The State Of The Union: What We Know So Far

This year, President Barack Obama took the unusual step of unveiling many of State of the Union policy proposals in detail well in advance of Tuesday's prime-time speech before a joint session of Congress.

"Why stand on formalities? Let's get the ball rolling right now," Mr. Obama said at a recent stop in Tennessee.

In previous years, As Dow Jones reports, the content of the speech was a closely guarded secret, leaving reporters, politicians, lobbyists and interest groups scrambling for tidbits and gossip in the days and weeks leading up to the event.

But this year, much of Mr. Obama's policy wish list and broad themes will be well-known when he walks onto the House floor next week. Here is what the president is widely expected to focus on in his address, which will be held on Jan. 20 at 9 p.m. EST. (This updates an article initially published last week.)

Taxes: Mr. Obama will propose using revenue generated from tax increases on investment gains and inherited property to pay for tax breaks aimed at low- and middle-income households. The initiatives, previewed Saturday by administration officials, include tripling the child-care tax credit to $3,000 and creating a new $500 credit for families in which both spouses work. Under the plan, the top capital-gains rate would rise to 28% from 23.8% and more inherited assets would be subject to capital-gains taxes.

 

The Economy: One of the biggest themes of Mr. Obama's speech will be the strengthening economic recovery. With the stock market up, GDP growing and unemployment at new lows, Mr. Obama has began talking up the economy -- a bit of legacy building from a president entering his final two years in office.

 

"In my speech, I'm going to focus on how we can build on the progress we've already made and help more Americans feel that resurgence in their daily lives, with higher wages, and rising incomes and growing our middle class," Mr. Obama said in remarks last week previewing his address.

 

Cybersecurity: Mr. Obama is expected to give hacking and cybersecurity a prominent mention in the speech, in the aftermath of several high profile incidents including data breaches at top retailers, the hacking of Sony Pictures Entertainment Inc. and the breach of a U.S. military Twitter account. Mr. Obama will call on Congress to take up cybersecurity legislation, and he is working on an executive order on the issue. He'll also call for new protections in the event that consumer credit card data gets stolen or compromised.

 

Free Community College: Mr. Obama has proposed spending $60 billion over 10 years to ensure cost-free access to community college for students, with the hope of making two years of college as universal as high school is today. Students would need to be halftime students, maintain a 2.5 GPA, and be working toward completing their degrees.

 

Government-owned broadband networks: The president has also called for overturning state laws that keep local governments from investing in municipally-owned broadband networks. The Obama administration says the move would encourage competition and increase the availability of high-speed broadband Internet access, especially in rural areas.

 

Paid sick, parental and family leave: The president will also urge Congress to vote on the Healthy Families Act, which would mandate up to seven days of paid sick leave for workers every year. He is also likely to tout a recently signed executive order that guarantees federal workers at least six weeks of parental leave for the birth of a child. And he'll call for Congress to overhaul federal  workforce policies for parents.

 

Housing: The president is expected to talk about a new push to jump-start the sluggish housing market. Mr. Obama recently ordered the Federal Housing Administration to reduce annual mortgage insurance premiums from 1.35% to 0.85% -- with the aim of making home ownership more affordable.

 

Manufacturing hubs: The president will spend some time discussing the revival of manufacturing in the U.S., including his efforts to establish "manufacturing hubs." Those are regional public-private partnerships aimed at developing new manufacturing technologies. Mr. Obama visited the Manufacturing Innovation Institute for Advanced Composites in Knoxville, Tenn., this month in advance of the speech.

 

Other possibilities: Foreign policy, trade and infrastructure: Mr. Obama hasn't yet outlined all of the themes of the speech, but with ongoing concerns about Islamic State, al Qaeda and other militant Islamist groups, the president is likely to mention foreign policy themes and ideas in the address.

 

He's also likely to focus on some policy areas where he believes Republicans and Democrats can work together in the closing years of his administration -- including on trade and infrastructure.

ISIS just released a few hundred Yazdi prisoners they have held for six months, part of their civilian haul after the Iraqi generals sold out their troops to Saudi and CIA backed ISIS.  These prisoners, young children (too young to be sold as child brides) and old people (probably ill and too expensive to feed), get released just before Obama's dreck speech on his future actions.  Their paymaster Obama told ISIS to do something nice now and ISIS mercenaries follow orders, as long as the U.S. taxpayer greenbacks flow to ISIS, led by a former Mossad agent.  Instead of a lengthy State of the Union speech, Obummer should release a short and pithy resignation speech.

You must learn to read the fine print in the deal you have with U.S.G. Inc.: you are taxed when you are a U.S.citizen, when you are no longer a U.S. citizen, and when you're a dead U.S. citizen. Of course, the agreement currently leaves out the period before you were born a U.S. citizen, but we're working on that. It's something we call anti-causal taxation, sort of an IRS version of Die Glocke.

MY ANALYSIS HOW I ANALYZE THE UK PM SPEECHES.

Taxes - long diaper manufacturers short beer (luxury for the poor).

Economy - you will see more in your pay packet but your costs will go up also but faster its called inflation. (AKA central bank stimulus)

CyberSecurity - we need to know more of what you are thinking.

Free community colllege - this is standard practice for developed nations but if you do not have children you are paying for it. PS Your children not getting an education is not my problem okay.

Government owned broadband - the master spy network and the best example of this is BT Openreach in the UK provides the lot. Challenged the secretary of the BT CEO on this he never denied it but thereagain it has to be them if there is noone else.

Paid sick, parental and family leave - if you dont have kids like the education principle WTF you paying for? In the UK you won't get to see a GP in less than a week unless you go A&E.

Housing - just build far more houses the only ones that get the benefit of a cash incentive / brbe are those who can get a home. The rest you are fucked get used to it BTL for you all the way and poverty in old age.

Manufacturing Hubs - this will need financial support because the base cost is a chinaman doing the same. Nobody will run it at a loss so either government pumps in the difference or it offshores. Cost to the taxpayer just wipes out any positive gains if there were any in the above comments on this one. Notice how they can create 10 jobs for a million bucks, instead they could have given the new employees 100K each.

Other:- Foreign policy, trade and infrastructure - Do you think other nations are actually having a wonderful time economically right now. If anything I do feel a request will be made for more QE as dollar liquidity vanishes globally.

THAT IS HOW YOU SPIN WHAT A POITICIAN SAYS sad thing is I am probably right because political ideology for honesty seems to have vanished.

Changing the Laws on trust funds is biggest bunch of bullshit ever. That's rich people going after the upper middle class.

They're proposing that you'll realize a capital gain and you have assets bequeathed to you. Meaning, it's like the assets were "sold" to you instead of transferred. That defeats the purpose of a trust fund. And god help you if illiquid assets are transferred to you.

It's just outright theft. And I'm surprised the Obamunists didn't just think to do through the IRS without congressional approval.

But I'm sure "rich" people will be all for it. Because it fucks upper middle class people from ever transferring assets to each other. Forcing them to sell.

So here we've had 7 years of this bullshit bailout so that rich people wouldn't have to sell their assets. And that has to be paid for by forcing the upper class to sell theirs. I know it's not a popular thing, but it really does set the hard working intellectuals and professionals against the ultra rich.

Tldr: fuck buffet.

Our very monetary system requires that we consume more than we produce.  In order for other countries to have FRNs to do international trade, they have to get those FRNs from us.  That means either purchasing FRNs/FRN denominated financial assets, or manufacturing/mining shit to sell to us.  Excess consumption is a feature of the current system, not a flaw.

Cybersecurity??? There has actually been steep cuts in IT budgets across many government agencies, to the point that IRS cannot process refiunds in a timely manner. In other agencies there are IT cuts being made in order to fund pet projects by the White House and Congress - or to increase/maintain government handouts to 'the poor'. If anything, government agencies are now more open to attack and hacking by terrorists such as North Korea, China, Russia, the FBI, and the NSA.

One of the big issues here the White House seems to keep avoiding is the data selling going on in the US.  There's a direct correlation here with how the middle and lower class get stuck in the digital caste system with algorithmic scoring, like invisible jails.  Again we need to license data sellers so we know who they are.

There's even another reason for this and that is the emergence of the Hackers Job Board.  Oh tune in on this one as it's growing rapidly and will anonymously match hackers with job requests.  So we know now too that some of this data will be sold, so are you buying hacked or legal data now? This should prove interesting to see how the White House addresses cybersecurity, you think?

Computer code more and more is not too concerned with verbiage these days as there's no laws or regulation out there.  Here's the other part of the puzzle with the Secret Scoring of America.  You can't get out of the box and are scored into a corner with algorithms that say yes or no.  Granted there's a certain amount of this needed in the business world and scoring has been around forever but it used to all be "customer confidential" until the data selling gates for big money opened up.

You think this business can self regulate like the White House suggested a few days ago.  Do you think banks can self regulate..of course not, same thing here. 

The economy is not going to grow as long as consumers are algorithmically boxed into corners where access is constantly denied either so they kind of play hand in hand.  They just don't get this over all and policy verbiage over how banks and companies use math models and computer code is just not in their heads with reality.

The other day, read on the Economist how the prostitution business is suffering.  Yup people don't have the money and now we have digital pimps out there with websites as well as the prostitutes themselves.  You think they might want to make some money selling data with some data on a high profile client?  They might and I don't see de-identification of data a priority here (grin).  The Economist article went on to say to increase their business the prostitutes now (sometimes disguised a bit as another type of service on a web site) really need to become search engine optimization folks to make sure they have the right mix to attract the clients they want.  I don't really see this being something they want to do, but economic times has even forced the pimps and the prostitutes to go digital all with a full on audit trail and some potential juicy data to sell, if they want.

So again we come back to the need for that law to license and index all data sellers really soon as hackers get going and more data becomes for sale, are you buying legal or hacked?  The same thing happens with counterfeit drugs for an example that get mixed into the system, it's a problem.
