Western "Boots On The Ground" In Ukraine: Britain Sends 75 "Military Advisers" To Combat "Russia-Backed Aggression"

In what we believe is the first touchdown of Western 'boots-on-the-ground' in Ukraine, Britain's David Cameron stated today that British military personnel are to be deployed to Ukraine for the first time in the next few weeks to provide advice and training to government troops. As The Guardian reports, Britain would be “the strongest pole in the tent”, and argued for tougher sanctions against Moscow if Russian-backed militias in eastern Ukraine failed to observe the ceasefire. The MoD said up to 75 personnel would begin to deploy to Ukraine from next month as Cameron warned sanctions could become "materially different" and held out SWIFT exclusion once again.

 

As The Guardian reports,

British military personnel are to be deployed to Ukraine for the first time in the next few weeks to provide advice and training to government troops, David Cameron announced before a committee of MPs.

 

The prime minister said Britain would be “the strongest pole in the tent”, and argued for tougher sanctions against Moscow if Russian-backed militias in eastern Ukraine failed to observe the provisions of a ceasefire agreement reached this month with the Ukrainian president, Petro Poroshenko.

 

The Ministry of Defence said up to 75 personnel would begin to deploy to Ukraine from next month as part of the training mission... for up to six months.

Cameron said Europe listened to Britain on how to implement sanctions, and he said the level of sanctions “might become materially different” in the future . He held out the possibility of excluding Russia from the international Swift banking payments system, saying there was a logic to such a move if Moscow continued trying to “dismember” Ukraine.

 

“I think what we should be putting in to place is a sense that if there is another Debaltseve [a Ukrainian town seized by pro-Russia forces this month] then that will trigger a round of sanctions that will be materially different to what we have seen so far,” he said.

He suggested it would be “miraculous” if the terms of the 12 February ceasefire agreement brokered in Minsk by Merkel and Hollande were met in full.

 

The prime minister said the UK was not at the stage of providing “lethal weapons” to Ukraine, but hinted that might change if the US changed its view.

 

“We have announced a whole series of non-lethal equipment – night-vision goggles, body armour – which we have already said that we will give to Ukraine,” he said. “Over the course of the next month we are going to be deploying British service personnel to provide advice and a range of training, from tactical intelligence to logistics to medical care, which is something else they have asked for.

He said there was no doubt about Russian support for the rebels. “What we are seeing is Russian-backed aggression, often these are Russian troops, they are Russian tanks, they are Russian Grad missiles. You can’t buy these things on eBay, they are coming from Russia, people shouldn’t be in any doubt about that.

 

“We have got the intelligence, we have got the pictures and the world knows that. Sometimes people don’t want to see that but that is the fact.”

Foreign... military equipment means people doing training with military things, like instruction manuals, props and funny uniforms, from say not-Ukraine... So this will breach clause 10.

Oh I see, just military, hush sorry, 'cleaning' tactics in a kind of office (maybe barracks) environment, with some training (not military) videos of ladies (young men with wigs) pretending to be troops (sorry, cleaners working in formation), with mops, buckets and grenades, (sorry again, scrubbing brushes), it gets really confusing?

US/NATO contributions to the ceasefire:

The day after Minsk II, James Mountain "Jim" Inhofe, the senior US senator from Oklahoma, was caught out trying to pass off fake photographs of Russian involvement in Ukraine to boost support for his bill, which would enable the US to provide lethal military aid to the Ukrainians.

The USAF announced that it would be sending 12 A-10 ground-attack aircraft to Spangdahlem Air Base, Germany, by the end of February. This was described as being part of Operation Atlantic Resolve, set up following Russia's "intervention in Ukraine". Apart from operating in Germany, the A-10s will be forward deployed to other partner nations in Eastern Europe. US forces have operated out of bases in Lithuania, Estonia, Latvia and Poland, among others, in the past year.

Canada, which had been helping the the government of Ukraine for ten years, was called on by Ukraine's deputy foreign minister, Vadym Prystaiko, to start supplying lethal weapons and training on how to use them. Prystaiko, whose father was once the vice-chairman of the SBU (Security service of Ukraine), said that Kiev is preparing for "full-scale war" against Russia and that "the world must not be afraid of joining Ukraine in the fight against a nuclear power." In 2007, Prystaiko was part of Ukraine’s NATO negotiating team, and served as the Deputy Director General for NATO in the Ministry of Foreign Affairs.

Now Dave joins in - they don't want a cease-fire.

Financial contributions:

The Ukrainian currency has lost about 50% in value since the start of the civil war. The IMF agreed, on 12 Feb 2015, to throw a $17.5 billion, four-year lifeline to Ukraine. Combined with the $4.6 billion from the previous package, this brings the total (so far) to over $22 billion, which won't be enough. The EU is also to provide $2 billion in loans, while the US has pledged $2 billion in loan guarantees. Altogether, the package from the west is estimated at $40 billion over four years.

But, as the NYT puts it "While the fund had demanded that Ukraine begin major changes and undertake some tough austerity measures in exchange for last April’s rescue, the country’s economic problems have outpaced the prescriptions." Ukraine’s new finance minister, Natalie Jaresko, has been negotiating with the I.M.F. and urging international creditors to view Ukraine as a long-term investment.

Jaresko is a US citizen, ex-Harvard, ex-US State Dept and ex US Embassy in Kiev. She was granted Ukrainian citizenship on 2 December 2014. According to Robert Parry, she was once at the center of insider deals and other questionable activities when she ran a $150 million US-taxpayer-financed investment fund.
