Obama Mobilizes National Guard, Army Reserves To Fight Ebola

With numerous counties and states having declared "States of Disaster" or "States of Emergency", the looming civil rights destruction of martial law domestically draws ever closer.

However, President Obama has decided that, by Executive order:

  • *OBAMA ISSUES EXECUTIVE ORDER FOR ARMED FORCES IN WEST AFRICA

  • *OBAMA TO ACTIVATE INDIVIDUAL READY RESERVE FOR EBOLA

What is The Individual Ready Reserve? (via Wikipedia)

The Individual Ready Reserve (IRR)is a category of the Ready Reserve of the Reserve Component of the Armed Forces of the United States composed of former active duty or reserve military personnel and is authorized under 10 U.S.C. ch. 1005.

 

 

For soldiers in the National Guard of the United States, its counterpart is the Inactive National Guard (ING). As of 22 June 2004, the IRR had approximately 112,000 members (does not include all service IRR populations) composed of enlisted personnel and officers, with more than 200 Military Occupational Specialties are represented, including combat arms, combat support, and combat service support.

In other words, we are sending Vets and reservists to Africa... where they are expected to do what? Shoot at viruses?

He's here to give you an update on U.S. contributions to the effort against Ebola -- U.S. military contributions to the effort against Ebola in West Africa. And with that, sir, I'll turn it over to you.

 

QUESTION: Just a clarification on that, please. Will they be in contact with individuals or just specimens?

 

GENERAL DAVID M. RODRIGUEZ (USA), COMMANDER, U.S. AFRICA COMMAND: They come in contact with the individuals and they do that. And they're -- like I said, it's a -- it's a very, very high standard that these people have operated in all their lives, and this is their primary skill. This is not a -- you know, just medical guys trained to do this. This is what they do for a living.

As USA Today reports,

President Obama has issued an executive order calling up ready reserve troops to combat the Ebola crisis in Africa.

 

Obama notified Congress of his order Thursday. It reads: "I hereby determine that it is necessary to augment the active Armed Forces of the United States for the effective conduct of Operation United Assistance, which is providing support to civilian-led humanitarian assistance and consequence management support related to the Ebola virus disease outbreak in West Africa."

 

The Pentagon said it had no immediate plans to send reservists to Africa, saying that the order simply allows the military to begin utilizing reserve/guard forces in our overall response in Northern Africa.

 

It "doesn't mean that we are deploying these forces, but it gives us the option to do so if we need to," said Air FOrcer Lt. Col. Thomas Crosson, a Pentagon spokesman.

 

The White House said it didn't know exactly how many reserve troops would eventually be required.

I have a couple questions concerning this.

First, since when can you mobilize the National Guard for a medical emergency in a foreign country? Seems like a job for volunteers. If I were the commander of the mobilized unit, I would be asking that right now. NG are local folks who do weekend warrior stuff. Even NG medical units are trained for biohazard warfare and that is a bit of a different game.

Second, does Obama have unilateral power to declare martial law in a foreign country? What the hell is going on? Where is the actual request and consent of Liberia or any other country? Did he get elected President of the whole world...Syria, Iraq, Ukraine, Liberia, Libya...WTF? What if the Liberians actually see it as an occupation and not another of our many "liberation" attempts and we get ebola and guerilla warfare? What kind of amazing shitstorm can we get into there?

This guy is seriously out of control and the decisions are so stupid, so unilateral and nonsensical that I may have to move into the conspiracy camp. Either this thing is way worse than stated or something invisible that makes sense is going on.

My concerns are same same, but different... (since normally, I would be of the position that they signed up to serve, and that's just the way the cookie crumbles... even though using AUMF as the legal basis for invading Iraq in the first place, as well as continued funding of the occupation-- was and is a direct admission by both the executive and the legislature that the official policy of the United Sates is that Iraq was responsible for 9/11).

I don't really have an issue with the president deploying the active duty Army and active duty Army Reserve to West Africa for less than six months. However, when you start dipping into the IRR, it means statutorily authorized resources are insufficient and since there has been absolutely no debate, much less Congressional authorization or appropriation for such an action under the War Powers Act, as well as an established pattern by this CIC of violating the existing law regarding the deployment of troops oversees - I think the order is clearly unlawful and IRR members have a moral obligation to refuse the order and demand that the rule of law prevail.

In regards to calling up the National Guard. Every National Guard soldier serves both the federal government and the state government, but its primary duty is the individual state. So while the same violation of statutory law exists and the same moral obligation is incumbent upon its members... this also strips resources from the States and authority from the State governors to respond to what is most certainly a crisis that each State will have to confront on the home front. In short it's a power grab which neuters the capability of the State governments to fulfill their obligation to respond to the demonstrated and proven short comings of federal oversight of the domestic ebola crisis. So I think there is also a moral and official obligation of the governors and state legislatures to refuse the conscription and diversion of their own resources, regardless of any congressional authorization.

why is the six month period relevant? I thought that a proper discussion and declaration in Congress/Senate would be more relevant, before deploying for an emergency outside of the borders of the US

of course this ties in with a long, long discussion we europeans are having with Uncle Sam that many Americans find... perhaps boring, but we'd really, really appreciate if troop deployments would get some... broader authorizations

Putin does observe this kind of niceties. Regarding Ukraine, he went to the Duma and collected authorizations, including the one to invade Ukraine if necessary

The Congress recognizes that they like vacations/recesses/play time almost as much as Obama likes golf, so the way the statute is worded, the President can deploy troops first, and then seek congressional authorization (which has been eroded over time to Get 'er Done & Get Out then de minimis non curat lex), it's not perfect, but it's practical (for the US).

The commonwealth countries - basically Canada and at that time Newfoundland pretty much declared war at the same time as Britain and supplied forces and a material support lifeline to keep Britain alive, I know it sounds strange today but Canada actually had a decent airforce and navy by the end of the war I think 4th or 5th largest - though to be fair most everybody elses had been blown up..... at any rate the UK did not fight on alone the north atlantic is li the final resting place for thousands of merchant and navy ships and crews who gave up everything to keep britain alive.

Ok so material support for the Soviets..... really..... really...... oh they I am sure they saw the Sherman tanks as useful - for cooking their food on the hulls after they took a shell from a german 88 or P3 or 4 and burst into flames ..... the soviets produced over 30 thousand T34s medium tanks alone - at factories under direct nazi fire at Stalingrad ...... the T34 was undoubtedly one of the best all around pieces of armour on the battlefield in WW2 - yes the german Panther was a wicked machine there were simply not enough produced to be effective in countering the hordes of soviet tanks sweeping forward over the German defences, then of course there are the katyusha barrages that announced the coming party but overall the soviets beat the shit out of the nazis using their greatest weapon - winter........ 

Anyway my learned friend you are probably right I have little idea about WW2......  not much idea at all....

t-34/76 was potent. the upgraded t34-85 was quite the 'medium tank'. my favorite is the su-152. soviets definitely had some of the biggest guns, and thickest armour, along with best running gear ('tracks') of the war. western allies basically smothered the axis positions in artillery/airpower, then moved infantry in to clean up. there were exceptions of course, but that was the basic thing, especially in western europe '44/'45. 'fascists versus bolsheviks' in the east was generally a much tighter (more evenly matched) contest from start to finish. the 'war in the east' was the biggest land war of recorded history.

The Chinese have been moving globally fairly quietly for some time now. When I was flying to Brazil from Germany a couple of years ago the plane was about 1/5th full of Chinese, mostly businessmen they told me working on deals and imporving relationships with Germany and then on to Brazil for natural resources.

They are strong believers in Hard Assets [think of gold, oil, RE, etc] and this plane load was no exception. History has taught them hard lessons about fiat.

No, due to federalization/pre-emption in the Dick Act. My state (AZ) tried to use the NG during one of the first federal shutdowns to man parks and perform other federal duties and they were federalized to prevent that from happening. Some states have a state guard that is solely under state control, though I think technically there's a federal law even they can be federalized; I'm sure it'd be quite the shit-show if that was attempted, tho.
