Elizabeth Warren Opposes "Congressional Meddling" 'Audit The Fed' Bill

Tyler Durden's picture

It would appear the powers that be are getting nervous. Yesterday, Fed Governor Jerome Powell (and Fisher and Plosser) stepped up the central bank’s push against what he termed congressional efforts to extend political influence over monetary policy, calling them "misguided" and "in violent conflict with the facts." Today we have Senator Elizabeth Warren trying to sound supportive of transparency but proclaiming that she opposes Rand Paul's "Audit The Fed" Bill because it promotes "congressional meddling in the Fed’s monetary policy decisions."

Desperate to appear a huge opponent to Wall Street (and The Fed) Warren begins... (as Bloomberg reports)

while she “strongly” supports greater congressional oversight of Fed’s regulatory and supervisory responsibilities

Then retraces and hinders the efforts to bring transparency:

[Warren] opposes current version of Fed audit legislation because it promotes “congressional meddling in the Fed’s monetary policy decisions,” according to e-mailed statement from Warren office.

Such meddling risks “politicizing those decisions and may have dangerous implications for financial stability and the health of the global economy”

Her full statement read:

"I strongly support and continue to press for greater congressional oversight of the Fed’s regulatory and supervisory responsibilities, and I believe the Fed’s balance sheet should be regularly audited – which the law already requires."

"But I oppose the current version of this bill because it promotes congressional meddling in the Fed’s monetary policy decisions, which risks politicizing those decisions and may have dangerous implications for financial stability and the health of the global economy."

*  *  *

Sen. Rand Paul, R-Ky., has introduced bill, S. 264, that would require “full audit” of Fed; measure has ~30 cosponsors

The Fed is coming out swinging against Paul's Bill...

Three Federal Reserve officials criticized proposed legislation to expand congressional oversight of the central bank’s interest-rate decisions, pushing back against the bill as it is gaining attention.

Fed governor Jerome Powell on Monday called the bill, known to supporters as “Audit the Fed,” misguided. He said it would threaten the central bank’s independence.

The bill “risks inserting the Congress directly into monetary-policy decision making, reversing decades of deliberate effort by the Congress to insulate the Fed from political pressure in carrying out its day-to-day duties,” Mr. Powell said in a speech in Washington.

Philadelphia Fed President Charles Plosser, speaking earlier Monday on Fox Business Network, said of the bill, “To sort of second-guess and put political pressure on the Fed to make decisions…for short-term political reasons I think would be very dangerous.”

Dallas Fed President Richard Fisher , speaking later Monday on Fox Business Network, said that the bill is about “interfering with the making of monetary policy,” and that the central bank is already “audited out the wazoo.”

*  *  *

And more are piling in...

  • FURMAN SAYS AUDITING FEDERAL RESERVE WOULD BE `DANGEROUS'
  • FURMAN SAYS HE WOULD ADVISE OBAMA TO OPPOSE AUDITING FED
  • FURMAN SAYS FED `ENORMOUSLY TRANSPARENT'

Perhaps this sums up the opposition best...

Warren is absolutely right – I don’t know why we’re even debating this. Our Federal Reserve was specifically - SPECIFICALLY – set up to be INDEPENDENT. There’s no further debate. Anyone trying to audit our Federal Reserve need to read the law and get an education.

The gubmint uses the Fed to make policy so they don't have to....by not being transparent the Fed is not accountable and then neither is the gubbermint.  Make the Fed transparent and accountable and then the gubbermint MUST do something as far as making economic policy.  When this occurs the public will really figure who is who and what they stand for...Obama, Harry Reid, Nancy Pelosi, Lizzy Warren and a whole lot more pols don't want this to happen becasue it shits on their parade and charade.

Btw MDB, the Fed is not independent...I know economic advisors who worked in the past for adminstrations and the Fed who have told me the Fed takes its marching orders straight from the White House....if you don't believe that then you are either stoopid, naive or both.

Second point if you were congress feeding off the broken FRB system, what good would an audit do ? No one in congress will tamper with the hand that feeds them. That's like asking the mafia to enforce the law.

Truly congress audit of FRB will yield nothing. Let it tumble from its own lawlessness.

And let's remember that before there was a fed, there was no income tax and no IRS.  The taxing authority exists for this privately owned central bank to collect interest on the currency it issues.

Tue, 02/10/2015 - 17:10 | 5768366 Urban Redneck

Calling the FED "privately owned" is misleading.  The four biggest shareholders of the FED are:

1039502

JPMORGAN CHASE & CO.

1073757

BANK OF AMERICA CORPORATION

1120754

WELLS FARGO & COMPANY

1951350

CITIGROUP INC.

These are the "people" that are collecting the interest on the currency issued, and receiving handouts and bailouts at taxpayer expense, and overseen and regulated by THE VERY FEDERAL RESERVE THEY OWN.

Tinfoil hats aren't cute, and they often make people blind to the blindingly obvious.

In fact it's so blindingly obvious- most people could read it two or three times and still miss it.

And they miss this bit also:

TITLE 12 - BANKS AND BANKING

CHAPTER 3 - FEDERAL RESERVE SYSTEM

SUBCHAPTER XII - FEDERAL RESERVE NOTES

§ 411. Issuance to reserve banks; nature of obligation; redemption

Federal reserve notes, to be issued at the discretion of the Board of Governors of the Federal Reserve System for the purpose of making advances to Federal reserve banks through the Federal reserve agents as hereinafter set forth and for no other purpose, are authorized. The said notes shall be obligations of the United States and shall be receivable by all national and member banks and Federal reserve banks and for all taxes, customs, and other public dues. They shall be redeemed in lawful money on demand at the Treasury Department of the United States, in the city of Washington, District of Columbia, or at any Federal Reserve bank.  (Dec. 23, 1913, ch. 6, § 16 (par.), 38 Stat. 265; Jan. 30, 1934, ch. 6, § 2(b)(1), 48 Stat. 337; Aug. 23, 1935, ch. 614, title II, § 203(a), 49 Stat. 704.).

Since FRNs are lawful money they'll just give you more of the same (the circle is the perfect shape when one seeks immunity/invincibility).

After Nixon, the banks weren't required to offer United States Notes in redemption, and after Clinton they didn't even have the option of redeeming FRNs for USNs.  Going further into the wayback machine, LBJ killed Silver Notes and FDR killed gold redemption.

Tue, 02/10/2015 - 22:08 | 5769647 Final Authority
Final Authority's picture

Look carefully at the face side of FRN's in your pocket. They all have two very slightly different serial #'s. One for the FED side and one for the U.S. Treasury side. That makes them different but on the same piece of paper. Why would CONgress put that language in a law if you did not have a choice about which side you would be using? Why design a currency with two slightly different "faces". What is the practical difference? Maybe nothing but I smell a rat.  I simply put the words "Redeemed in lawful money pursuant to 12 USC 411" when I endorse any checks. The bank honors it. There is now no doubt that I am using lawful money, the U.S. Note printed on the opposite side of the paper from the FED Note. I want nothing to due with the FED. How the bank accounts for things, I have no idea. Don't really care.

The more the FED opposes it the more I believe it has real teeth.

that's because you don't understand that great leaders know how to delegate responsibility. congress has merely delegated this financial responsibility to a professional financial institution, so that congress can focus on the important task of running the country, creating jobs, enabling the recovery, and bringing this great nation to a brighter and more prosperous future than it has ever had before!

Monetary policy.  What is monetary policy?

The Constitution gave Congress the right/responsibility/authority to "coin" money.  That is monetary policy as far as I am concerned.

Can Congress subcontract that out?  Of course it can.  That is not a bad thing.  But it should damn well mae sure that its contractor of choice - that would be the Fed - has no conflict of interest.  What is a conflict of interest?  Well....how about when a bank makes a pile of really bad loans - think MBS - and the Fed prints money and buys them (for par?) off of the foolish banks, whioch own and staff th Fed.  That would be a conflict of interest.  Probably the most blatant in the history of mankind.

Memo to Fauxcohantas:  The Currency Act of 1792 provided for the death penalty for dicking around with the value of the dollar.  Why did they do that?  There must have been some reason.  What's that?  It was written by dead white European males!?!?!  Oh.  Of course.  We should just ignore the reason behind it.  Like.....Lizy babe....ummmmm...when you hire a contractor to paint your house...like....do you.....even go bother to see if they used the beige paint you specified instead of the purple they applied?  No???  That would be interfering?  I get it.

Statists is clear, but socialists must be statists because since money doesn't grow on trees it must be counterfeited into existence via debt.  That's the purpose of the FED.  Its the dealer/pusher and .gov is the user.  Central planners= statists = socialists.  Its really very clear.  You either favor the individual and freedom or central control by "experts" like those private bankers running the FED.  Its the eternal war which never ceases as pointed out by Ayn Rand.

What about "We The People" then? Why can't we collectively put the pressure on and demand the Fed get audited?
Perhaps we can all pitch in a penny or two and attempt to find some 3rd party firm who's willing to take on the Kamikaze act of performing this audit as their final move.

Classic "problem of instrument" paradox we have here.

"Liberals" occasionally want to play the vanguards of "unfucking" the Government because they need the Government to execute each and every one of their Statist pipe dreams.

On the other hand, they need us to be true believers in the intruments of Government. If the organs appear too corrupted, the people may want to gut the monopoly to some extent that the "liberals" find unacceptable.

The best answer is to have a controlled oposition group to trot out as paragons of "good Government" defenders, say things like "audit the Fed," have them flip flop around for as long as necessary for continuity of Government, then let them die a natural death of popular derision and negative sentiment. Then, have a few soul-lacking Pols invoke the spirit of the "oposition," maintain the status quo because that's how you "honor their spirit/scarifice/whatever."

This is not a comment on people who want to permanently end the Fed. Good on them.

The current "progressive" administration could've re-instated Glass-Steagall, but they didn't... and neither would Warren. Instead of financial reform, we got Dodd-Frank... terrible legislation that was written to be evaded & neutered. The current admin. appointed Summers & Geithner, among others... all Wall St. cronies representing the worst of the 1%.  Hope & change, my ass.  If you call yourself a progressive, then you've been duped... first by Obama, and now by Warren.

BTW, the Fed is a private bank, accountable to no one but it's owners (global corporate banks that largely constitute/empower the "1%" that Warren and the Occupy folks villianize relentlessly). By not supporting an audit of the Fed, Warren is openly double-crossing Occupy, her base.  You do recognize this fact, yes?

IMO, Warren is a sell-out and is now getting in line behind Hillary Clinton (herself a Wall St. whore and neocon).

If there was no Hope and no Change under Pres. Obama, then there will none under any democrat. So-called progressives need to wake up and realize they've been played as fools.  A Dem vote is the same as a Repub vote... one party, owned by the banks for the service of established (wealthy) interests.

Say what you want about the tea party, but at least they have balls enough to buck the establishment and affect change. Will progressives buck the DNC and demand real change?  I'll believe it when I see it...
