Beyond Iran And Pakistan: 7 Nuclear Wannabes

Tyler Durden's picture

Submitted by Andrew Topf via OilPrice.com,

The meltdown at the Fukushima Daiichi nuclear complex in 2011 following the Japanese tsunami forced a major rethink of nuclear power as a safe form of electricity generation. As radiation from the plant spewed into the ocean and nearby communities following an immediate evacuation, the world reaction was swift and dramatic. Within days the spot price of uranium collapsed. Japan ordered the shutdown and maintenance of all its existing reactors. Germany, a major consumer of nuclear power, permanently closed 8 of its 17 nuclear reactors; other European countries shelved their nuclear plans.

While fear still lingers of a nuclear catastrophe on a similar scale as Fukushima, or earlier accidents such as Three Mile Island or Chernobyl, that hasn’t stopped a slew of countries from moving forward on plans to develop nuclear plants as an adjunct to existing power sources like hydro, coal, natural gas and good ol’ oil.

Especially in developing countries that lack access to fossil fuels, nuclear is seen as a viable and cost-effective form of baseload power.

Of course, these plans immediately arouse suspicions that nuclear power is being used as a ruse for developing nuclear weapons. The most obvious example is Iran, which already operates a large nuclear reactor – Bushehr 1 – but continues to engage in uranium enrichment despite a requirement by the United Nations Security Council to suspend such activities. Iran’s nuclear ambitions have resulted in U.S.-led sanctions and raised the opprobrium of Israel, which in turn has found itself at odds with the United States, particularly the Obama Administration, which seeks an accommodation with Iran.

Pakistan is a nuclear power whose capability to develop nuclear weapons is of major concern to regional rival India. The country is not a party to the Nuclear Non-Proliferation Treaty and has refused calls for international inspections of its enrichment activities. In 1998 Pakistan exploded five atomic devices in Baluchistan. A U.S. think tank said last fall that Pakistan has the world's fastest growing nuclear program, with enough fissile material to produce between 110 and 120 nuclear warheads.

The threat of nuclear weapons aside, there are a number of countries that seemingly aspire to no nefarious goal other than to churn turbines that produce electricity to feed growing economies. The World Nuclear Association figures there are over 45 countries actively looking to embark on nuclear power programs. They range from first-world economies to developing nations, with Iran’s program being the most advanced.

Here are seven that the World Nuclear Association considers to be the next junior members of the world nuclear power club:

United Arab Emirates (UAE)

The UAE is mostly reliant on imported gas for its electricity needs, but a 2008 study indicated a near tripling of power demand by 2020, with natural gas supplies only capable of supplying half the demand. The Emirates Nuclear Energy Corporation (ENEC) in 2009 invited expressions of interest to build the country's first nuclear power plant, with the winning bid going to a consortium led by Korea Electric Power Co. (KEPCO). In a contract worth about $20 billion, KEPCO is planning to build four APR-1400 reactors at the coastal site of Barakah near Qatar. Earlier this month, Korea and Qatar built on their relationship, with South Korean President Park Guen-hye signing an MOU with Quatari Sheik Tamin bin Hamad Al Thani to cooperate on developing human resources for the peaceful uses of nuclear energy.

Turkey

According to the World Nuclear Association, electricity demand has risen from 800 kWh/yr in 1990 to nearly 2,000 kWh/yr. In 2009 agreements were signed between the Turkish Atomic Energy Authority and Rosatom, Russia's state-owned nuclear energy corporation, presaging a Russian-built nuclear plant at Akkuyu on the eastern Mediterranean coast. Foundation construction of the $20 billion project consisting of four 1200 Mwe AES-2006 units is expected to start in the spring. The plant will be built and operated by Rosatom. Meanwhile the contract to build a second nuclear plant in Turkey was awarded to a Japanese-French consortium. The $22-billion plant in the city of Sinop, on the Black Sea, will produce 4,800 MW. Construction is expected to start in 2017.

Lithuania

Tiny Lithuania, sandwiched between Russia, Latvia, Poland and Belarus, in 2009 shut down its last nuclear reactor that was generating 70 percent of its electricity. In order to reduce its dependence on Russia, which now supplies almost 90 percent of its gas, Lithuania is working with GE Hitachi to build a new nuclear plant at Visaginas, a town in eastern Lithuania where the mothballed Ignalina nuclear power plant is located. Delfi, the Lithuanian Tribune, reported in July that Hitachi and the Lithuanian Energy Ministry are planning to set up a joint venture for the project. However, voters did not back the project in a 2012 referendum and the Lithuanian government has yet to make a final decision on it.

Poland

The Polish government in 2005 decided to enact a plan to diversify its mix of energy, which is heavily dependent on coal and gas. Four years later Poland’s Council of Ministers called for the construction of at least two nuclear power plants. In 2012 utility Polska Grupa Energetczna (PGE) approved a plan to install about 3,000 MWe of nuclear capacity, with the first unit to come online in 2025 and the second by 2035, World Nuclear News reported in January, 2014.

Belarus

Like Lithuania, Belarus also derives nearly all of its gas from Russia. According to the World Nuclear Association, in 2006 the Belarus government approved a plan to construct a 2,000 MWe nuclear power plant in eastern Belarus that would provide electricity for half the cost of Russian gas. Three years later, the government announced that Atomstroyexport, Russia’s nuclear power equipment monopoly, would be the general contractor, with the project arranged through US$9 billion in Russian financing. The 2,400 MWe plant containing two AES-2006 units is expected to be operational by 2017.

Vietnam

With over a third of its power coming from hydro, a third from gas and the rest from coal, the energy-hungry southeast Asian juggernaut is poised to diversify its power requirements into nuclear. The Vietnamese government in 2006 announced its intention for a 2,000 MWe nuclear plant to come online by 2020, rising to 8,000 MWe by 2025. The reactors would be built at Phuoc Dinh in southern Ninh Thuan province and Vinh Hai in north-central Ha Tinh province.

Bangladesh

Densely populated Bangladesh suffers frequent power cuts, and around half of its 160-million population lives without electricity. In 2009 the government accepted a Russian proposal to build a 1,000 MWe nuclear power plant at Rooppur for around $2 billion. A year later agreements were signed with Rosatom for two 1,000 MWe reactors, to be built by Atomstroyexport. Construction of the first reactor started in 2013 and the project is expected to be completed by 2022.

US  Laser Test Destroys Germanwings Airliner Killing 150 Innocent Civilians

http://www.whatdoesitmean.com/index1852.htm

The Ministry of Defense (MoD) is reporting today that dispatches from the Northern Fleet (NF) appear to show that yesterdays downing of Germanwings Flight 4U 9525 in southern France yesterday was the “direct result” of a failed US Air Force test of its High Energy Liquid Laser Area Defense System (HELLADS) attempting to shoot down an ICBM reentry vehicle, but which, instead, destroyed this civilian airliner killing all 150 aboard.

Our accelerating dives through entangled INFINITE TUNNELS OF DECEITS are becoming too much for anyone to keep up with all of the instances of social insanities flashing by. False flag operations are becoming hyper-complicated self-fulfilling prophesies, whose reinforcing feedback loops have already gone past being like three dimensional chess, with more than two players.

Anyway, I down voted your snide comment, Augustus, because it is my impression that George Washington writes excellent articles backed by an abundance of links. My only criticism of his style is that it remains too mainstream, and too conservative, because he AVOIDS doing the kinds of things that you accuse him of doing.

In my view, to try to understand the runaway phenomena of inside job, false flag attacks in more recent times, and the most probable foreseeable futures, requires attempting to comprehend something which is practically incomprehensible, namely:

EXPONENTIAL GROWTH OF

CRIMINAL INSANITIES ???

In my view, that is the BASIC PROBLEM with Neolithic Civilization, which was always based on some people being able to use lies backed by violence to control other people, being pumped up and UP by progress in physical science, to develop technologies that, within the lifetime of those still alive today, became millions, then billions, then trillions of times more powerful than ever before in human history ... while that is headed towards quadrillions, IF that civilization can survive its contradictions.

While, in this particular case, I tend to agree with Thirst Mutilator's opinion, the background point is that such technologies ARE being developed and tested, and therefore, it is plausible that some such events MIGHT happen, or even might happen as deliberate "accidents."

It has been ABSOLUTELY IMPOSSIBLE to have any rational debates about the development of atomic energy, because of the ways that civilization is a social pyramid system based on the history of backing up lies with violence. The development of the atomic energy has been the spear point of all the rest of the runaway criminal insanities of a civilization applying progress in physical science through political systems controlled by legalized lies, backed by legalized violence, run by the best professional liars and immaculate hypocrites.

As far as Pakistan goes, it's somewhat humorous to hear the US whine about Pakistan's nuclear program when it's been revealed that the US did all it could to downplay Pakistan's nuclear ambitions back in the '80s when we needed them "on our side" when the Soviet Union was in Afghanistan. More two-faced bullshit from Uncle Sam.

it is a very contentious issue.

on one hand, nuclear power industry was CREATED IN THE UNITED STATES AS A PRETEXT FOR PROVIDING DEMAND AND PROFIT MARGIN FOR THE INHERENTLY UNPROFITEABLE BUSINESS OF MINING URANIAM FOR NUCLEAR WEAPONS.

the governmetn thought it would be easier to maintain a steady supply of weapons grade fuel if a power industry were to provide the anchor demand for mined uranium .

PS IF YOU READ THIS WHOLE THING-----------i personally believe that while nuclear power holds potential for civilization wide transformation as the most obvious source of unlimited concentrated power, it is obvious from our own horrible performance with spent fuel 'solutions' that mankind , at this point, is inherently incapable of properly managing any technology that is even somewhat dangerous.

spent fuel pools are THE #1 MOST UNDERRATED PROBLEM FOR COUNTRIES WITH NUCLEAR REACTORS. and i mean #1. look at fukushima. look at chernobyl. and those are only 2 accidents. there are hundreds of reactors around the world all ready with spent fuel pools ready to blow up in the case ofa major global anomoloy (by asteroid, war, major electric storm or otherwise) .

thus---i believe nuclear power should be entirely abandoned until a future human civilizatoin is able to re-animate nuclear power ( hundreds of years from now)  in favor of conventional coal/natural gas expansion, as well as 'renewables'.  ( as you can tell i don't believe global warming is a problem, but i do value nuclear for its clear superiority in power density and generation efficiency).

until then, our priiority should be to STOP creating ALL SPENT FUEL and to begin casking all spent fuel as rapidly as possible ( there's about a 5 year lag for spent fuel to cool down from super hot to super cool after it is removed from a reactor core).

it is my sincere hope that sometime in the future , dramatic advances in basic physics take us so far beyond basic combustion and solar/wind nonsense ----that nuclear power doesn't even seem like such a great superior technology.

if that doesn't happen, we will eventually come back to nuclear power if we live in a growing world.  yet, there's coal and petroleum for centuries if we need it.

this is A FACT.

HOWEVER, ---THIS FACT does not mean nuclear power doesn't have legitimately amazing potential as a power source.

that said, the record on nuclear power being amazing efficient ---as many people correctly note----remains plagued by 2 major factors.

1) the need for beauracratic oversite over inherently dangerous fuel because the fuel is on its own POISONOUS and when weaponzed even more poisonous as a dirty bomb.

2) spent fuel is a MAJOR CONCERN THAT HAS NOT BEEN DEALT WITH.

now, many people who are conceptually pro-nuclear like myself will point out that not only do we have enough uranium for millions of years, but that if we ADVANCE OUR NUCLEAR TECHNOLOGY , WHICH WE BASICALLY HAVE NOT DONE FOR 40 YEARS-----that we may make huge gains . this is particularly the case if we develop technology to recycle and 'burn' depeleted uranium---which is simply the 'waste'  of the refining process.

if we could do that----in a reliable and safe fashion-----let alone do the same thing for the only other abundant fissionable material THORIUM------then we'd be lving in the fantasy world of near unlimited energy somewhat akin to the world of fanatasy where viable nuclear fusion power plants produce unlimited energy.

HOWEVER IN THE REAL WORLD-----there is not a single world government, and competing governments actually are looking for a source of weapons grade nuclear fuel that is reliable, and the ONLY SOURCE OF SUBSTANTIAL QUANTITIES OF SUCH A FUEL IS A NUCLEAR POWER PROGRAM.

so in the real world, the doe and american MIC and state department, along with eveyr other country in the nuclear club DOES NOT WANT THEIR NEIGHBORS HAVING A SOURCE OF THIS FUEL , I.E.. A NUCLEAR POWER PROGRAM. THE EASY WAY THEY ACCOMPLISH THIS IS BY MAKING IT TOO EXPENSIVE. IF THEY CANNOT DO THAT, THEY BOMB IT.

so , knowing this----MOST COUNTRIES ARE READY TO ACCEPT THAT nuclear power is not a wise financing investment UNDER REAL WORLD CONDITIONS. AND THUS, THEY ARE READY TO PURSUE OTHER MORE PROFITEABLE POWER SOURCES LIKE COAL OR NATURAL GAS.

----SO IT IS MORE THAN REASONABLE TO CONCLUDE THAT THOSE COUNTRIES DEAD SET ON NUCLEAR POWER PROGRAMS ARE FOLLLOWING THE SAME LOGIC THE U.S. FOLLOWED IN ESTABLISHING NUCLEAR POWER IN THE FIRST PLACE.

THUS-----------IRAN IS IN FACT PURSUING THE BOMB. AND JUST BECAUSE THE U.S. AND ISRAEL AND OTHER NATOINS MAY BE CONSIDERED HOSTILE EMPIRES AND LIARS , DOESN'T MEAN THE POLITICS AND REALITIES OF PROLIFERATION IN THE COMPLEX NUCLEAR JUNGLE POLITICS DON'T EXIST.

THEY EXIST. and proliferation has its own logic independent of you who you think are the bad guys or the good guys. it is the logic of POWER.

There are plenty of creative alternatives, from the purely physical, technological perspective. The PROBLEM is how does civilization develop different death control systems, AFTER the development of weapons of mass destruction. That PROBLEM is practically insoluble because the established systems have a core of organized crime, surrounded by controlled opposition. The history of socially successful warfare based on deceits and treacheries then became the foundation for financial successes based on enforcing frauds. Therefore, all attempts to figure out the economic rationality of alternative energy sources takes place using bent rubber rulers provided by fundamentally fraudulent financial accounting systems.

Atomic energy was primarily developed INSIDE of the established money/murder systems, based on the maximum possible deceits and frauds being the most socially successful strategies. Any and all attempts to imagine any alternatives run aground or flounder due to the practical impossibilities of civilization developing better death control systems, due to the ways that the established systems are based on the history of deceits, and they have surrounded themselves by controlled opposition groups which operate within the same frame of reference.

Any and all attempts to transform civilization to survive the progress in physical science should develop a political science which is more consistent with those those physical sciences and the resulting technologies. However, the existing systems are based upon ENFORCED FRAUDS, that get away with being socially successful by deliberately ignoring the basic laws of nature, because those systems are based on being able to back up lies with violence, which, of course, refuse to admit or address that, but rather "explain" everything they are doing with ridiculous bullshit, that worked because they could beat people up who did not agree with that bullshit, for generation after generation ...

Of course, atomic energy exists, and should be included into any system of alternatives. However, what atomic energy has actually done is inject an overdose of criminal insanities into the established social pyramid systems. The essential PROBLEM is that the crucial controls are the death controls, and no rational systems could be made and maintained without the death controls at their center, BUT, since the established systems are based on organized crime, surrounded by controlled opposition, that both have the maximum deceitful attitudes towards death controls possible, and so, civilization has become runaway criminal insanities.

Anyone who proposes any alternatives SHOULD propose what their alternative death control systems are, as the necessarily central feature of doing that.  Of course, the currently established systems do NOT do that, and therefore, it is practically impossible to imagine them doing that, since they would have to begin by admitting the degree to which there were systems of debt slavery, backed by wars based on deceits, and thus, all of the socially successful people had become proportionately successful by being professional liars and hypocrites.

SINCE WE OPERATE THROUGH FUNDAMENTALLY FRAUDULENT FINANCIAL ACCOUNTING SYSTEMS, THERE ARE NO GOOD WAYS TO EVALUATE THE RELATIVE ALTERNATIVE ENERGY TECHNOLOGIES.

The existing systems were that "peaceful" atomic energy was subsidized by the development of atomic weapons. That FITS into the overall ways that civilization operates as combined money/murder systems, which were socially successful by being based on the maximum possible frauds and deceits. Therefore, any genuine systems of alternatives energy sources could NOT be considered rationally outside of considering how to operate the death control systems inside of integrated, human, industrial and natural ecologies.

The current conclusions to the problems that human culture MUST operate some death control systems, but that the existing systems are based on the maximum possible deceits, while there is nothing publicly significant but controlled opposition groups which surround that, while staying within the same frame of reference of profoundly dishonest attitudes towards the death control systems, is that NEOLITHIC CIVLIZATION HAS BECOME RUNAWAY CRIMINAL INSANITIES.

Given THAT, any advances in physical science and technology only ends up making society become even more terminally sick and insane. However, that society is already so criminally insane that it is practically impossible to imagine any other outcome than for it to commit collective suicide. IF any systems of alternatives were to make overall sense, then the human energy systems would have to be integrated into the environmental energy systems, HOWEVER, the actual way that was done was that civilization developed according to the principles and methods of organized crime, which developed on larger and larger scales to become warfare, that made the sovereign states, whose powers were covertly captured by the best organized gangsters, the international banksters, so that their financial frauds would be enforced by governments.

The currently established systems have become globalized electronic monkey money frauds, backed up by the threat of forced from apes with atomic bombs. There is nothing but the MAD Money As Debt, backed by MAD Mutual Assured Destruction. Those make it practically impossible to imagine developing saner systems of Alternative Energies & Society Adapted to Them!

serotonindumptruck, I wish that I did not have to agree that your view appears to be by far the most probable one at the presen time.

That is why I apparently waste my time promoting social psychiatry, as a response to a criminally insane society, which has developed its intelligence in order to resolve chronic political problems by operating civilizations based on some people being able to use dishonesty and violence to control other people. Those double whammy flaws in the human species are the cultural cul de sac created by the triumphs of systems of legalized lies backed by legalized violence. It appears to require a series of political miracles for the human species to not commit collective suicide during the next Century of so.

As my previous comments above outlined, there could be nothing less than better death control systems which would enable a civilization to survive the development of atomic energy, et alia ... Such an achievement would have to be based upon a series of intellectual scientific revolutions, that applied to political science, and especially to militarism. However, at the present time, the traditional forms of militarisms, whose historical successes were based on deceits and treacheries, does not allow us to imagine any ways to develop better death control systems. Of course, while out-of-control war using weapons of mass destruction could cause the extinction of the human species relatively quickly, with not even the initial survivors being able still survive the consequences of that, after another Century or so, the basic "business as usual" is also killing off potential for life as we knew it on planet Earth.

Not only does is the real human ecology dominated by the history of warfare operating death controls through the maximum possible deciets, while those systems surrounded themselves by controlled opposition groups that stayed with the same frame of reference, the real political economy which was based upon that history does the same thing, through ENFORCED FRAUDS. The established monetary system, that appears to be able to make "money" out of nothing as debts, which can disappear back to nothing, when those debts disappear, is IMPOSSIBLE TO RECONCILE with the natural environmental energy systems, as well as also not consistent even with the basic scientific understand of industrial activities. The reasons we have FINANCIAL ENFORCED FRAUDS were the social successes based upon being able to apply the principles and methods of organized crime through the political processes, so that governments became the biggest form of organized crime, controlled by the best organized gang of criminals, which currently are the international banksters.

The current flaws in the human species are the paradoxical ways that civilization MUST operate death controls, BUT, those have been developed to be done with the most social success through the maximum possible deceits, and that included BOTH the established systems of organized crime (as bankster controlled governments) AND the controlled opposition around that core of organized crime.

The only theoretically possible resolutions to those real problems would be to develop better death controls, to back up better debt controls, so that the combined human, industrial and natural ecologies could develop dynamic equilibria which could be sustained and survive. However, at the present time, I would estimate that less than 0.000001% of the general population understands, much less agrees, with what I have written above ... Instead, "business as usual," namely debt slavery, backed by wars based on deceits, is going to drive debt insanities to provoke death insanities, so that civilization will probably commit collective suicide within the next Century or so.

In a 50 mile radius around nuc plants, the cancer rates are elevated.  The plants are all allowed to vent radioactive hydrogen.  There is nothing else to do with it.  The public is kept in the dark about that.

Then you have more spent fuel pools everywhere just simmering for decades.  Any long term loss of grid power and you have another fukushima.
