Aangezien ieder individu de waarden en normen van de rechtstaat bij geboorte niet kent, heeft de samenleving de plicht iedere burger de kans te geven om zich te ontplooien. 

In de optiek van netwerk @SuperWil kan daarbij 5 stadia worden onderscheiden: 

1) Geboorte de baby gaat in interactie met zijn omgeving. Zodra de baby en de omgeving aan ‘waarheid delen’ gaan doen is de oriëntatiefase afgerond en kan de baby worden ingeschreven bij de burgelijke stand. 

2) Recht op Waarheid (leerplicht) De burger wordt geconfronteerd met inzichten vanuit de RechtStaat. Hierdoor wordt het bewustzijn van de burger geprikkeld om de verschillen in opvattingen en voorkeuren van zichzelf en zijn omgeving uit te spreken. Bij burgers met een niet eenduidige intuïtie zal dit leiden tot een intern en/of extern conflict. Indien het ‘waarheid delen’ tussen burger en RechtStaat standhoudt is de conflictfase beëindigd en kan de burger vrij haar geluk beproeven in de samenleving. 

3) Recht op Uniciteit in deze fase kan de burger vrij haar talenten ontplooien. Er is een overeenstemming in denkbeelden en een gemeenschappelijke taal. De waarden en normen van de RechtStaat zijn duidelijk en worden geaccepteerd. 

4) Recht op Vrijheid in deze fase heeft de burger een eenduidige intuïtie. Alle energie van de burger komt vrij voor het leven in het hier en nu. Voor zover er problemen optreden, liggen die niet zozeer op het vlak van de persoonlijkheid van de burger, maar op een conflict tussen de waarden en normen van de burger en zijn/haar omgeving. 

5)Dood Relatie tussen de burger en de RechtStaat houdt op te bestaan. In principe gebeurt dit op initiatief van de burger al kan het ook voorkomen dat een RechtStaat het geweten van de klant niet meer wenst te behouden.
