knees, but just remember the real deal is exactly what you see the 'g0vernment' doing namely, locking sh!t down.  They send troops to Africa, hotbed of subversion and international espionage a la the 'Kony 2012' propaganda didn't quite cut it as a one off, and lock down whole nations just to test the water(Boston anyone).  All the while they test a few drugs for their multinational big pharma playmates while scaring the sh!t out of the psychologically weak and studying the mutations of the laboratory refined monkey-born(?) 'Ebola' virus.  Put it on a plane, regardless of the diagnostic tecniques' abilities to accurately diagnose the virus, and 'fly' it around the world...hmmmm suspicious.  Meanwhile they are bombing the sh!t out of a sovereign nation trying to root out the new western-funded boogeyman aka ISIS.  They've destroyed your country and you still listen to them?

I find it hilarious yet logical that ZHers, addicted to Hollywood rubbish who have undobtedly seen Outbreak, enjoy speculating about the fantastial notion of a 'global contagion.'  Mind you,  "In 2012, malaria killed an estimated 482 000 children under five years of age. That is 1300 children every day, or one child almost every minute" (http://www.who.int/malaria/media/world_malaria_report_2013/en/).  The total was over 600,000 and we are talking about Ebola?  Yeah yeah yeah, global contagion I got it and malaria is not here in the center of the universe aka the West, so who gives a sh!t?  Well that is how insensitive you dips are for talking up Ebola while missing the forest from the trees.  Traffic deaths take 5 million lives globally every year and you still hop in your ride.  "Tuberculosis, while no longer among the 10 leading causes of death in 2012, was still among the 15 leading causes, killing over 900 000 people in 2012" (http://www.who.int/mediacentre/factsheets/fs310/en/index2.html).  Smokers keep right on huffing as sugar related diseases like heart disease, cancer, and diabetes hold onto the top spot as the real western epiemics but you are afraid of Ebola?  The 'folks', thanks Barry Sotero, over on Madison Ave, at CFR shindigs, and Bilderberg get-togethers really know how to pull one over on the masses, don't they?  Crowd psychology.  Now big brother please save me from, you!!!  But wait...Order out of Chaos.  All the references to Orwell and you people still hinge on every word from the MSM?

I'm willing to bet that there will be domestic travel restrictions (not an outright ban, but "restrictions") before there are international ones specific to west Africa.

TPTB absolutely cannot admit being wrong, so international travel stays open. They also can't tolerate ebola appearing outside of areas that are acceptable to them, so domestic restrictions.

I do too. The second Ebola patient lived in my neighborhood.

Also, I need to publish some corrections to recent comments I made (I had my wife read them and she pointed out what was a mis-post): I learned today that Presby's ER didn't shut down over lack of patients, but because of Ebola specifically. Apparently they are concerned about secondary exposures. Also, patient attendence isn't down 70%, it dropped *to* 70% of what it was. Still, it's a big drop and if you want an ambulance, you will have to go to another hospital's ER.

However, in the hospital the most recent sign of staff stress is that there are bleach stains everywhere due to staff not trusting the CDC and hospital leadership's handling of the situation. Also, a fun fact I learned today is that the beds for Ebola patients are very limited, Presby has capacity for 3 patients, and Emory 3 more. I don't know about the Nebraska facility, but I speculate that since both nurses who tested positive were "low risk," and there are several "high risk" patients on the hospital's list, they want to keep at least two beds open for new cases. The CDC also brought in a few dozen people to teach the staff how to suit up, but their protocol is different than that used at Emory, so of course the SNAFUs and confusion are all over maintstream and alternative media.

IMO this case is not going to be the last one, and if the bed numbers are accurate, 5-10 new cases would be enough to overwhelm qualified bed space. Also, I learned that it takes 4 staff at any given time to care for an Ebola patient. "Staff Stress" is going to be a big issue. The rumor is that the second nurse has a lower chance of survival, and as such, part of the reason for sending her to Emory may also be that the staff seeing one of their own die could lead to mutiny, just in time for new cases to roll in!

Short to mid term, I talked with my employer about remote work, and he's OK with it. Bugging in/out will be that much easier if people outside of the hospital staff get sick. We do live in a cleaner society than Liberia but still, we better be ready.

"Also, a fun fact I learned today is that the beds for Ebola patients are very limited, Presby has capacity for 3 patients, and Emory 3 more. I don't know about the Nebraska facility,"

11 total....

http://www.cnn.com/2014/10/15/health/ebola-fears/index.html

"Of the thousands of hospitals in the United States, only four have biocontainment units and years of preparation in handling highly infectious disease like Ebola.

But between those four hospitals, there are only about 19 beds in the specialized areas: 10 at Nebraska Medical Center in Omaha; three at Emory University Hospital in Atlanta; three at Rocky Mountain Laboratories in Montana; and an estimated three at National Institutes of Health in Maryland.

Even the count of 19 beds may be deceiving, CNN's Drew Griffin said.

"The center director in Omaha says his staff could only realistically handle no more than two Ebola patients at a time," Griffin said. "That's because of the danger, the staffing and the waste removal necessary when you're treating any Ebola patient."

So that essentially means 11 beds for the entire country."

I was wondering about this.

The rumor is that the second nurse has a lower chance of survival, and as such, part of the reason for sending her to Emory may also be that the staff seeing one of their own die could lead to mutiny, just in time for new cases to roll in!

The first nurse got a transfusion from a survivor AFAIK. So what if you have a blood type that isn't compatible with a survivor who can donate?

Then all they can do is give you fluids to replace what you are purging out, antibiotics to fight secondary infections (Ebola attacks the immune system), and also use other procedures to take the load off stressed organs (i.e. dialysis). Then they have to wait until the patient recovers, or dies.

This is also why there are so few available beds. Adequate care for this disease is incredibly expensive, and labor intensive, and so is disposal of all the waste generated (every protective suit can be used only once, etc.). Now, they are looking at housing all of the affected staff as well. Currently it's optional, but give it 2-3 cases and it probably won't be.

Glass plating is still OK, though. Feltching definitely isn't; even poodle feltching might be dangerous...

Oh man. Not the poodles. That was my favorite pick-me-up.

However, the thought of packs of zombie infectious poodles running wild in the burbs is amusing. From a rooftop moreso, but still..

You should go to Dallas, and position yourself outside the hospital, and tell any reporter who will listen that you are an Ebola denier, and you are offering to lick anyone who claims to have the disease.  It would be a great public service.  It's in the script.

Don't you love farce?
My fault, I fear.
I thought that you'd want what I want...
Sorry, my dear!
And where are the clowns
Send in the clowns
Don't bother, they're here.

You are correct, and that's why we ought to rejoice over this obvious power-grab.

It will serve as a massive awakening mechanism for those who refuse to get their heads out of the sand.  It's hard to maintain one's cognitive bias and willful ignorance when full-on marital law gets enacted for no reason at all.

The establishment has gotten so naive and overzealous, they have just decided to go full-retard with a styrofoam helmet.

If you thought that gun-grab attempts created a mass-awakening and rising up, just wait for this one to play out.
