Forget Hacking - CIA Accuses Russia Of "Manipulating The World's Weather"
America appears to have found something else to blame the Russians (or North Koreans) for... The Weather. As The Daily Mail reports, CIA chiefs fear hostile nations are trying to manipulate the world’s weather... seriously.
So-called "geoengineering techniques" range from cloud seeding, in which chemicals are sprayed by planes trigger rainfall, to shooting mirrors into space to reflect sunlight and cool the Earth.
But as The Daily Mail reports, a leading academic has told how he got a mysterious phone call asking whether foreign countries could be triggering droughts or flooding...
Professor Alan Robock, from Rutgers University in New Jersey, said:
"Consultants working for the CIA rang and said we’d like to know if someone is controlling the world’s climate would we know about it?
Of course they were also asking - if we control someone else’s climate would they then know about it."
The professor is one of many scientists from around the world are actively looking at manipulating the weather as a way of combating climate change.
Professor Robock told the callers that any attempts to meddle with the weather on a large scale would be detectable.
However, he told the American Association for the Advancement of Science’s annual conference in San Jose, that the weather has been weaponised in the past.
During the Vietnam War, US scientists tried to increase rainfall to hamper the enemy’s progress by spraying particles into the clouds.
And the CIA seeded clouds over Cuba "to make it rain and ruin the sugar harvest".
Asked how he felt when he got the call, the professor said: "Scared."
"I’d learned of lots of other things the CIA had done that haven’t followed the rules and that wasn’t how I wanted my tax money spent."
"I think this research has to be open and international, so there isn’t any question of using it for hostile purposes."
To add to the intrigue, the CIA is believed to have helped fund a major report into geoengineering.
Published last week by the prestigious US National Academy of Sciences, the report mentions the ‘US intelligence community’ in its list of sponsors, alongside organisations such as Nasa.

He added that the tension created by any large-scale meddling in the climate could escalate to such an extent that it would end in all-out war.
The professor said: ‘If one country wants to control the climate in one way, and another doesn’t want it or if they try to shoot down the planes...if there is no agreement it could result in terrible consequences.’

The Russians have been spraying lines all-the-hell over the skies in my neighborhood. I mean, sometimes I'll see 10 or 20 lines in the sky, sometimes crosshatched, which then slowly spread to cover the entire sky.
Although they look nothing like normal contrails I grew up seeing from 2 international airports and Navy bases nearby as a kid, I knew they were simply vapor trails because the MSM and government said they were. My eyes must have been deceiving me, I figured.
But, now that the CIA says the Ruskies are spraying, that must be what I'm seeing. Sometimes it's hard to remember what I'm supposed to think, but luckily I can depend on the CIA to set the facts straight.

Russia regularly uses missiles to disperse clouds. I've seen and even photographed them being launched when I was doing research for NASA in early 90's. Reusable brown and green carbon fiber rockets 6-8 feet long and about 12" in diameter. Mobile launchers capable of sending about 16 of them up in one go. Cloud seeding and things like that were never a secret. China used missiles to clear the air for their last Olympics. The media didn't give 2 shits about it. There is no conspiracy. I'm pretty sure similar weather control methods are employed here in the US as well. Too bad they haven't figured a way to dissolve tornadoes, or disperse idiots who keep building houses along the tornado valley.
Exotic weather control? Well, we've had mad scientists cry wolf for many decades. There's a lecture online from the 70's of someone trying to convince people Russians were behind all the earthquakes and volcano eruptions.
Let me assure you - research is being done by most countries on the subject of weather control for the purpose of agriculture. So far they have only figured out practical methods for eliminating hail and causing rain. Everything else either does not work or costs too much and delivers too little.

Abstract
Potential impacts of lightning-induced plasma on cloud ice formation and precipitation have been a subject of debate for decades. Here, we report on the interaction of laser-generated plasma channels with water and ice clouds observed in a large cloud simulation chamber. Under the conditions of a typical storm cloud, in which ice and supercooled water coexist, no direct influence of the plasma channels on ice formation or precipitation processes could be detected. Under conditions typical for thin cirrus ice clouds, however, the plasma channels induced a surprisingly strong effect of ice multiplication. Within a few minutes, the laser action led to a strong enhancement of the total ice particle number density in the chamber by up to a factor of 100, even though only a 10?9 fraction of the chamber volume was exposed to the plasma channels. The newly formed ice particles quickly reduced the water vapor pressure to ice saturation, thereby increasing the cloud optical thickness by up to three orders of magnitude. A model relying on the complete vaporization of ice particles in the laser filament and the condensation of the resulting water vapor on plasma ions reproduces our experimental findings. This surprising effect might open new perspectives for remote sensing of water vapor and ice in the upper troposphere.

It’s a Russian American pilot flying a commercial United Airlines plane traveling @ 31,000 thousand feet creating a contrail. Jet engines undergo climate change variations during altitude modulations. Do you see a contrail during take-off or landings? I would worry about the wings icing up rather than contrails. Obama Abandons Hundreds Of US Special Forces In Ukraine
A stunning new report prepared by the Ministry of Defense (MoD) circulating in the Kremlin today states that the Obama regime has “effectively abandoned” at least 150 US troops embedded with over Ukrainian 5,000 forces in the rebel surrounded town of Debaltseve in eastern Ukraine and left by Kiev’s government to die.
