Pentagon "Loses Track" Of Equipment From $750mm Bomb-Spotting Program, Finds On eBay & Craigslist

The Pentagon lost track of sensitive equipment from a $750 million program to help U.S. soldiers spot roadside bombs — and some of it wound up for sale on eBay, Craigslist and other websites, according to a Navy intelligence document obtained by The Intercept.

 

The report went on to state that “more than 32,000 pieces of equipment were issued” under the program, and the items “are NOT for civilian use and are controlled under the International Traffic in Arms Regulations.” The devices went missing because the military units had poor control over equipment distributed to them, according to the intelligence brief.

 

JIEDDO has been heavily criticized over the years for expending large sums of money without attaining clear results. According to a 2012 report by the Government Accountability Office, JIEDDO had spent over $18 billion yet lacked an effective way to oversee its programs.

Another day, another example of the inconceivable incompetence of the U.S. government.

Just yesterday, I published a post titled, Can’t Make This Up – U.S. Providing Aid in Fight Against ISIS in Iraq Alongside Iranian Troops. Here’s an excerpt in case you missed it:

The U.S. has started providing Iraq with aerial intelligence in the stalled battle to oust Islamic State from Tikrit, drawing the American military into closer coordination with Iranian-backed militias spearheading the offensive.

 

Military officials said they aren’t working directly with Iran. But the intelligence will be used to help some 20,000 Iranian-backed Shiite militia fighters who make up the bulk of the force that has been struggling for weeks to retake the strategic city.

Quite interesting, since last I checked Iran was the most evil, horrific existential threat to humanity on planet earth.

However, it appears providing aid to Iran in Iraq and losing $500 millions in weapons to al-Qaeda in Yemen wasn’t bad enough. America had to put a cherry on top of it all by losing military equipment from a $750 million program, some of which ended up for sale on eBay and Craigslist. Can’t make this up indeed.

The March 12, 2014 document is titled “Diversion and Illegal Sales of Restricted USG Optical Systems” and is marked “For Official Use Only.” It lists 13 websites where the military equipment was listed for sale, including Craigslist, eBay, texasguntalk.com and sportfishermen.com, among others. “Items have been marketed as sporting goods; hunting equipment; bird-watching equipment and camping supplies,” the report notes.

 

The report went on to state that “more than 32,000 pieces of equipment were issued” under the program, and the items “are NOT for civilian use and are controlled under the International Traffic in Arms Regulations.” The devices went missing because the military units had poor control over equipment distributed to them, according to the intelligence brief.

 

The bomb-detecting equipment was provided as part of a larger program called RCOS/Keyhole, which was funded by the Pentagon’s bomb fighting agency, known as the Joint Improvised Explosive Device Defeat Organization (JIEDDO), and administered by the U.S. Navy.

 

JIEDDO has been heavily criticized over the years for expending large sums of money without attaining clear results. According to a 2012 report by the Government Accountability Office, JIEDDO had spent over $18 billion yet lacked an effective way to oversee its programs.

 

The Intercept found an eBay listing from Dec. 2014 for one of the pieces of equipment listed in the the NCIS document — the OASYS-BAE Systems Universal Thermal Monocular; it was listed for sale in Dec. 2014 for $6,000, with free standard shipping. Another item, currently listed for sale, is a CNVD-T Clip-On Night Vision Device Thermal System; it is advertised for $16,599.00 in “new condition!”

 

NCIS did not respond to email queries or a phone message requesting comment on the report.

Naturally.

JIEDO is a Boondoggle. They wanted at one time to create a "mechanical dog" that could sniff out bombs which led to the conclusion, by me, why not just use REAL dogs? I guess they would say that if they could figure out how to make the mechanical dogs they could be massed produced more quickly and cheaply than the real ones which are expensive and time consuming to to train. But instead of seeing a perfectly good system (a real dog) and spending money to get more of them (how many years woudl an R&D program to create a viable mechanical dog take versus just ramping up real dog production?), they wanted a high tech solution. DARPA is also workign on a Mechanical Mule which leads to the same question - what's wrong with a real one? Plus the real ones can generally feed themselves in most environments if they have to. A lot times people just throw common sense out the window.

The solution to the IED problem in Iraq was always tactical, but the US chased all kinds of fruitless high tech solutions and wasted lots of money that could have been better invested in things like more soldiers, or better yet, just refraining from going into Iraq in the first place, especially when there was no clue about the culture, no clear operation or strategic objectives, and no long-term idea or committment to do what was required to effectively occupy and administer the country. We just went in, wrecked the place, and marveled at how everything could possibly be so fucked up and disfunctional.

So way back when I was in the military, they use to have this thing called 'accountability'. 

Pretty simple. Someone loses any taxpayer shit and someone gets fired. Like the unit commander. That's how it should be.

Anything and everything the military uses is assigned to and signed for by someone - you don't just go in a big warehouse and load up your duce-and-a-half with toys and drive off.

Somewhere there is a signature on a form by someone that reports to an active duty military commander that accepted this equipment. Fire him, fire his boss, and then fire their boss and court marshall all of them - they lost tens of thousands of dollars of taxpayers equipment through negligence or incompetence. They don't deserve to be in the military and we don't need them in the U.S. military. If a logistics commander says he doesn't know where some of this went or who signed for it, then relieve him of duty and court marshal his ass as well.

Ask a soldier, sailor or marine what happens if they 'lose' a couple thousand dollar weapon during training - they'll shut down the whole goddamn base and search for it. The poor schmuck is finished in the military even if they do find it. $15,000 of thermal imaging shit that ends up on eBay? Yeah.... well. the Pentagon merely 'lost track of it'. Fuck that - let's see some senior officer's heads roll.

Using the 50 mm lens reversed, to make the macro function, and 20 inches from the girl's body begins to click.

 

The next day, however, after examining the images by the agency and by Decius, a new solution is required to Reinaldo to alleviate the excess of evidence as to what was represented. In the second photo shoot, here comes the new idea: put the marble between the rosy lips of the girl. Lips pursed form friezes that much resemble what they should look like, but in a more subtle way.

 

All eyes must earn a reissue on vinyl, scheduled to hit stores in early October. The LP back to the market as part of the series Classic Vinyl, the Polysom, which obtained license of Warner Music, Continental recording the collection of the heir to the resumption of the work.

I literally watched 6 public workers trade a mini-chainsaw back and forth to cut a few small tree limbs.  One would cut, the remainder would take turns taking it to the truck.  There were 3 trucks.  The foreman sat in his the entire time.  Over the course of a couple hours i'd say maybe a dozen branches no bigger than 1" diamter were cut.  Only other thing that was worse were the 3 guys that spent the ENTIRE day with rakes on an already smooth baseball infield.  And to think of the $1000's I sent these puke bastards every year at the threat of having my home sold if I don't.
