Obamacare Website Funneling Private Consumer Data To Private Companies

Now, the government may step in, at least to ensure consumers are protected. President Obama on Monday proposed a new law called the Personal Data Notification and Protection Act, which would create a basic set of rules for how companies handle their customer information. It also would criminalize international trade in stolen personal identity information.

As you may have guessed, as America’s Bullshitter in Chief, Barack Obama, parades around talking about the sanctity of consumers’ personal data, the website that his administration is most responsible for is eagerly leaking private medical data to an unknown number of private firms, including advertisers and data miners. You just can’t make this stuff up.

From the Associated Press:

WASHINGTON (AP) — The government’s health insurance website is quietly sending consumers’ personal data to private companies that specialize in advertising and analyzing Internet data for performance and marketing, The Associated Press has learned.

 

The scope of what is disclosed or how it might be used was not immediately clear, but it can include age, income, ZIP code, whether a person smokes, and if a person is pregnant. It can include a computer’s Internet address, which can identify a person’s name or address when combined with other information collected by sophisticated online marketing or advertising firms.

 

The Obama administration says HealthCare.gov’s connections to data firms were intended to help improve the consumer experience. Officials said outside firms are barred from using the data to further their own business interests.

See it’s for your own good! In fact, it’s so good for you, that you don’t have a choice in the matter. That’s how good it is.

There is no evidence that personal information has been misused. But connections to dozens of third-party tech firms were documented by technology experts who analyzed HealthCare.gov and then confirmed by AP. A handful of the companies were also collecting highly specific information. That combination is raising concerns.

 

Albright said HealthCare.gov comports with standards set by the federal National Institute for Standards and Technology. But recent NIST guidance cautions that collecting bits of seemingly random data can be used to piece together someone’s identity.

 

In a recent visit to the site, AP found that certain personal details — including age, income and smoking habits — were being passed along, likely without consumers’ knowledge, to advertising and Web analytics sites.

 

Google said it doesn’t allow its systems to target ads based on health or medical history information. “When we learn of possible violations of this policy, we investigate and take swift action,” the company said in a statement.

 

Still, the outside connections surprised a tech expert who evaluated HealthCare.gov’s performance for the AP.

 

“Personally, I look at this … and I don’t know what is going on between the government and Facebook, and Google, and Twitter,” said Mehdi Daoudi, CEO of Catchpoint Systems. “Why is that there?”

 

Daoudi’s company, Catchpoint Systems, came across some 50 third-party connections embedded on HealthCare.gov. They work in the background, unseen to most consumers.

 

The AP replicated the results. In one 10-minute visit to HealthCare.gov recently, dozens of websites were accessed behind the scenes. They included Google’s data-analytics service, Twitter, Facebook and a host of online advertising providers.

 

“I think that this could erode … confidentiality when dealing with medical data and medical information,” said Cooper Quintin, a staff technologist with the Electronic Frontier Foundation, a civil liberties group.

Ok there you go proof that Google was working on the website Healthcare. Gov, right (grin). 

I read a little more on this last night and they have reduced the number of companies that connect from 50 down to 30, but there's still more to go.  They set this up like any other web site with the web crawlers to gather data.  Again not being on the inside of how the entire configuration works, there are some that need to be there like the IRS, and Experian for a couple examples that do the calculations for subsidies, and again I'm not physically there to see the exact configurations but there's a lot hanging in there that do not need to be there.  Who knows at some point in time a redesign could be in order as well to not have them connected and validate with another design possibly.

By law the companies are not supposed to share any of that data elsewhere...right.  You know none of us are sitting there with any of the vendors who "say" we're not doing that.  Has this happened before?  Of course it has but maybe not with a government entity. FTC found a bunch of mobile apps that were sharing data, the exercise trackers and so on, so "trust me" with data sharing, no way.  It's so easy to lie and not be up front about stuff like this and heck you have market readers here, I need say no more:) 

This is a huge problem and data sellers are everywhere.  If you have been living under a rock, you may not be aware of all the banks who have set up labs in the Silicon Valley to create new apps to mine and sell your data.  Of course the apps have to offer something at the front end to benefit the consumers.  This week, Chase discontinued their app for Windows Phone, didn't want to maintain it anymore, probably not enough data coming in to scrape and sell:)

It's an epidemic all over the place.  Look at TD bank using big data broker Acxiom to issue credit cards now.  Yup one of those data brokers with tons of flawed information about all of us they mine off the web...is this great news:)  People are really going to have start lying big time on the web with all kinds of fabulous stuff about yourself so these data miners can start building wonderful profiles on all of us, lol...consumers rise to the occasion maybe:)

I'm already a marked person with flawed data as I received a call for participation in a clinical trial.  The caller said they had me on record as being one who has taken blood thinners.  We have a problem there as I have never been prescribed any or taken any.  As a blogger I have written about blood thinners so here I am punished for doing so with bad ass sloppy data work that was done and bingo to the rest of the world now when data is dug up on me, I have that hanging there.  I can't fix it as I don't know the origin either.  We get repackaged and sold over and over, so I'm screwed to get it fixed.  Here's my campaign to index and license ALL data sellers as each transaction would carry a license number so we can back track and fix the flaws.

There's a lot more juicy information at the campaign to read up on too.  The top video is from a Congressional testimony that's gone nowhere so far with the World Privacy Forum testifying on this exact topic.  So yes, there's a good reason to get the data miners off Healthcare.Gov as if there's a buck to be made they are doing it.  Watch out for your insurance company too, they are in there too.  Keep in mind today when policies are designed it's not just actuaries that go for the long, quants have been added to go for the short so they can now see stock price influence with the changing of the policies you buy, crap stuff right.  In return you get narrow networks.  Insurers have hired armies of quants, and you wonder how many came from banks and hedge funds.  They are there so some got busted with Healthcare. Gov with gathering information it appears.

You'll also find all the major insurers in the S and P 500, which Bloomberg recently stated that 95% of the profits of these companies are being spent on stock buy backs.  When you make your policy payments and wonder why they keep going up, well remember money has to come from somewhere to pay for the buy backs too.  Three years ago I made a blog post warning all this was gearing up and data selling was going to shoot off like a rocket and of course we know data gets used out of context.  We also have Andy Slavitt running Medicare now, who was the former CEO of both Ingenix and QSSI subs of United Healthcare.  Keep that thought and look both companies up.  Ingenix shorted doctors and patients for years on out of network payments, huge AMA class action suit settled about 2 years ago.  United Healthcare is always up for more data to sell, they are one of the biggest.  In addition you have IMS in there fishing around too who just had an IPO and I'm sure they were are are in there connected to Healthcare.Gov since they have 85% of the world's prescriptions on file.  Right after their IPO, they bought another data seller last year and folks in Europe were not happy about it.

I don't use my first name, thus my name starts with an initial, as J Egdar Hoover, the long-ago director of the FBI did.

Not once, but three times--Obamacare wrote me demanding that my name was correct.  Three times, about 3 months apart I responded with photocopies of my drivers license, my passport and my SS card, only to get another query three months later.

Unemployed the first half of the year I was NOT eligible for any Obamacare, and my state did not embrace the Medicaid extension.  Later I found a good job and promptly became covered by an insurance plan.  Still--I must pay the penalty for the 1st half of the year, even though Healthcare.gov would not allow me to accept any insurance even though I had plenty of money to pay the premiums.

Pfffff.......Obama take your f@#$in $90 penalty and shove it.  You can have it.

CS reps can't speak English and are often (but not always) really stupid.

I'm not quite sure if Obama regime is fascistic or simply socialistic, or simply Bankercratic...  Occasionally, I'll get a mild speeding ticket, it's a tax.  Obamacare is simply another tax.

But I predict it will end badly and within then the next 5 years.  I haven't a clue as to how it will end but end it will.

Twice the Constitution states that non-apportioned taxes are not permitted.

The only exception is the 16th., and that is for "income."

If Obamacare is a tax, and it's not, it is UNCONSTITUTIONAL.

The 10th. amendment states:

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

And the 9th. states:

The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.

So, if it is not delegated to the DC US, it lies within the purview of the states, or people, and therefore is UNCONSTITUTIONAL.

Obamacare is null and void. Enforcement of it puts any, and all, enforcers on the side of Article 3, Section 3 treason.

Now what you do about that fact is up to you. Me? I'm not Obeying, Paying or Playing.
