"Troubling Trend" NATO Warns Russian Military Aircraft Incursions Worst Since Cold War

Over the last 2 days, more than two dozen Russian military aircraft, in four groups, were tracked and intercepted conducting aerial maneuvers around Europe, according to NATO. As The Wall Street Journal reports, this activity is on a scale seldom seen since the end of the Cold War, prompting NATO jets to scramble in another sign of how raw East-West relations have grown. "There is a troubling trend... of sabre rattling" warned The White House, noting that NATO has intercepted over 100 incursions by Russia year-to-date to which the US Army chief of staff ominously warned, this is "Russian aggression," and "we have to reassure our allies."

As The Wall Street Journal reports,

Russian military aircraft conducted aerial maneuvers around Europe this week on a scale seldom seen since the end of the Cold War, prompting NATO jets to scramble in another sign of how raw East-West relations have grown.

 

The North Atlantic Treaty Organization said that more than two dozen Russian aircraft in four groups were intercepted and tracked on Tuesday and Wednesday, an unusually high level of activity that the alliance said could have endangered passing civilian flights.

 

Military jets from eight nations were scrambled to meet the Russian aircraft, which a NATO spokesman said remained in international airspace and didn’t violate NATO territory.

 

However, NATO officials said such flights heighten the risks of military miscalculations. They also come at a time when U.S. officials have been voicing concern about Moscow’s actions in the wake of the Ukraine crisis, where thousands have been killed in months of fighting between the government and Russia-backed separatists.

 

“There is a troubling trend of out-of-area events being increasingly used by Russia along its periphery for political saber-rattling, with probing incursions by air and sea by the Russian military becoming more commonplace and flagrant,” a senior Obama administration official said. “The United States has repeatedly called upon Russia to respect international law and the sovereign territory of its neighbors.”

 

There was no immediate comment from Moscow, which has denied in the past that such flights were provocations.

 

NATO said it has conducted over 100 intercepts of Russian aircraft so far this year, about three times as many as were conducted in 2013.

“We have been keeping track of incidents and have noticed an increase in Russian flights close to NATO airspace since the start of the Ukraine crisis,” said Lt. Col. Vanessa Hillman, a Pentagon spokeswoman. “We don’t think those flights help de-escalate the current situation at all.”

 

Gen. Ray Odierno, the U.S. Army’s Chief of Staff, called the flights “Russian aggression” in an interview on CNN. “I think they are trying to reassert themselves,” he said. “I think we have to watch it very carefully. We have to reassure our allies.”

In an interview with The Wall Street Journal on Tuesday, Jens Stoltenberg, NATO’s new secretary-general, said more “transparency and predictability” was needed between NATO and Russia “to avoid that the crisis spirals into something worse [and] that misunderstandings create even bigger conflicts.”

1994 – Bosnia: Banja Luka incident, NATO become involved in the first combat situation when NATO U.S. Air Force F-16 jets shot down four of the six Bosnian Serb J-21 Jastreb single-seat light attack jets for violating UN-mandated no-fly zone.

1994–95 – Haiti: Operation Uphold Democracy, U.S. ships had begun embargo against Haiti. Up to 20,000 U.S. military troops were later deployed to Haiti to restore democratically-elected Haiti President Jean-Bertrand Aristide from a military regime which came into power in 1991 after a major coup.

1994 – Macedonia: On April 19, 1994, President Clinton reported that the U.S. contingent in Macedonia had been increased by a reinforced company of 200 personnel.

1995 – Bosnia: Operation Deliberate Force, On August 30, 1995, U.S. and NATO aircraft began a major bombing campaign of Bosnian Serb Army in response to a Bosnian Serb mortar attack on a Sarajevo market that killed 37 people on August 28, 1995. This operation lasted until September 20, 1995. The air campaign along with a combined allied ground force of Muslim and Croatian Army against Serb positions led to a Dayton Agreement in December 1995 with the signing of warring factions of the war. As part of Operation Joint Endeavor, U.S. and NATO dispatched the Implementation Force (IFOR) peacekeepers to Bosnia to uphold the Dayton agreement.

1996 – Liberia: Operation Assured Response, On April 11, 1996, President Clinton reported that on April 9, 1996 due to the :"deterioration of the security situation and the resulting threat to American citizens" in Liberia he had ordered U.S. military forces to evacuate from that country "private U.S. citizens and certain third-country nationals who had taken refuge in the U.S. Embassy compound...."

1996 – Central African Republic, Operation Quick Response: On May 23, 1996, President Clinton reported the deployment of U.S. military personnel to Bangui, Central African Republic, to conduct the evacuation from that country of "private U.S. citizens and certain U.S. government employees", and to provide "enhanced security for the American Embassy in Bangui."[RL30172] United States Marine Corps elements of Joint Task Force Assured Response, responding in nearby Liberia, provided security to the embassy and evacuated 448 people, including between 190 and 208 Americans. The last Marines left Bangui on June 22.

1996 – Kuwait: Operation Desert Strike, American Air Strikes in the north to protect the Kurdish population against the Iraqi Army attacks. U.S. deploys 5,000 soldiers from the 1ST Cavalry Division at Ft Hood Texas in response to Iraqi attacks on the Kurdish people.[citation needed]

The most important chart of the day is not the bloodbath in gold or silver.  It is not the tumbling yen.  It isn’t the moonshot in the Dow or recovery in Citibank’s shares.

It is the ruble.

On Thursday the Russian Central Bank used $2.5 billion of its dwindling FX reserves to try to prop up the ruble, which has lost more than 30% of its value vs the USD since Putin’s semi-covert intervention in Ukraine and the resulting sanctions.

The massive intervention in what is essentially a domestic currency lifted the ruble from 43 to 41.5 to the USD.

It lasted less than a day.  Today, the ruble fell back below 43 to the dollar.

There is only one possible explanation for this renewed weakness, given the minor presence the ruble has outside of Russia.  Today’s retracement is nothing less than a vote of no confidence in Putin, since the only individuals or entities who could have sucked up so many dollars in exchange for the rubles they held would be oligarchs and Russian banks.  Non-Russians would not have had the rubles to meet this FX-selling/ruble buying.

Putin has to know this.  He has to know that Russians are breaking ranks and that his support is waning amongst the people who hold sway, which is the Russian financial elite.

Putin is now a cornered dog.  He is wounded.  He thinks the war is won with bravado and military weapons, when the war is economic and being fought with bonds and currencies and international trade.

George H. W. Bush, in April 1992 after Gulf War I, had a 92% approval rating.  By November he lost re-election to Bill Clinton.

Ladbrokes is now taking bets that Vlad gets Ceaucesu’d before the winter snow melts.

But you cannot use Crimea as evidence of a Russian "intervention" in Ukraine (term used by 'chindit13' in his original post) since annexation happened after a huge majority vote by the people of Crimea to rejoin Russia.

I think that's called "self-determination."

If there never was a vote or if it had not been in favour of rejoining Russia, absent evidence to the contrary, we have to assume annexation would never have happened. This view is supported by the fact that East Ukraine has not been annexed by Russia.

It's as simple as that.  

China is prolly picking up trillions of rubles at bargain prices for when China and Russia trade in their own currencies and drop the dogfood dollar forever.

China is not only getting a lot more rubles for the yuan, but they are unloading part of their 2 trillion shitbomb dollars, which have been constipating them for two decades.

I hope you're right Gadfly, because if the US and the Saudis DID NOT decide to lower the price of oil, then the reduced price we are seeing is driven by a contraction of demand, the warning sign of recession..  

And China is laughing all the way to the future pits, loading up on bargain oil as far as the eye can see.

History has finally caught up with Americans. I date the decline from the Kennedy Assassination. And the fall will be something like King Kong's off the Empire State building.

It's just as well we don't when that will be.

I don't know fella.  I called Janet and Mario and Kuroda-san last week to see if I could borrow rubles to short sell, but they didn't have any.  In fact, all of the central banks of the world have a higher amount and value of Russian Tsarist Bonds in the back of the drawer than modern rubles, so clearly it wasn't any of them selling.

You do know how currency markets work don't you?  Okay that's unfair, as your post already answered that.

As for the Chinese, their holdings of UST paper is just a shade under the all-time high level reached in November of 2013.  I admit, though, that the Chinese mahjong players have been hosing the "chessmaster" as of late.  Putin should have made friends with Gary Kasparov instead of alienating him.

There is only one possible explanation for this renewed weakness, given the minor presence the ruble has outside of Russia.  Today’s retracement is nothing less than a vote of no confidence in Putin, since the only individuals or entities who could have sucked up so many dollars in exchange for the rubles they held would be oligarchs and Russian banks. 

Sorry.  But that's what Central banks do.  They hold reserves of other nation's currency which they can buy or sell as the situation demands, eg, to pay off a nation with a negative balance of trade.

Not a whole lot of rubles held by CBs, or anybody other than fellow oligarchs, outside of Russia, especially after Ukraine.  The ruble decline has been due to escape capital.  Vlad's biggest support base is right here on ZH, but since the gang here lost all their dosh holding Ag for a 65% bloodbath, they can't help except with immoral support.  The other oligarchs are maneuvering to survive in a post-Putin Russia.  They're practical, and know full well that there isn't a decent leader on the face of the Earth.  Germans probably wouldn't mind paying the vig on a short, but without a nod from Draghi, doubt they'd act.  Look to see what Oligarchs get Khodorkovsky'd or even Politkovskaya'd in the next few weeks, or wait to see who easily covers their next year's maturing $ obligations.  I'll bet there's appetite for a lot more of those dwindling reserves.

I think that you are on the right track Chindit.  It is just not a very popular thing to say anything against Russia these days on the Hedge.  I am here to tell the truth.  Most Russians ARE sick of Putin.  I have access to Russia via the ultimate web...the women's web.  Combine the women's web with the  internet and you have up to the second information.

I will defend Chindit here.  Russia is a very complicated country but right now a majority, by region, are sick of Putin.  Actually, the majority of the Russian populace has been tired of Putin for a quite a while.  They do not like this goading for war bullshit just as we don't.  The Socchi thing really pissed off a lot of Russians.  Who is my favorite oligarch?  

The first fucking thing they did after the collapse was let Western banking interests into Moscow.  And now we are to believe that Putin and his bullshit operation is somehow different?  Bullshit.  Get on a fucking plane and go there and see for yourself.  Go talk to the regular people.(the younger ones speak some modicum of English)

I got on a fucking plane and went there this summer. I have some friends there who I call regularly. You have no clue what you talking about. When Russian-speaking population in South East objected to Kiev demands to drop Russian language in government, schools and business, Kiev did not hesitate to send army to suppress dissent. They have no problem bombing civilians, just like their WW2 heroes. It is interesting that Poland supports this Nazi regime. Bandera troops massacred over 100,000 Poles. Every time the Russians sortie, their electronic warfare Bear variants and other assets are watching and listening...

How long did it take for them to detect us?

How long did it take for them to scramble? How many jets? Which airfields?

How far out did they intercept our formation? How aggressive were they?

Did they paint us with their active radar? IF so, record it. How strong, at what distance?

This is their highest level of activity since the Cold War because they're gathering intel on the readiness state of NATO. I would imagine that before long their sorties will taper off to allow NATO to settle back down into their "peactime" routine.

In 1950, the purpose of NATO was to keep the Germans down, the Americans in, and the Russians out.

Almost immediately, De Gaulle realized that the purpose of NATO was to keep Western Europeans as American vassals; but it wasn't until 1961 -after Eisenhower was replaced by Kennedy- that he could get France out of NATO.

Now the purpose is to keep all of Europe as American vassals, with Ukraine almost there, and the Russians both down and out.

Vlad is frustrated that the West has managed to orchestrate an exodus of over $100 billion in capital from Russia.

He's also frustrated that the ruble has fallen so precipitously against the dollar, despite Russian spending billions of dollars attempting to prop up the currency.

He's angry that in 2015 Russian companies are on the hook for $140 billion in foreign currency debt payments, since those payments will ultimately have to be paid out of Russia's dwindling currency reserves.

Finally, Vlad is annoyed that the price of oil - Russia's primary export - has fallen like a rock, since it means bigger budget deficits that have to either be paid for out of those precious currency reserves or financed with 10% yields in the debt markets.

So, it's understandable that Vlad's a little cranky lately.  Fortunately, he's able to relieve a lot of his tension by using his expert martial arts skills to flip compliant, docile men to the mat in a herculean display of Slavic machisimo.  And of course, sending out fighters and bombers to far flung areas to annoy other folks.

If it is in international airspace then I don't see the issue.

The US flies its jets in international airspace all the time, including off the Chinas coastline. Problem with all these so-called 'warnings' is they completely strip away all the context. The Russians can do training mission just like anyone else and they are not the ones with airbases in a myrid of foreign countries so their planes have to return home eventually rather than be on a semi-permanent forward deployment.

Russia has a very powerful and capable army these days.

It can destroy any country in Europe in a few hours. It also has top-notch conventional weapons: planes, submarines, missiles.

NATO has to explain its existence. It has no capabilities to fight Russia or China, only Afghan barbarians. Russia says to NATO, "Don't go to the Ukraine or we'll kill your sodiers!" And NATO obliges.

The hypocrisy of the US and NATO is breathtaking!

 noting that NATO has intercepted over 100 incursions by Russia year-to-date to which the US Army chief of staff ominously warned, this is "Russian aggression,"

So flights of Russian jets in international air space, which have to be intercepted by NATO war planes is Russian aggression 

But when the USS Cowpens moves close to China's new aircraft carrier, Liaoning in international waters, why that's perfectly fine

You don't have to say double standard anymore.  It goes without saying.

China confirms near miss with U.S. ship in South China Sea

 

"On December 5, U.S. missile cruiser Cowpens, despite warnings from China's aircraft carrier task group, broke into the Chinese navy's drilling waters in the South China Sea, and almost collided with a Chinese warship nearby," it said.

"Even before the navy training, Chinese maritime authorities have posted a navigation notice on their website, and the U.S. warship, which should have had knowledge of what the Chinese were doing there, intentionally carried on with its surveillance of China's Liaoning aircraft carrier and triggered the confrontation."
