Putin Reappears, Puts 40,000 Troops On Full Alert As Part Of "Snap-Readiness Exercises"
After disappearing for ten days from the public's eye, theories surrounding his absence ranged from the tabloidy (fathering a baby with a Russian gymnast), to the trivial (lower back issues), to the bizarre (another putsch in the Kremlin), to the idiotic (dead). All that can be cast aside when moments ago we learn that the Russian president simply wanted some time away and has now reappeared for his meeting with the Kyrgyz president. From Bloomberg:

That settles that, at least until the next rumor.
But while Putin may have kept a low visibility profile, he was very well heard, and as reported earlier today, the Russian president ordered nearly 40,000 troops in northern and western Russia to be put on full alert early Monday as part of snap-readiness exercises, official news agencies quoted Defense Minister Sergei Shoigu as saying.
According to the WSJ, the maneuvers are the latest in a series of such checks in recent years and follow dozens of military exercises conducted over the past year since the start of the Ukraine crisis.
The military exercises announced on Monday involve Russia's Northern Fleet, as well as airborne and other troops in the west of the country. The main focus is to test readiness in the Arctic, where Russia has expanded its military presence in recent years, officials said. The exercises are scheduled to continue through to March 21.
"New challenges and threats to military security require further increases in the military capabilities of the armed forces and special attention to the newly formed strategic group in the northern direction, " Mr. Shoigu said.

As the WSJ concludes, "western officials have criticized Russia's frequent exercises as threatening and provocative, a charge Moscow parries with its own allegations that military maneuvers near Russia's borders by the North Atlantic Treaty Organization are destabilizing." Oddly enough, they have nothing to say about NATO parking tanks and armors and various other weapons just feet away from the Russian border.

He tells me that in regards to the situation in Ukraine, the Russian media has people whipped up into a frenzy of Pavlovian nationalism. There are no opposition views in Russian media. "Here" (outside of Russia) he can at least find some semblance of a reasoned debate, he says.

Lesson 2 An international treatie permits Russia to have 20,000 millitary personnel in Crimea at any one time. It is also a fact that Russia adheres to Internationa treaties whereas the us does not, for example, us warships are only allowed to stay in the black sea for a limited period but violate that agreement and further enhance tensions, now, whose being the beligerent here.

There already was a "peace conference" this year. There was one last year also. Kiev is obligated to make certain constitutional changes, linguistic & local autonomy and whatnot, and has no intention of doing so.
Russia repeatedly stated that they prefer a loosely federated neutral Ukraine. They ignored the eastern province referendums to leave Ukraine. Mordor wants to use Ukraine to destabilize Russia. A quasi-independent Russophile east is totally unacceptable to them, so their puppets will keep attacking Donetsk and Lugansk. Those provinces may be unwilling to be ruled by Kiev at this point, regardless of the wishes of Kiev or Moscow. It will end when one side is defeated, or Mordor tells their puppets to stop.

A referendum was originally scheduled for May 25th, 2014. In response to the deteriorating situation in Ukraine, on March 6th, 2014, it was announced that the referendum would be held on March 16, 2014. May I just add that your constant cynicism regarding Crimea is not very helpful for this "peace process". The only Peace Conference that would settle Crimea in a different way than it is settled now is the one that would exclude defeated Russian Federation...something that is not going to happen without nukes flying first.
As for moral high ground, how exactly do you think that Russia should have responded to an obvious proxy attack by "the west". The fact that both sides are using plausible deniability tactics doesn't really say much. It's mostly pro forma. The essence, however, is that Russians are:
a) protecting the security of their own borders (i.e. being defensive) by not allowing their agressive adversaries to have an easy foothold in the immediate neighbourhood
b) supporting a democratic principle of self-determination, while "the west" is pursuing some imaginary sovereignty, a principle that they themselves have breached on numerous occasions.
I do see that Crimea is something that many here labour to shove on the side of "unassailable positions"
but while your response is of superiour quality, I can't see where a) Russian borders were in question (instead of Russian sphere of influence)
