Matteo Cassani died yesterday on the sidewalk in front of the headquarters of the company. So far no cases have been officially informed of his death.

(Reuters) - Barack Obama last year told a cheering crowd in Cape Town that a $7 billion plan to "Power Africa" would double electricity output on the world's poorest continent and bring "light where currently there is darkness".

A year later, the U.S. president's flagship project for Africa has already achieved 25 percent of its goal to deliver 10,000 megawatts of electricity and bring light to 20 million households and businesses, according to its annual report.

But the five-year plan has not yet delivered the power.

Power Africa has not measured its progress by counting actual megawatts added to the grid but promises of additional power made in deals it says it helped negotiate, according to sources inside the project and documents seen by Reuters.

Some projects facilitated by Power Africa -- a program operated by the U.S. aid agency USAID -- were under way years before the scheme's inception, others are still in the planning stage.

It is unclear how much of the $7 billion Obama pledged has actually been spent or if a further $20 billion in private sector investment commitments will materialize.

"Saying you've met targets on projects that might never happen or taking the credit for projects that have been worked on for years makes me uncomfortable," a source working on Power Africa told Reuters. "It's misleading."

Instead they have been providing house and shelter for their son and daughter-in-law and granddaughter who became dead-beats during 2008 and still haven´t moved out or recovered.

I don´t know. But I do know that when in China you need serious insurance.And the only valid insurance is having a bigshot from the Party sharing your interests and scaring off other predators.

Check with WB7. He should be in the know. My own experience in China is that it begins and ends with that kind of insurance. If you have it all doors open and you go to the head of the line. If not - you simply get stuck in red tape an impossibilities. Trying to recoup from some kind of default without proper "insurance"...fuggeddabaout it round-eye.

Alibaba Massive Fraud Unrelated, but I believe highly important none the less. We have some smart people on ZH and curious if anyone else has heard or read about this. I am hoping someone that has the time and resources can look in to this and do some homework. I was listening to The John Batchelor Show one night about a week or so again. He is on the radio and can be found online. Incredibly well versed on many international topics and world history. I highly recommend you tune in to him when you have a chance. In any event, he had three guests (from China) on and the discussion was surrounding a massive fraud at Alibaba. The story goes something like this. Alibaba is a marketplace and they collect a fee on each purchase from merchandisers that operate via their website. Alibaba understands net profits and margins are of little concern to Wall Street, but growth in revenues and now we are talking. Many multiples for "growth" in a global economy that is barely creeping along. So, Alibaba hires a network of thousands to simply buy and return products all day. If Alibaba held inventory this fraud would be somewhat more difficult to pull off, but with thousands of businesses connected to Alibaba it is very easy to hide the costs of labor and returns in underlying (most likely very closely held) companies. Afterall, billions of $'s in stock price appreciation will pay a lot of people to sit on a computer all day and buy and return stuff on their website. This is massive securities fraud and according to the guests, the scheme is "well known" in China. Besides the financial statement fraud, one would have to wonder what type of due diligence was done by the investment bankers that brought Alibaba to market? I don't know about you, but I think this could be a watershed Enron-like, Madoff-like story.

I don't think this should be measured in terms of an immediate concession from Beijing. They have accomplished many other things in the interim. In particular, they have highlighted the fact that the crony capitalist formulation of remote control governance from Beijing is going to cause instability.
