Can't find anything.  I thought maybe I'd find something about tax collections or business licensing, but I didn't find anything with DD in it.  All I found with DD were:

(1) Department of Design & Construction (of buildings, I assume); and

(2) Developmental Disabilities, the Mayor's Office for People with Disabilities (which, apparently, includes developmental disabilities) (OMRDD).

Good comment made in the NY Times:

This problem goes much farther than poor training or simply not following the rules. What is so outrageous is that each one of the many professionals on the scene who particpated in the events that killed Eric Garner (or contributed by not participating in the case of the paramedics), is that these people seem to lack the most basic moral code. The principles that most of us grow up with, that make us care about fellow human beings seems to b lacking in each one of the people present shown on the video. The cops blatantly using brute force and banned restraint techniques; all the cops disregarding a man's cries for help as he is gasping for breath; paramedics laughing amongst themselves as a man is clearly in grave danger in front on them, and they do nothing. This goes way beyond simply being sloppy and doing your job just a bit wrong. This is a case of an entire workforce operating without basic human ethics, compassion or morality. Any cop in New York should have to pass a far more serious morals exam, otherwise we will never see an end to these downright evil acts by the police, defended by the same smug, small-minded excuses.

It would be interesting to see a poll that asks Americans if they have ever been harassed by police. 

I know I will never forget leaving a zoning hearing one summer night in a upscale north Atlanta suburb. I was pouring rain and I was driving a nice sports car that hydroplaned easily. So I was driving about the 45 mph speed limit or maybe a little under in the right lane of a 4-lane road. There was a car that came zooming up behind me at a high rate of speed and got within about a foot of my back bumper, Traffic was light, so that car could have simply gone around me. But it didn't, it just stayed there. As soon as I got to a busy commercial area with other people around, I turned off the road to get the dangerous driver who was harassing me off by ass. Turns out it was a Cobb County cop.

You don't need a poll.  A fraction of 350,000,000 human beans. a much larger fraction of illegals, have been harassed or questioned by police.

Once, in El Reno OK, hitchhiking cross country, 9:30 pm a friend and I were hassled.  I didn't blame the fat cop that came up to us in his cruiser and 'suggested' we get in the car where he promptly took us out about 5 miles, between two towns, effectively stopping any chance for a ride. 

That's it. 

We cooperated, gave him no argument, and didn't get choked or shot. 

And he didn't give a damn about our race.

Sharpton's job is to run cover by driving the race misdiraction into the ground. Until the "rainbow folks" recognise that it is not about race but the power and entitlement of the priveleged few, they will keep getting more of the same. 

It makes no difference to the "owners" above if you are black or white.

All that matters is whether you are a threat to their lawless God given entitlement.

What I DIDN'T hear Al Sharpton say was, "so you BETTER all get registered and vote - unless, of course you don't value what Abraham Lincoln and Martin Luther King risked so much for.  And also, do the math: if there is no growth in jobs, and there ain't going to BE no growth in jobs, then how much do you expect the country to value all those babies you keep pumping out.  Sure, you get nice checks for every additional baby, but that baby is going to grow up into a country in which there is no job for him.  You get easy money now, but HE gets a life of total frustration later.  Talk about SELFISHNESS!"

Why They Raped, Pillaged, and Plundered: General Sherman’s Professed Hatred of Self Government

November and December of this year mark the 150th anniversary of General William Tecumseh Sherman’s famous “march to the sea” at the end of the War to Prevent Southern Independence.  The Lincoln cult – especially its hyper-warmongering neocon branch – has been holding conferences, celebrations, and commemorations while continuing to rewrite history to suit its statist biases.  Business as usual, in other words.  But they are not the only ones writing about the event.  Historian Karen Stokes has published South Carolina Civilians in Sherman’s Path: Stories of Courage Amid Civil War Destruction that contains a great deal of very telling information about Sherman’s motivation in waging total war on the civilian population of South Carolina.

Stokes begins by quoting a letter that Sherman wrote to General Henry Halleck shortly before invading all-but-defenseless South Carolina:  “[T]he whole army is burning with an insatiable desire to wreak vengeance upon South Carolina.”  In another message a few weeks later, Sherman reiterated to Halleck that “The whole army is crazy to be turned loose in [South] Carolina.”

A New York newspaperman who was “embedded” with Sherman’s army (to use a contemporary term) wrote that “There can be no denial of the assertion that the feeling among the troops was one of extreme bitterness towards the people of the State of South Carolina.”  The Philadelphia Inquirer cheered on as Sherman’s army raped, pillaged, burned, and plundered through the state, calling South Carolina “that accursed hotbed of treason.”

In a January 31, 1864 letter to Major R.M. Sawyer, Sherman explained the reason why he hated the South in general, and South Carolina in particular, so much.  The war, he said “was the result of a false political doctrine that any and every people have a right to self-government.”  In the same letter Sherman referred to states’ rights, freedom of conscience, and freedom of the press as “trash” that had “deluded the Southern people into war.”

Apparently, the USA, from Day One, was consumed with a slave-South vs anti-slave-North "cold war".  Southern states lived in constant fear that Northerners would populate enough Territories to the 60,000-person quota necessary to get Statehood, and then outvote the South in the Senate, and outlaw Slavery everywhere..  Both North and South adopted the "game plan" of rushing to populate as many territories as possible.  The unending bickering this produced emotionally wore out many Presidents before Lincoln.   I have difficulty trying to imagine what this might have felt like.

As for Sherman, the other postings here sound like he was the right man to do the right things to make the South continue to hate the North long after the War.  Sounds to me like Grant was a better man.

Grant??  Sherman?? All the generals should have approached Lincoln at the Battle of Antietam, told him that he was going lose more men in the next two years if he didn't call a truce and try to again negotiate with Davis and Lee the orderly leaving the southern states to form their own union.

These southern gentlemen had every right to do what they wanted in leaving the increasingly tyrannical leadership of the North.  

The War between the states is bloody blot on the nation, not a victory for the north and lincoln, the worst POTUS in our history.

Even Johnson had to resign when Cronkite turned against the war in Vietanam.  And he only killed 80,000 men.

Racial strife is Big Business- it's how Jesse Jackson got one of his sons a huge Budweiser distributorship in Chicago. The claim was not enough blacks were employed. After JJ Jr got the Distributorship, no extra blacks were employed, but the demonstrators went away.

C'mon, this is the same guy who smeared his hands with MLK's blood and announced he'd tried to save his life after MLK was long dead on that balcony.

Big Al justs files false police reports about the violation of young Negresses, who are probably part of his harem.

If there was any justice in America, both these guys would be doing time.

JJ ran for president; imagine his disgust when a south asian imposter was picked for the black guy role.

Clearly, the razzzist Anglo-Saxon sergeants in control of the scene of Garners murder should be prosecuted to the fullest extent of federal law! They profiled, then targted Mr. Garner for death, thus violating his civil rights as a black man. Their names are Kizzy Adoni and Dhanan Saminath.

Forget the issues of race thats the distraction...what is wrong with the police that they feel they need to go hard for what is at most a fineable offense by ticket. Selling cigarettes is illegal sure but guess what else is selling lemonade on the side of road without food license and proper permits. America has become a police state not because  of the government but by people who believe all authority is not to be questioned and obeyed at the drop of a hat without fail. This is the fall of america into the slow decline of banana republuc status. And it will you and your fellow americans who will be cheering it on.

Odd isn't it? Try to explain exactly why liberals love to give to those who don't deserve anything, haven't Earned anything, and who will take from you all that you have if they can get away with it (by legal fiat if they can; otherwise, by other means of force less "pretty") and it only comes down to one thing: They sheer temporary noblesse oblige of feeling for just a moment that "all" is yours to give. This is what is such fun about the collge students: haven't earned a dang thing, never done a dang thing, no experience in anything...and yet, they want to tell everyone what to do how to do it, and that communism is just so great that their goal is to take your stuff and give it to "whoever" they think deserves it more.

In big cities in many third-world countries, there are street vendors selling single cigarettes, soft drinks, snacks. Good for everybody. But in Big City, greedy shopkeepers call the cops, and the cops come out and kill the street vendor. Land of the unfree.  Oh, and the street vendor was black.  "When they killed the blacks, I said nothing, because I wasn't black...."

while I agree with the sentiment, all you hear is about is when a black man dies at the hand of a cop.   Right now, if the person was white, nothing would be heard, unless he was gay.    No coverage on TeeVee, nothing in the NY Times or the internet.   Just a few outposts, like here, PaulCraigRoberts.org etc.    500 times a year....police shoot and kill....the only ones you hear about and plastered in the media are when blacks are killed by white officers.

Not saying it's 'okay' for these cops to kill blacks, but that is the only time you hear about it.   And mostly the cases chosen to escalate to the masses tend to be unlikeable (at least on the face) characters like mike brown who was 6' 4" and was caught on surveillance abusing a 90 lb weakling store clerk.   But what is worse is the overwhelming dilligence and rigor with which the cops choose to dispatch the 'ne'erdowell'.    All meant to foment bigotry and divide in the country.

Tis my opinion this is all an effort to nationalize the police force.   Cuz, now there's a new case showing up on Drudge about police brutality.  You'll see.   We know it's a police state anyway.

Still, the penalty for petty theft and pushing the shop owner aside is not death. 

May we add that there was very little coverage by the MSM of Ruby Ridge and Waco, except to demonize the citizens (including unarmed women and children) whom the government burned alive or had snipers shoot dead.  Those citizens had NOT gone into someone else's house or neighborhood or store and hurt anyone. 

And I would include Wounded Knee, in which government snipers shot dead an activist who wasn't pointing a gun at anyone and who hadn't hurt anyone.

I think the operative principle is, kill citizens first, to keep them terrorized, and hope the MSM will defend the government.  This works for the government UNLESS large numbers of citizens protest.  So I am glad citizens are marching and protesting.  Burning, not so much, although the citizens DID destroy private property in the Boston Tea Party.

So I'm going to add, "when the government killed black citizens, I said nothing, because I wasn't black.  When the government killed white citizens who owned guns at Ruby Ridge and Waco, I said nothing, because I didn't own a gun.  When the killed Native Americans at Wounded Knee, I said nothing, because I wasn't a Native American.  I'm going to also add, when the government killed millions of Vietnamese, I said nothing, because I wasn't Vietnamese.  When the government killed Serbians, Ukrainians, Salvadorans, Colombians, Panamanians, Nicaraguans, Belizians, Iraqis, Syrians, ad nauseum, I said nothing, because by then I was too afraid of the government.
