The Canadian Patriot Act Arrives: Ottawa To Give Security Agencies More "Detention And Surveillance" Powers

Tyler Durden's picture

Stop us when the flashbacks to September 11, and its Patriot Act aftermath, become too close for comfort.

s Reuters reported moments ago, Canadian Prime Minister Stephen Harper said on Thursday the government will expedite plans to give more powers of detention and surveillance to security agencies in the wake of an attack on Parliament.

"They need to be much strengthened, and I assure you, Mr. Speaker, that work which is already under way will be expedited," he told the House of Commons, one day after a gunman launched an attack on Parliament and was shot dead.

On the other hand, instead of giving the government even more authoritarian power to do with civilian liberties as it sees fit and appropriate, perhaps the government's agencies could have simply done their work better under the existing laws and regulations, especially after the Sky News report that the Ottawa shooter, Canadian born Michael Zehaf-Bibeau, was already on a terror watch list.

The gunman who killed a soldier in Ottawa and stormed Canada's parliament had been put on a terror watch list, it has emerged.

The attacker, identified as Michael Zehaf-Bibeau by Canadian media, was considered "high risk" and had seen his passport confiscated to stop him travelling abroad to join Islamic State terrorists in Iraq or Syria.

But the 32-year-old was able to strike at the heart of his home country's capital, shooting dead Corporal Nathan Cirillo before he was himself gunned down by Sergeant-At-Arms Kevin Vickers as he launched his assault on parliament.

US sources said the killer was a convert to Islam from Quebec who grew up in Laval and Montreal and was called Michael Joseph Hall before he changed his name.

But while most have stretched to make a link between Zehaf-Bibeau and Muslim in general (or ISIS in particular), a very distubring direction where this may be headed is revealed in the following:

Family friend Dave Bathurst told the CBC Zehaf-Bibeau did not appear to have extremist views, but had at times shown a disturbing side.

He said: "We were having a conversation in a kitchen, and I don't know how he worded it - he said the devil is after him."

Mr Bathurst said his friend frequently talked about the presence of Shaytan in the world - an Arabic term for devils and demons, adding: "I think he must have been mentally ill."

So while one can understand the stereotyping of fear under the guise of race, ethnicity or religion, what happens when the brand spanking new pre-crime unit of "Oceania" targets not just those who are externally different but pose a risk threat because they could be, according to the government, "mentally ill." Good luck proving to a jury of peers after the fact of one's arrest (by the Ministry of Peace of course) that one is, in fact, perfectly normal.

So I was reading the comments in my local rag about this (I call it the Idiot Barometer) and to a T they were all calling this terrorism.

How is this terrorism?  They attacked a government target and killed someone in the military.  Don't we call that War?  I mean, Canada said they would join the Bomb Brown People Campaign, so that kind of delcared War on the Sand Monkeys, didn't it?

Need the proper buzzwords I guess in order to get this thing though.

Like picking out a lube I guess.

The shooter drove around downtown Ottawa in a car with no license plates.

No police stopped him for driving without plates.

THe shooter walked up to the front entrance of the Parliament buildings carrying a rifle.

No police stopped him to ask him about the firearm.

So Canada now introduces a Patriot Act when the existing police have proved themselves incapable of dealing with the most basic transgressions of the law.

He hijacked the car about a block from the Parliament buildings. There was a lot of time for the police to be looking at the plates - not.

From all accounts, he ran from the car to the building. as noted earlier, unlike the US, most Canadian public buildings do not have squads of cops sitting around the front door. And, while I haven't read or seen anything either way, it's possible he had the gun semi-concealed beneath his coat. I haven't heard that he was brandishing it over his head and shouting "Allahu akhbar".

The kooky guy in bathrobe and slippers trying to shoot Marois wasn't labelled a terrorist.

These two clowns (the car terrorist in St Jean de Richelieu and now doofus in Ottawa) in two days are "terrorists".

I wonder if they both had the same handler to radicalize them, get their passports taken away to frustrate them, wind them up and point them in the right direction?

Quebec and McGill university are notorious for their Sirhan Sirhan type experiments.

Homegrown patsies can be much more useful here at home than they would be standing in the desert waiting for the next air drop of US weapons.

The supposed second shooter which they locked down 15 blocks to look for, do you suppose he turned his jacket inside out so the RCMP logo was visible and then just blended in with the other keystone cops hiding behind their cars?

BTW the RCMP just got their hand slapped for arbitrarily banning the CZ858, among others, because they look scary. Most of the news reports claim the doofus was armed with a rifle (scary) but a few early ones mentioned a shotgun which was quickly dropped.

CBC was peppering its' reports with 'assault rifle' and 'semi-automatic rifle' all day in between asking listeners to call in to talk about their feelings. This was while they were whispering on air so the shooter couldn't find them!

My issue was that this guy targeted the government, hell, the military.  That is not terrorism.  That is an act of War.

Blowing up a car bomb in a market to spook the sheep is terrorism.  Fighting the government with bullets is called war.

pods,

I don't know if either "terrorism" or "war" accurately describes it. What this is is an example of a Mohammadan doing what Mohammadans have done for 14 centuries: killing the infidels to make it into their twisted satanic parody of heaven.

We need to deport these people from our borders and wish them well. And yes, I mean ALL Muslims.

Come on pods, you're smarter than this.

The "state structure" necessary to deport members of a distinct, easily identifiable people would be far smaller in size and less invasive into citizens's private lives than the Patriot Act violations of civil liberties.

And what's with the Nazi Germany imagery? Nobody's advocating that. Well, Muslims do.

Deportaton is not going to fly when you are dealing with homegrown converts to what they call islam; and I really think that is likely just the flavour du jour anyway,

The bitter reality is, its a bitter reality for most of the younger crowd particularly those predisposed to being societal outcasts hell most western societies are in some stage of collapse thus this kind of activity is going to increase going forward I think the flag they salute is somewhat variable, assigning relationships to ISIS/CIA or some other group is irrelevant without a proper situational assessment and you just aint gonna get that from our western governments.

In the coming years it will be truly surprising where the threats come from and you won't need to look for it it will be coming up your walk .........

Thu, 10/23/2014 - 15:41 | 5368667 walküre
walküre's picture

I like your thoughts on this

Fighting the government with bullets is called war.

Sometimes it takes bullets to remove government and then it's called a revolution

But ISIS isn't a domestic gang of protesters trying to oust the goverment

They're (supposedly) foreign made combatants who in Canada's case have only ever gone after government or authorities representing government. That makes them warriors and they're on a war path.

Until citizens are targeted, the term "terrorist" and the label "terrorism" are not adequate imo

Another thing.. if Canadian authorities were really concerned about this they would have shut down maddrasses and mosques across the country because let's face it, the indoctrination starts there.

They know this is a bogus threat and CIA and probably CSIS fingerprints all over this.

Just like the US Patriot Act, the Canadian Patriot Act will not do a darn thing to either prevent or investigate terrorism. It will turn Canada into the same prison state that the US has become.

Canada is no longer a free country. Maybe it never was. Less police state in Continental Europe fyi.

It's amazing to watch the brazenness and hubris of TPTB.  Well, as long as we allow them to keep stealing our liberties, they'll continue to do it.

Again, remember what Solzhenitsyn said in his Gulag Archipelago, folks...

“And how we burned in the camps later, thinking: What would things have been like if every Security operative, when he went out at night to make an arrest, had been uncertain whether he would return alive and had to say good-bye to his family? Or if, during periods of mass arrests, as for example in Leningrad, when they arrested a quarter of the entire city, people had not simply sat there in their lairs, paling with terror at every bang of the downstairs door and at every step on the staircase, but had understood they had nothing left to lose and had boldly set up in the downstairs hall an ambush of half a dozen people with axes, hammers, pokers, or whatever else was at hand?... The Organs would very quickly have suffered a shortage of officers and transport and, notwithstanding all of Stalin's thirst, the cursed machine would have ground to a halt! If...if...We didn't love freedom enough. And even more – we had no awareness of the real situation.... We purely and simply deserved everything that happened afterward.”

The difference between the poor Russians 90 years ago and us is that we DO have an awareness of the real situation and we're letting it happen.

It's all headed our way, sheeple.

Baaaaaaaaa.

Threaten a psychopath's percieved sense of control, and they will always lash out with mass punishment.

'Contempt of cop' earns you a swift, hollow-point retribution and is immensely satisfying to the cop.

'Contempt of government' is trickier and the punishment not nearly as instantly gratifying to the politicians. Powers of surveliance and detention seem to be all the rage today.

Yes, it seems everyone follows the let no crisis go to waste mantra.

We already know the UK is ahead of the US in being a police state. Canada was behind, Australia passed its version of the patriot act in 2005, but it didn't enable the mass surveilance that ours did -- so they went nuts trying to pass the "national security amendment" last montn and got their wish on Oct 1 -- a single warrant can now authorize them to search the entire internet.

New Zealand denied they were doing any mass survielance at the same time they were deploying the system.

These countries all all part of the five eyes, and this shit looks awfully coordinated to me, with Canada, Australia, and NZ all launching mass surveilance legislation within a year of each other, and coincidentally starting right around the Snowden leak timeframe..

Headline from the edmonton sun newspaper, "Canadian Democracy Attacked".  How is 'democracy' attacked?  Maybe an unfortunate soldier and his poor family, or a band of lying, murdering, thieving politicians, but not democracy.  Democracy doesn't exist here in Canada.  Just like in the usa.  If the empire were prepared to accept democracy, it would have arranged, by now, for every citizen to vote on every issue, online.  Democracy is the most despised enemy of the empire and will therefore, never be permitted.

Nah, democracy is a useful tool. That's the reason it came about. It's a method of control and domesticating the herd.

Can you really imagine voting on every single issue that came up? It'd turn us all into state bureaucrats.

What they fear most of all is anarchy and a return to living in small communities.

What good will a patriot act do, when considering the following questions

1. The terrorist shoots one of two honor guards standing there with guns (unloaded I believe), so what did the other honor guard do? Did he run? Did he try to hit the terrorist with the butt of his gun? Did he run after the guy as the terrorist ran for a vehicle? In all probability, this guard that was killed was the other guard's friend, right? Wouldn't you do whatever you could to get that guy?

2. Why have soldiers standing guard with unloaded guns?

3. How did a man armed with a shotgun breach a parliament building's entrance, which should be highly guarded with multiple armed guards?

4. How is it that he was able to outrun all these armed guards, only to be killed by some elderly sergeant of arms deep inside the building?

If this represents security, I don't think a partiot act will help.

Besides that, did you see the video where you HEARD all those 50 some gun shots? Apparently the honor guard killed this guy with a handgun though, so what are all those additional gunshots for, sport? I want to see the video of this whole damn thing.

to answer your points:

  1. Don't know - there were no reports of a second guard - making the other guy was out taking a leak after one too many double-doubles from Tim's.
  2. Because Canada's full of lefty pussies who don't like the idea that soldiers are trained to fight and kill, which is why they insist on calling them 'peacekeepers', and they don't want the soldiers armed unless, you know, it's absolutely necessary (like going into a fight in A'stan), and even then, they're not sure.
  3. In America, you may have heavily guarded "public buildings", but in Canada, public buildings are, well, open to the public. I hope we don't over-react the way the US did, and start putting metal detectors and frisk stations all over the place.
  4. As noted above, there isn't a group of armed guards at the door. They came running - there is a video, you know - when they heard the shots, and marched down the corridor in formation. The "elderly sergeant at arms" is 56, and a crack shot. Don't think you'd call him elderly to his face, bucko.

I'm sure you're not the only one either.  I always use to take great comfort when the Canadian government offered dissenting opinions on American foreign policy especially during the Vietnam years Cold War of the 70's and 80's.  What happened?...

You always were a good voice in the Wilderness along with the Australians in the 70's.  Did 9/11 do this to Canada?... Not possible!

And even if it did? You have more supporters for a new investigation into what happened on September 11, 2001 to those three buildings than 4/5 of the American populous does which is beyond sickening!

AE911 Truth after being in existence for more than 7 years has finally grown the balls to take the Federal Government on in a lawsuit for it's negligence and fraud -it's just way too little too fucking late!!!

Just look at where we are now and you know that if the average American had demanded answers just 4 years ago that maybe we would finally be out of Afghanistan and Iraq by now, seen Guantanamo closed and Libya as well as Syria whole!

Ah, yes… terrorists hate us because of our freedoms… and Congress promptly shreds the Constitution (again).  What are we to conclude but that Congress has been captured by terrorists?

So now it’s Canada’s turn to be saddled with a Canadian Schutzstaffel… er, Department of Homeland Security, which was modeled according to the Nazi Schutzstaffel (SS), the Soviet Cheka and French Committees of Terror (1792-4) – complete with “watchers” and “listeners”, midnight “domiciliary visits”, secret, or no, trials before eliminating dissidents.

But, it’s not all bad.  For example, do you have a neighbor that really irritates you?  You say there’s only one position open on the faculty at college… and there are six simpering would-be professors ahead of you… and you’d like to get rid of them?

Is that what’s bothering you bunky?  Well despair no more.  I’ll bet you thought only the CIA, FBI and Mossad were the only legal assassins… and that they worked from lists they compiled.

Well, times have changed.  Yes siree!  The DHS is waiting for your call.  Chair warmers there will take names from anyone.  All you have to do is fabricate a story about how that pesky neighbor, creditor or simpering professor is plotting to damage the “national infrastructure”; deliver your lies to the DHS and, within hours, they will get rid of that pesky neighbor, or whatever, for you.  Don’t worry about being called an informer: you’ll be known as a “submitting person” and your fabricated story will never be examined in court; for, you only have to give an “express statement” that your lies were “voluntarily given” and that you expected “protection from disclosure”.  It’s all there, in the legislation that created the DHS.  But don’t do this without first having your lawyer verify this bonanza; he might also help you fabricate the necessary fairy tale. Building an American Schutzstaffel

This guy apparently unhappy with his government stifling his objective of joining ISIS at least dealt with those that were blocking his path with the exception of the unlucky veteran who was in the wrong place at the wrong time. Condolances to his family.

The perp could have done far worse killing fellow citizens either by snipering or bomb. Instead he attacked the government. That is what scared them. The most chickenshit and cowardly deck the halls of governments everywhere. These scoundrels have no compunction sending you and your loved ones to be killed but writhe in agony when threatened themselves.

Trust me,,, your safety absolutely means nothing to them. It's their safety they're concerned with. To them YOU are the enemy. You are the ones having to be groped at airports and other public transportation areas. You are the ones needing their permission to leave or enter nations. You are the ones having your pets and sometimes yourselves killed by their pervasive police. You are the ones they are disarming.

And you are the ones paying for all of it, blood and treasure.

This perp was willing to give his life for his belief (right or wrong). Maybe if we were willing to do the same to secure the blessings of liberty and freedom for ourselves the cowards in government would think thrice about attempts at taking them.

Very important point, expressed here and in at least one other post: this guy did not go after civilians: wedding parties, funeral parties, hospitals or schools. He went after military men. He became an enemy of the state; but he was not a terrorist. As inferred in this comment, he came to die for his beliefs. That is very different from someone who flies drones  with a video console on the ground, or high above in a multimillion dollar war machine.

His act of outrage and murder should not be glorified. But his sacrifice should not be vilified either. He is not a terrorist anymore than a Taliban who would have done the same thing in Afghanistan. This guy wanted to fight directly against the US forces and their proxies in Syria. It turns out that Canada should have let him.

This incident will be used to snuff out the civil libertires of Canadians in order to spare their government from confonting the reality that they all became warmongers, when they sent their military to wage war in a place from which they suffered no harm, not even a tangible threat. Every member of the government and of the military has become an accessory to this unwarranted attack on one faction (among many) in the Middle East -now declared to be an "existential threat"- which had been instigated, trained, and equipped by "intelligence services" of the United States, Israel, and the United Kingdom.

"We are all little Eichmanns", wrote Ward Churchill when he tried to explain the connection between the incredible suffering that the Americans were inflicting in the Middle East through sanctions, and the suffering we were feeling in the wake of the attacks on the World Trade Center and the Pentagon. For this he lost his tenure, his teaching position and his ability to work. And -even though he won his law  suit against the University which inflicted this punishment upon him- he has received no restitution.

Prince Badir of Saudi Arabia -savior of Citibank in 1990 and close family friend of the Bushes- was rejected (along with his donation of $10 million to allay the suffering post 9-11) when he drew the connection between the victims of that attack and the plight of Palestinians. The Al Jazeer network was banished from the New York Stock Exchange and from the international Press pool in the State Department and the White House.

Canadians must now be told that "They hate us for our freedoms." which will now become fewer.

http://rt.com/news/198636-canada-muslim-immigration-chief/

Considering the Panic caused by one man.  Imagine if ISIL actually coordinated an "assault team" of sorts.  Thanks in part to this Murderer, the CANadians should get their guard up.

Speaking of Personal Combatants of the TEAM_ISIL... Would it be better if we just let them go to ISIL with a "One Way" Passport/Visa instead of keeping them in their Country of Residence?  I mean, warn, then recind their Citizenship if they participate?   If they fight and come back, they might "bring the ISIL Warfront" to the West (as some of them wish to).

It may be better to encourage them to emigrate to TRK or KSA - instead of going on a shooting spree at the Town Center, Airport, or Train Station.  Delaying the inevitable conflict and/or Invasion? Maybe; but chances are, they'll build their own land in the Levant and stick to selling Oil to the West for easy Money and Goods.

The politicians are wrong. They first need to look within their ranks and remove the sympathizers of Radical Islam. Look at the Shooters mother: head of Canadian Immigration and her ex-husband was a Jihadi fighting in Libya while her son become a Radical Islamic Convert? How the fuck did she keep her job and clearance? What kind of moral fiber does she have? Where is her "Reliability Check"?

The people need to become more involved. Until Canadians and Americans realize they are being flooded with infiltrators who will not assimilate to the Canadian and American way of life - and they become more selective in their immigration policies, this will happen as it is in America.

Finally, people must wake up to the real Zombie Invasion. The Radical Islamic Zombie Invasion of Imams, Western Criminal Converts, adolescent Jihadi Zombie Brides and more...until people really look within and stop this invasion....only then will these events cease.

Until then they will simply increase  in frequency and severity as the world goes from the Industrial Revolution Age into the Age of Ideas and Technology. Meanwhile the Politicos will persecute and demonize the patriots of their countries as they strive to be 'politically correct' in an effort to get as many votes as  possible.

The political correctedness of the politicians will kill us all.
