542,000:  Number of Google results for "Gas Station price fixing"

$500,000,000:  Average annual cost to the world if one assumes a daily FX fixing volume of $10 billion and that each rate was wrong by an average of 2 bps (bear in mind that those orders against the main direction of the fix receive a windfall, not a cost!)

Sadly, most of it is tax. Wikipedia has it at 68.84% of the gasoline price.

It is inexplicable.

Golly.  You'd think that people would get smart and buy a Volt.  They don't take any gas so they don't pollute and they're made in America by Americans earning good wages and have great health insurance.  Save the Earth, one Volt at a time.  Then you wouldn't have to worry about gas prices.  In fact, if the government could find the wherewithal to fine people for not buying something, they'd make it so everybody had a Volt.  And then government could sell their GM stock at a huge gain to the Treasury to fund social programs.

I wouldn't buy a new gm car, but would love to buy a 1967 impala four door black like the one on Supernatural. hehewhe. They use to make some great cars, now not so much. I have a toyota truck and a mazda atm. Both get great mileage and the truck has plenty of power. Toyota is more american made then any gm vehicle is. Their engine plant in Elenor WV is amazing and the poeple there are very grateful to toyota for the good paying jobs.

I do believe the little "L" stands for Liter.

Thus, your calculations are slightly off, by a factor of 3.79.

1.31 X 3.79 = $4.96 per gallon

Yeah.  One of my CA Progressive Buds cited that comment the other day "Endeavour to Persevere" as being uttered in some fit of Intelligence by one of His Heartthrob Politicians.
It's a fucking Oxymoron or sumptin'
Like "Voluntary Contributions"   Contributions are by definition Volitional

Endeavour to persevere.  Perseverance is a manifestation of endeavoring and vice versa.

Only big business can afford to open a new business in this climate. The rules, regulation involved make it almost impossible unless your cut corners. Don't get caught cutting corners. Hire an attorney, accountant and grease some palms etc etc to open a business  nowadays. Better to do business in cash under the table. If anyone ask old sgt shultz comes to mind,(I know nothing.)
