..heh, that happened to me mid 2008; had to wait for, and then convince, a bank manager to allow me to make a withdrawal from a richly flush account. Despite the distinct blackness of the balance I was treated as if I was standing hat in hand, begging, without collateral, for a loan I couldn't afford. After patiently enduring some long-winded spiel about the bank 'not having that kind of cash on hand' I began turning red about the ears, so the bank manager decided that the path of least resistance led him to making good on my withdrawal 'request'; apparently they did, in fact, have 'that kind of cash on hand' after all, they were just reluctant to return it to me. I made a point of emptying all accounts soon thereafter.
I am embarrassed to say that up until that very day I was functioning under the impression that the funds I had stored there were mine.
Lesson learned

I tried getting $25k out of my JP Morgan branch a few months ago and was told they couldn't get that much without advance notice/appointment. My response was to get a cashier's check for the ENTIRE balance and take my business elsewhere.
