Peek Inside The Ebola Transport Jet
For a virus that is not airborne, the authorities sure take a lot of precautions to make sure it doesn't enter the common airspace. Well, maybe not when infected nurses fly commercial, but certainly when doctors transport Ebola patients from point A to point B on the world as can be seen in the following documentary of the Ebola transport jet that is used for such purposes.
Pay particular attention to the description of the Hepa air filtration system which is "similar to what the Centers for Disease Control and other research places use in their Level Four laboratories. So that air from the aircraft cabin will enter these filters and go through a filtration process that goes down to even smaller than viruses."

If EBOLA were airborne, all 48 of Duncan's contacts and more would be sick with EBOLA by now and a lot more than only 2 nurses. We are lucky that the trillions of tries per contagion that the virus is undergoing to try to become airborne have so far failed.
But it can be and it is aerosolized and can spread through aerosols like those created during vomit, flushing a toilet or diarrhea. Coughing, sneezing and even talking that is why the 3 feet question is asked. Because normal speech can throw aerosol particles by 3 feet.
I am a charter pilot in Atlanta. Though I don't work for Phoenix I do know some of their guys who are on the project. I've been given a briefing by their safety director on the history of the program and it's design. It was originally built for transporting SARS patients, hence the level of HEPA filtration. After a couple years of no use afterward it was determined the high cost of keeping the jet on standby meant they'd end the contract but warehouse the containment unit in case it was needed again. With the advent of Ebola they reactivated the program in some 48 hours or so (an incredible feat, trust me). Even during the very first flight to get Brantly the pilots wore normal short sleeve uniforms; they were that confident in the system.
As for the clipboard guy? That's a bit of a different case in my opinion.
I should have also mentioned the air systems are separate on this particular Gulfstream. They modified the outflow valves and other subsystems for pneumatics such that there are two totally separate air systems, one for the containment unit, one for the rest of the bird. It's pretty ingenious.

ebola virus is .08 micrometer diameter by .97 micrometer long. The hepa filter spec you reference is written in terms of a particle size test diameter of .3 micrometers. An ebola virus could not broadside its way through, but several could thread their way through at the same time if lined up and stretched out along their diameter.
But that ignores the design required to meet the specification (which is why the specification was written the way it was).
If you took a sheet of steel of the specified size (e.g. size 1 - which is 8" x 8") and punched as many straight .3µm holes through it as possible, it would be impossible to achieve the required air flow (25cfm), at the specified pressure/maximum resistance (325 Pa).
The way that they get around this is to use a many layered mat/membrane with "holes" larger than .3µm (actually threads in patterns with "comparable hole sizes" of larger than .3µm), which is why the finished product is rated to stop 99.X % of particles of .3µm, instead of 100% of particles at X µm (and why it is allowed to be up to just over 3" thick for size 1).
As a simple of matter of fact and testing, the product will do what it is designed to do, but it is designed to allow (or designed not to stop) passage of 5 of every thousand, 10k, 100k, million, etc. particles of .3µm diameter (depending on the performance rating).
Given that the length of every ebola virion varies within a single "glop" infected cough or sneeze it's impossible to calculate how many will pass through, but to say that their device is "similar" to one which is designed to filter things "even smaller than" viruses is pure Marketing BS.
The product is expressly engineered to allow some virus (or anything else measuring .3µm diameter) through the HEPA filter, *most* of those permeate particles could then be neutralized UV light or ion generators, but that's a separate process from the one they are blatantly mischaracterizing.

Even in my lowly offshore oil industry, I see many "worst-case" safety systems designed with overkill, due to the fact that they need to be multi-purpose, and not "single-event specific". (not saying that's the exact case here, but that plane was designed in general, not Just for ebola).

How Long Does Ebola Survive Outside the Body
Filoviruses have been reported capable to survive for weeks in blood and can also survive on contaminated surfaces, particularly at low temperatures (4°C). One study could not recover any Ebola virus from experimentally contaminated surfaces (plastic, metal or glass) at room temperature however, another study found, Ebola dried onto glass, polymeric silicone rubber, or painted aluminum alloy is able to survive in the dark for several hours under ambient conditions (between 20 and 250C and 30–40% relative humidity) (amount of virus reduced to 37% after 15.4 hours). When dried in tissue culture media onto glass and stored at 4 °C, Ebola virus survived for over 50 days. This information is based on experimental findings only.
A study on transmission of Ebola concludes that the risk of transmission is low when recommended infection control guidelines for viral hemorrhagic fevers are followed. Infection control protocols included decontamination of floors with 0.5% bleach daily and decontamination of visibly contaminated surfaces with 0.05% bleach as necessary.
