Obama May Have To Shut Down Government To Halt The Keystone Pipeline

It would appear the first big test for President Obama's 'veto' pen will be no lesser issue than the Keystone Pipeline. Reuters reports that Republicans will quickly introduce stand-alone legislation in the first quarter of 2015 that would approve the Keystone XL crude oil pipeline from Canada, Republican Senator John Hoeven said in an interview. "It's really a good chance to see if the president's willing to work with us," Hoeven said, suggesting they would pressure Obama to act one way or another by attaching the bill to some must-pass legislation leaving Obama's only option but to fold or shut down the government. As Reince Priebus exclaimed, "he's going to be boxed in."

As Reuters reports,

Republicans will quickly introduce stand-alone legislation in the first quarter of 2015 that would approve the Keystone XL crude oil pipeline from Canada, Republican Senator John Hoeven said in an interview.

 

"I think Keystone will be one of the first bills we'll be able to put up in the new Congress," said Hoeven, from the oil-rich state of North Dakota.

 

"I've got a bill right now that's got about 56 cosponsors. And with the election results, we'll have over 60 who clearly support the legislation," he said.

 

"It's really a good chance to see if the president's willing to work with us," Hoeven said. If President Barack Obama vetoes the bill, Republicans would seek to attach it to must-pass legislation on other energy or appropriations issues, Hoeven said.

The background on Keystone (via FOX)

The TransCanada-built pipeline, which would cross over an aquifer in Nebraska, has been held up for six years by environmental and even diplomatic concerns. President Obama, under pressure from environmental groups, has repeatedly ordered reviews by the State Department.

 

Proponents say the alternative of transporting the oil south by rail is more of an environmental risk, and say the Phase IV expansion would bring more than 800,000 barrels of oil per day to U.S. refineries from Canada and the Bakken region.  The American Petroleum Institute claims a fully built pipeline could support 42,000 jobs and as many as 500,000 additional jobs in the U.S. by 2035.

 “I actually think the president will sign the bill on the Keystone pipeline because I think the pressure — he’s going to be boxed in on that, and I think it’s going to happen,” Republican National Committee Chairman Reince Priebus said Tuesday.

I still fail to see why we should give a rats ass about this pipeline.  There are pipelines going in literally everywhere right now.  And isn't this pipeline supposed to be full of Canadian tar crude with a splash of US light sweet just so that the sludge will move?  Obama has been in office for the duration of this oil boom, he is obviously friendly to the oilies.  This pipeline seems like a big distraction to me.

The Alaskan pipeline has spilled less than 700 barrels of oil per year since it opened in 1977.  That's in a much harsher climate than the proposed Keystone.  The Koch refineries are not calibrated to handle the very low API-gravity oil coming out of the Canadian tar sands.  The primary US commercial beneficiaries would be Gulf Coast refiners like VLO, followed by light, sweet Bakkan producers.  The enviro-freek shit-fit is related to the effort to keep tar-sands from ANY marketplace. Unfortunately, these bastards do not include an economic analysis of job benefits to Americans, strategic benefits to having this oil processed in the US, and keeping the raw inputs from travelling overseas to Asian refineries.  I guess the enviro-freaks would rather be ass-raped by Islamic raiders than give hard working Americans the opportunity to provide for their families while serving to keep America strong.

Never go full retard.  That Canadian syncrude is going to a marketplace somewhere.  It can either be hauled via Greek-registered tanker to India for refining, and then on to the Asian products market, or it can be piped to US job centers.  You are the type who sneers at 'flyover country', so it's not like you are taking your family on a sightseeing car trip through this area.  And just stop with the dire pipeline leakage predictions.  Show me where the Alaskan pipeline was an environmental disaster.  Let me give you a hint - ITS THE TANKERS RUNNING AGROUND THAT DO THE BIG DAMAGE.

I am a Republican voter and this pipeline makes zero sense.  Why do you need to ship tar sands oil 2000 miles down to the Houston refineies?  To export for the Government tax whores?  FU Canada.  Ship it out of Vancouver or another Midwest refinery.  http://www.refinerymaps.com There are hundreds of refineries that are closer than Houston.  This is just plain stupid.

Your comment wasn't just plain stupid... until the last two sentences. Oil is not fungible like fiat and re-configuring existing refinerIES to process that much tar sludge is a series of multi-billion dollar investments that would then render the refineries incapable of processing the current feedstock.

Shipping the oil thousands of miles to the gulf coast where refineries process the ghost of Hugo Chavez's "sulfur stench" sludge doesn't make sense either (but then CapEx is almost as unpopular as permitting new refineries in the USSA).

The best answer is to find the closest body of water (navigable by tankers to bring in the other raw materials for refining and bring out any finished products not transferred by pipeline further "downhill") and build a new refinery right there (making sure that it is on the US shore/ side of the border).

No. It's just plain old graft. People have already died because of it. The oil is coming one way or another. In this case Buffet and his railroad benefit from a blocked pipeline. Obama and Dems benefit with campaign cash. Statistically, pipelines are by a wide margin much safer than shipping oil by train or truck. Not even debatable. Pipelines carrying oil, gas etc. crisscross the nation with very few accidents per unit piped. The pipeline between Texas and Virginia ships over a million gallons a day. They even have spacers in the pipes that separate different kinds of liquid. There have been accidents through the years but miniscule compared to the volume shipped. Truck and train have a much higher rate of mishap. THOSE ARE FACTS. Google the accidents in Canada and northern US in the last year or two. A town was nearly vaporized last year.

Complaints are way up on northern railroads - moving oil instead of grains, timeliness issues, holding up Amtrak, etc. The pipeline is needed. Harry Reid helped Obama avoid some of these votes - that is no longer going to happen. But rather than Obama - you can bet that the Republicans are going to bring up a bunch of bills that will pass, but which will force Democrat senators to go on the record as voting for or against many issues. If McConnell is smart (he has not impressed thus far), he could set up the 2016 Senate for even more gains.

I don't think Congress should force a shut-down-the-government crisis over this issue. Most voters don't care that much about the Keystone, so it would just be seen as a partisan squabble over something unimportant. Particularly with low gas prices.

If Congress really wanted to make the President look bad, they would pass a bill that would gut Obamacare. Then Obama would be forced to shut down the government in order to defend a program that most people hate.

Mixed feelings about this. For the most part, I'm with a few other posters here. This pipeline bullshit is just another fucking distraction in the form of a 'team red vs. team blue' issue. Short term, there may be some jobs....which will disappear once the thing is built (minus the personnel needed to maintain the line). In the interim.....whole shit-tons of private and state-owned land will be confiscated via 'emminent domain' to get this done. Ultimately, the main beneficiaries will be the 0.01%. Color me a jaded old geezer, but I hold ZERO hope that the refined product that results from this Canuckian tar sand crude is destined for American consumers. Rather, it will be tankered straight to the Chinese branch of the NWO once its refined.

The approval of the Keystone Pipeline will not result in lower energy prices - indeed it is more likely to result in higher prices.  The oil that pipeline will carry will no longer be trapped within the North American market, but now available on the global market where it can fetch a higher price.  This is not a pipeline to the refineries, but in reality a pipeline out of America.  And of course, we are stupid enough to fall for this shit.

Exactly! That's "the plan," one that normally gets zero coverage for obvious reasons. And the vast majority of jobs created will end once it's built. So, the Dems are correct to oppose it, but they do so for the wrong reason (environment).
