Horseshit. If you can produce, you don't need government guns. If you need government guns (like GM, etc.) then you are not a producer. Any idea which requires the guns of government is not a good idea.

Governance originates with monetary control and regulation, filtering from high society to lower, then it trickles down upon your head, corrupting it (your head that is, also money, and most everything you can think of or touch).
(Most of that's not in the comic, but I'm willing to extrapolate a bit. Especially since I don't see Obama anywhere in the cartoon and the hand could be the hand of bankers cloaked in the sleeve politics (though personally I would have written "bankers" or at least "money-speech" on the hand to make that point clearer) I'm taking that view over the other possibility: that Ramirez's blaming the scapegoat class of politicians, which would be a waste of effort when compared to the much more efficient tactic of addressing systemic failings created by greed culture.)

Also, the Krieger quote is critical of seeing the political divide as meaningful, as doing such would be to generate ignorance which would be to the benifit of our corrupted overlords and slavemasters. Which agrees with my prior criticisms of Ramirez's recent cartoons. So maybe I'm right with my first assumption above and we are seeing a change of tactics from the illustrator over at Investors.com.
That sleeve should actually be labeled "Zion," and the fingers labeled "banksters."
