Once cleared to run, they can then compete for a nomination, secure in the knowedge that the Foreign Policy managers have approved them.
Obama and Bush followed the same policies, these are prepared in a number of different places and levels, then coordinated in the State department and pentagon, CIA and NSA. Then our leaders carry out the policies they have been given to carry out.
Our foreign policy speaks for itself. War, aggression, war, threats, sanctions, war, more threats, aggression and more sanctions and war. Anyone the Zionists want to destroy the preident will command be destroyed. We know their hit lists.

The other problem with places like Gitmo is that if enemy combatants know they are going to be treated like animals and not given any human respect, they are much more likely to fight to the bitter end rather than give up. And the stories of how fellow combatants have been treated is sure to inspire them and their hatred.
