Missouri Governor Declares State Of Emergency, Activates National Guard Ahead Of Michael Brown Shooting Verdict

it's been a while since the public disturbance in Ferguson, MO made the front pages, so here is a reminder: with the St. Louis County prosecutor saying he expects the grand jury to reach a decision in mid-to-late November whether Ferguson Police Officer Darren Wilson should face charges for shooting Michael Brown on Aug. 9, Missouri Gov. Jay Nixon is not taking any chances and moments ago declared a state of emergency and activated the National Guard in advance of a grand jury decision about whether a white police officer will be charged in the fatal shooting of a black 18-year-old in the St. Louis suburb of Ferguson.

Per AP, Nixon said Monday that the National Guard would assist state and local police as needed, in case there is civil unrest when the grand jury's decision is announced. There was no indication an announcement is imminent. There is no specific date for a decision to be revealed about whether Ferguson Police Officer Darren Wilson should face charges for shooting Michael Brown on Aug. 9.

Below is the full executive order:

WHEREAS, the City of Ferguson and the St. Louis region have experienced periods of unrest over the past three months; and

WHEREAS, the United States Department of Justice and St. Louis County authorities are conducting separate criminal investigations into the facts surrounding the death of Michael Brown; and

WHEREAS, the United States Department of Justice and St. Louis County authorities could soon announce the findings of their independent criminal investigations; and

WHEREAS, regardless of the outcomes of the federal and state criminal investigations, there is the possibility of expanded unrest; and

WHEREAS, the State of Missouri will be prepared to appropriately respond to any reaction to these announcements; and

WHEREAS, our citizens have the right to peacefully assemble and protest and the State of Missouri is committed to protecting those rights; and

WHEREAS, our citizens and businesses must be protected from violence and damage; and

WHEREAS, an invocation of the provisions of Sections 44.010 through 44.130, RSMo, is appropriate to ensure the safety and welfare of our citizens.

NOW, THEREFORE, I, JEREMIAH W. (JAY) NIXON, GOVERNOR OF THE STATE OF MISSOURI, by virtue of the authority vested in me by the Constitution and Laws of the State of Missouri, including Sections 44.010 through 44.130, RSMo, do hereby declare a State of Emergency exists in the State of Missouri.

I further direct the Missouri State Highway Patrol together with the St. Louis County Police Department and the St. Louis Metropolitan Police Department to operate as a Unified Command to protect civil rights and ensure public safety in the City of Ferguson and the St. Louis region.

I further order that the St. Louis County Police Department shall have command and operational control over security in the City of Ferguson relating to areas of protests, acts of civil disobedience and conduct otherwise arising from such activities.

I further order that the Unified Command may exercise operational authority in such other jurisdictions it deems necessary to protect civil rights and ensure public safety and that other law enforcement agencies shall assist the Unified Command when so requested and shall cooperate with operational directives of the Unified Command.

I further order, pursuant to Section 41.480, RSMo, the Adjutant General of the State of Missouri, or his designee, to forthwith call and order into active service such portions of the organized militia as he deems necessary to protect life and property and assist civilian authorities and it is further directed that the Adjutant General or his designee, and through him, the commanding officer of any unit or other organization of such organized militia so called into active service take such action and employ such equipment as may be necessary to carry out requests processed through the Missouri State Highway Patrol and ordered by the Governor of the state to protect life and property and support civilian authorities.

This Order shall expire in thirty days unless extended in whole or in part by subsequent Executive Order.

IN WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the State of Missouri, in the City of Jefferson, on this 17th day of November, 2014.

I wouldn't be surprised, given the increasing audacity of the Architects of the Information Matrix, and the sheer stupidity of the average couch potato, if Fox and CNN start running stories about ISIS being at these protests.

ISIS using Syria's infrastructure requires bombing Assad's shit, presumably ISIS will be inexplicably found to be training in Iran, and in Gaza... 

 

There is no lie so absurd that the largely corporate/zionist/MIC controlled MSM would hesitate to present it.

 

The fact .gov feels able to blame Assad for gas attacks clearly committed by Turkish-backed "moderate" rebels, or that Russia is blamed, without any evidence, for shooting down a plane almost certainly shot down by Kiev or CIA, even as massacres committed by Kiev's proxies go wholly unreported...    The uncomfortable fact is TPTB have near full spectrum dominance of information, and at the margins, they are certainly preparing an assault on internet free speech.

The major STL corporations appear because burning them out will help reduce unemployment, or something.  I didn't hear the man's exact words because his bullhorn was buzzing. AND -- the STL Art Museum and Powell Symphony Hall are on the list too.

How many good riots have we had over these things?  The 60's were a long time ago, and the insidious EBT corn-syrup menu hadn't been around very long to take the vigor out of the primitives.  The 90s?  Sort of a localized anomaly,  hell, Freak Week produces more damage and arrests. 

I'm still steeling myself to be dissappointed with the the usual under-performance and under achievement.

Eric Holder fomented alot this and along with the ultimate con man president Obama should be held responsible for what happens from here on out. Obama is nothing but an example of the dumbing down of our entire society where in a normal circumstance there is no way he would have been elected twice based on his performance. He has been proven to have lied over and over again.

The same for what is going on in Ferguson. In a normal world justice would have already been decided and the evidence is very clear would be easily understood by an educated audience. Now, because of the horrible educational systems these people come from all hell will break loose and these people will go on a tirade like no one has ever seen.

Absoutely a very sad state of affairs we now find ourselves in America. Where the truth and justice can't be spoken without taking into account skin color.

You know... I'm against anyone abusing anyone else.... It probably is true that many of the blacks in Ferguson have suffered abuse at the hands of law enforcement at some point.

I do feel for them.... this case wasn't it though.

There are also those, that only want to stir up shit, loot etc.

There are so many good black folks out there that it isn't fair to paint with a broad brush... and, at the same time, stereotypes exist for a reason also.... mostly because many times, they are correct.

I'll tell you what though... If that mess were on my street... they'd better not be holding their gat sideways... beause I wouldn't be using a pistol...  you point that crap at me and you will be meeting your God in short order.

Meh... they're not coming to my street....  I moved out to the country on purpose for a reason.

You can get mad and point at the race and point at looters and say, "they're all like that... filthy motherfuckers"....  but, that is just not the case.....

There was this little black lady that helped us when my uncle was dying... she helped sit with him at night so we could get some rest... as he was doing hospice at home and we were helping him with that.....  She brought her bible every night and, I talked with her a bit.... She'd never met me before... and she told me all about my life... told me that I was supposed to be there because I was unable to with my dad when he died.... told me that I had been the prodigal son..... and a few other things......

It was something... that's for sure....  It's too easy to see things in terms of race when you only see one thing but, if you only see one thing then you're not opening your eyes.

This all reminds me about how Obama cited unrest in Africa as a reason for continuing the State of Emergency covering the entire US that continues to this day

This is a power grab through pre-crime planning and execution under the guise of a lawful order. It is in part to show how it will be done in the future martial law rollout across the US. As well to gauge the reaction of the masses and show how well the multiple agencies can interact with each other. More criminal government activity under the guise of treachery, safety and security

8. The governor only noted the following participants Missouri State Highway Patrol together with the St. Louis County Police Department and the St. Louis Metropolitan Police Department. He did not ask for federal assistance.

Just shoot all the blackies that will riot when that happens IF it is found this cop was acting in self defense which he apparently was. Of course to blacks, no white person could ever act in self defense when it comes to blacks as all blacks are angels and if one is ever said to be acting in self defense then it is racism. 

I'm not racist but rather I am tired of black people constantly complaining about racism every single time something negative happens to another black person who basically had it coming because he/she acts like a thug. DOing this is an insult to REAL racism that has and still does exist in the world.

It's amazing that a grand jury will decide on prosecution - or not - of the police officer after only three months of the incident.

When armed police boarded a London Tube train and blew the brains out of Brazilian JC de Menezes with eight bullets - an open and shut case compared to the Ferguson incident - it took the CPS (Criminal Protection Service) a full year to investigate and decide the police shooter would not be prosecuted, even though he was found to have lied at the inquest by falsely claiming that de Menezes was wearing a Mr Michelin padded jacket which may have concealed a waste bomb.

The US injustice system still has a thing or two to learn on how to keep bad news off the headlines.
