Russia Warns NATO: Any Threat In Ukraine Will See Military Response

As Russia announces the expansion of its Navy by 50 vessels this year, including two new nuclear-powered submarines and an aircraft carrier, it appears NATO's sabre-rattling has drawn a response/threat/warning. Following British plans to send military 'advisers' into Ukraine (which NATO has stated are not confirmed), TASS reports, Russia's NATO envoy, Alexander Grushko, warns Russia will take all measures against possible NATO threat in Ukraine, adding that Russia’s response may include military measures.

As TASS reports,

NATO has taken no decisions on sending British or any other instructors to Ukraine, Russia’s Ambassador to the North Atlantic Alliance Alexander Grushko said on Monday.

"NATO has taken no decisions on sending instructors," he told the Rossiya 24 television channel. "NATO is implementing the decisions that were taken at the political level at the Wales summit in September 2014."

Moscow will take all measures, including military-technical, to neutralize possible threat from NATO presence in Ukraine, he added.

And this is happening as Russia dramatically expands its military forces. As The Moscow Times reports,

The Russian navy will receive 50 vessels of various sizes and classes this year, navy Chief Admiral Viktor Chirkov was quoted as saying by the Interfax news agency on Monday.

The new boats are part of a rearmament program begun under President Vladimir Putin that aims to provide Russia with a navy capable of operating far away from home — a capability lost after the collapse of the Soviet Union — by 2050. Russia's navy today is largely relegated to a coastal defense role.

"The period of stagnation in the development of our potential has long since passed," Chirkov said.

Of course all this military machismo comes as Russia and Ukraine hold emergency talks in Brussels over gas supply amid imminent cutoff threats for non-payment. As AP reports,

Russia and Ukraine's energy ministers are holding emergency talks after the Russian gas supplier said it would cut off deliveries to the war-torn country as soon as Tuesday if it does not get new payments.

The European Union, which is mediating the talks in Brussels hoping to keep gas flowing despite the dispute, imports around 40 per cent of its gas from Russia, half through conflict-torn Ukraine.

Kyiv and Moscow have fought out several gas price wars over the past years and concerns are mounting that any fresh cuts could again hit European supplies.

Cash-strapped Ukraine is struggling to buy time and made a $15 million payment last week, but Moscow says that will cover only a day's worth of gas, leaving a potential cutoff looming Tuesday.

Arriving for talks with his Ukrainian counterpart Volodymyr Demchyshyn and the European Union's energy chief Maros Sefcovic, Russian Energy Minister Alexander Novak acknowledged the "need to resume an energy dialogue."

Russia has said that it will cut supplies unless Kyiv pre-pays for gas it wants to use. Ukraine, meanwhile, accuses Russia of failing to abide by its contractual obligations.

Complicating the dispute are deliveries to Ukraine's rebel-held east, where fighting between Kyiv's forces and Russia-backed rebels has killed nearly 5,800 people.

Kyiv cut gas supplies to rebel-held areas last week, prompting Russia to pump gas there directly. Russia said those deliveries should be counted in gas exports to Ukraine.

Grand Duke Konstantin, a younger brother of the Tsar, began to press for the handover of Russian America to the United States in 1857. In a memorandum to Foreign Minister Alexander Gorchakov he stated that

"we must not deceive ourselves and must foresee that the United States, aiming constantly to round out their possessions and desiring to dominate undividedly the whole of North America will take the afore-mentioned colonies from us and we shall not be able to regain them."^[8]

This proposal was a topic in the higher echelons of the Russian government throughout 1857 and 1858.^[8] Konstantin's letter was shown to his brother, Tsar Alexander II, who wrote "this idea is worth considering" on the front page.^[9] Supporters of Konstantin's proposal to immediately withdraw from North America included Admiral Yevfimy Putyatin and the Russian minister to the United States, Eduard de Stoeckl. Gorchakov agreed with the necessity of abandoning Russian America, but argued for a gradual process leading to its sale.^[9] He found a supporter in the Naval Minister and former Chief Manager of the Russian-American Company (RAC), Ferdinand von Wrangel. Wrangel pressed for some proceeds to be invested in the economic development of Kamchatka and the Amur Basin.^[9] The Emperor eventually sided with Gorchakov, deciding to postpone negotiations until the end of the RAC's patent, set to expire in 1861.

Over the winter of 1859-1860 De Stoeckl held meetings with American officials, though he had been instructed not to initiate discussions about the sale of the RAC assets. Communicating primarily with Assistant Secretary of State John Appleton and Senator William M. Gwin, De Stoeckl reported the interest expressed by the Americans in acquiring Russian America.^[9] While President James Buchanan kept these hearings informal, preparations were made for further negotiations.^[9] Senator Gwin tendered a hypothetical^{[clarification needed]} offer of five million dollars for the Russian colony, a figure Gorchakov found far too low. De Stoeckl informed Appleton and Gwin of this, the latter saying that his Congressional colleagues in Oregon and California would support a larger figure.^[9] Buchanan's increasingly unpopular presidency forced the matter to be shelved until a new presidential election. With the oncoming American Civil War, De Stoeckl proposed a renewal of the RAC's charter. Two of its ports were to be open to foreign traders and commercial agreements with Peru and Chile to be signed to give "a fresh jolt" to the Company.^[9]

Additionally, the Russian Crown sought to repay money to its landowners after its emancipation reform of 1861 and borrowed 15 million pounds sterling from Rothschilds at 5% annually.^[10] When the time came to repay the loan, the Russian Government was short of funds.

Russia continued to see an opportunity to weaken British power by causing British Columbia, including the Royal Navy base at Esquimalt, to be surrounded or annexed by American territory.^[11] Following the Union victory in the Civil War, the Tsar instructed the Russian minister to the United States, Eduard de Stoeckl, to re-enter into negotiations with William Seward in the beginning of March 1867. The negotiations concluded after an all-night session with the signing of the treaty at 4 a.m. on March 30, 1867,^[12] with the purchase price set at $7.2 million, or about 2 cents per acre ($4.74/km²).^[13]

American public opinion was not universally positive; to some the purchase was known as Seward's Folly. Nonetheless, most newspaper editors argued that the U.S. would probably derive great economic benefits from the purchase; friendship with Russia was important; and it would facilitate the acquisition of British Columbia.^[14] Forty-five percent of newspapers endorsing the purchase cited the increased potential for annexing British Columbia in their support.^[11] Historian Ellis Paxson Oberholtzer summarized the minority opinion of some American newspaper editors who opposed the purchase:^[15]

It contained nothing of value but furbearing animals, and these had been hunted until they were nearly extinct. Except for the Aleutian Islands and a narrow strip of land extending along the southern coast the country would be not worth taking as a gift… Unless gold were found in the country much time would elapse before it would be blessed with Hoe printing presses, Methodist chapels and a metropolitan police. Gas supply seems to have been sorted in Brussels today. Basically Ukraine agreed to keep paying in advance for gas needed in March with Russia confirming no money no gas. Also, Russia agreed that the gas going directly into DNR/LPR would be excluded from the Ukraine pre-pay and would be subject to separate talks. Post March supply would be discussed later in the month.
