They can "buy up" whatever they want. Who is going to enforce their paper claims?
If things begin to deteriorate, law enforcement will have plenty to do...they aren't likely to be inclined to spare a few officers to go evict those non-paying tenants in the apartment building you just bought.
And anyone buying property in other countries is REALLY living in a delusional world if they think they're just gonna hop a plane and take possession of these foreign assets when things go south...Remember that many of those foreign prisons are VERY unpleasant.

I see a problem...when currencies collapse it is hard to pay the stooges. In some countries patriotism would keep things going but in the USA right now the trust in government has NEVER BEEN LOWER! If I were the PTB I would not plan on being protected by all the agencies that currently maintain control. There is some reason to question whether police will even come in ...especially when they learn their pensions went away with the dollar.
For the record all pensioners in the Weimar were paid in full...nominally...when it cost more for the stamp to mail a letter than your annual pension however...well lets just say $150,000 per year may not mean much...and that fact will generate much hostility among those who serve and protect. Some might be mad enough to form gangs...in fact I think they are already doing just that.

When things 'go south' between China and the USA, you can bet Uncle Sam's sanctions against them will include confiscation of all those Chinese-owned Cali McManions. It's just to juicy and lucrative to let them have all that expensive RE when I'm sure Uncle Sam would like to get hold of those assets.
Buying such an illiquid, non-portable asset such as RE may not be the "safe haven" some believe. That's also why the Swiss, Middle Easterners, Paklis, Indians, etc have been stashing gold for centuries.
