Arming for Riots Across America? Homeland Stockpiling “Less Lethal Specialty Munitions”

Tyler Durden's picture

Riot police of the Western world have recently come up against a succession of formidable threats. In Frankfurt for instance, German authorities were forced to square off against a legion of angry clowns who, in an effort to express their displeasure at austerity measures advocated by the ECB (which was at the time celebrating the completion of their new Frankfurt headquarters), set quite a few things on fire. Meanwhile, in the mean streets of Montreal, an “association of young communists” forgot to provide authorities with a protest itinerary, which led police to settle the matter with rubber bullets and sound bombs. Finally, in Quebec City, riot police were accosted by dozens of students who wanted, among other things, for the library to stay open longer, leaving authorities with no choice but to show protesters the meaning of “crowd control” via point-blank tear gas gun assaults. Here are the visuals:

Given that, and considering several recent contentious situations in Ferguson (Michael Brown) and New York (Eric Garner), it appears the Department of Homeland Security (via the US Customs and Border Protection dept) is intent on enhancing its ability to bring unruly crowds under control, so if you are a “less lethal” munitions supplier, you may want to check out the business opportunity the government has for you. Here’s the official summary:

U.S. Customs and Border Protection (CBP) intends to solicit responses to Request for Information (RFI) 20082225-JTC for Less Lethal Specialty Munitions (LLSM) for use by the Department of Homeland Security (DHS). CBP is interested in incorporating commercial and industry practices that support this type of procurement. To accomplish this, CBP intends to make industry a partner in all facets of the acquisition process, specifically by considering existing market capabilities, strengths and weaknesses for the acquisition of this commodity. Responses to this RFI will allow CBP to incorporate industry input into the initial stages of the procurement. Note: RFI responses will NOT be shared with other industry suppliers and will solely be used as part of the procurement planning process.

In case you’re wondering what types of munitions Homeland Security is looking for, here’s a list: a variety of smoke canisters, an assortment of crowd management projectile cartridges, controlled noise and light distraction devices (Batman may also be looking to purchase some of these), and the always useful “ferret rounds,” which, for those unfamiliar, will blow apart any barriers protesters may be hiding behind and upon impact, will introduce chemical agents into the surrounding environment.

How all of this is useful for "border protection" we don't know, but for a more detailed breakdown, you can read the entire list below. There's also a helpful summary courtesy of SHFTPlan.com:

LLSM Item Requirements (Rev 1) 4-1-15 (1)

You're right that what Obama is dishing out isn't working for the lower 95%.  But it's Fascism, not Socialism or Marxism.  Obama is advancing the merger of corporate and state power, while pursuing foreign wars to seize control of the trade and resources of other countries.  Sure, there are some handouts at home to pacify those who might otherwise cause trouble.  But there's no handing over the means of production to "The People."  And no Socialist or Marxist would ever have bailed out General Motors, Wall Street, or the Health Insurance industry.  Actual Socialists and Marxists hate Obama more than any Conservative.

Unfortunately, Americans don't seem to mind the concept or word "Fascism."  And Obama's organized opposition also favor the merger of corporate and state power; they just favor Energy over Finance.  So they call him a "Socialist" and a "Marxist" because Americans don't know what those names mean but they know they hate them.

They dont cause trouble in their own neighborhoods, although, you do have to pick your elites carefully ! look at dresden, there were 13 empires at the start of ww2, dresden was the home of one, princes had fixed it up for many years, people thought they would be safe there, but, that empire was one of the 3 eliminated, and dresden, after it was chock full of empire toadies, was firebombed. Oh, those rascally elites, like sauron, the power is only going to be more concentrated. rare planet, taken over by fake royals.

I was in Palestine in December and trust me, “Less Lethal Specialty Munitions” are no fun. Being with children as they were tear gassed and hit with flash bang grenades and the occasional rubber bullet (a lead ball coated in rubber actually) was not what I'd call a benign experience. That DHS is embracing Israeli military methods is no coincidence. The two countries want nothing more than to subjugate "their" people into 100% compliance by any means possible including the use of "less lethal" weapons.

“And how we burned in the camps later, thinking: What would things have been like if every Security operative, when he went out at night to make an arrest, had been uncertain whether he would return alive and had to say good-bye to his family? Or if, during periods of mass arrests, as for example in Leningrad, when they arrested a quarter of the entire city, people had not simply sat there in their lairs, paling with terror at every bang of the downstairs door and at every step on the staircase, but had understood they had nothing left to lose and had boldly set up in the downstairs hall an ambush of half a dozen people with axes, hammers, pokers, or whatever else was at hand?... The Organs would very quickly have suffered a shortage of officers and transport and, notwithstanding all of Stalin's thirst, the cursed machine would have ground to a halt! If...if...We didn't love freedom enough. And even more – we had no awareness of the real situation.... We purely and simply deserved everything that happened afterward.” ? Aleksandr Solzhenitsyn

There is a DAMN good reason the word "than" was taken out of "Less Than Lethal"

There will be the inevitable death from this kind of force.  But with the world than taken out....family members of the deceased will have no right to sue the goverment or the munitions manufacturer because the implication will now be that lethality is still a possibility.  Language that includes the word than would imply that the munition should not kill when used properly....or designed properly.  Which of course would open up lawsuits.

Weasel lawyer language to cover the asses of government and manufacturers.   Nice.

My friend, America was never a 'free state', that is but a myth.

Your 'Founding Fathers', your military, political  leadership in the revolutionary  were Elites themselves; they wanted to Lord themselves over their current countrymen as much as the English Nobility was Lording over them.  They were all slave owners; in fact Thomas Jefferson (who mated with his own slaves) stopped the slave trade,  their importation  to America in 1808; this was  was not a moral law but was essentially a trade barrier to aid his own state, Virginia, economically.   Virginia was by far the most vibrant economic state at that time and had huge inventories of bred slaves.  By cutting off the international slave trade, other Americans needing slaves for their expanding plantations had to purchase their slaves from Virginia.

It was a miracle that the Revoution succeeded.  The rebels got lucky.  The very able Hessian mercenaries would have whipped the American army early in the campaign, but they were not paid by the English crown and so , basically, they ' worked to rule'-with low morale they were ineffective.  Without the French navy and their leadership, especially Lafeyette, the uprising would have been crushed.  The rebel leadership was exceptionally crafty and intelligent-the founding fathers were probably some of the best minds in one place since Periclean Greece (c. 450 BC).  Most of them knew their Latin, some of them knew their Greek too.  A real contrast to the monkeys leading America today.

Anyways, what they did was extraordinary , a fluke, probably never to occur again for hundreds of years.

Today, especially in the the US, everyone is a slave with about 10,000 or so (percentage?) that have Get Out of Jail Free cards.  With their technolgy, Fascist laws, bought and paid for politicians,  comprehensive spying, unlimited artillery, ammunition, non educated dummies for citizens , sufficient bread and circuses (EBT's, iGagerty,Kardashians, sports teams) the chances that Americans can successfully rebel against the 'man' are exactly 'nil'.

And you do not understand humanity and why the cycle always repeats.

To ignore and be absent in the face of evil, is to allow and even endorse the evil to occur.

One bad, rotten fruit, spoils the bunch. It does not matter that you did not participate. In absence, you did participate by letting the rot grow. If you were a farmer or even a gardner, you would know the basics of that.

I am an extreme conservative which shows you know very little. I am extremely anti government. And if you have followed my posts, you would know I blame government over banking for most of our problems.

I am speaking to reality which you aren't.

While you state about an entire country where the majority of people are armed, can you state with fact how many of those people are prepared for gorilla warfare? For  example, let's look at the population of senior citizens. Are they prepared to fight in the streets? Do they have long arm capability or do they have a simple revolver for self defense? There is a big difference. Did you know there are over 40 million senior citizens. Do I also need to mention that the majority of them are drug dependent and also medicare/SS dependent? How many of the other segments you depend upon for your facts aren't really battle ready? Is that soccer mom with a pea shooter in her purse part of your numbers? How many of middle class are ready to fight? I can see that IT computer nerd saving you now.

You don't send men into war to invade with a pea shooter. You send them in with the arms to kill enemies at long distances - you give them rifles with the back up of bombs.

Is all lost? No.  But it will be OUR sacrifice. We will die for the next generations. That will our burden to bear for allowing this monstrosity to grow as it has. I won't endorse or make a silly post that suggest that in a few years the establishment will fall, all wrongs will be righted, the corrupt will be punished, the people will finally be free just because of a reset. That sounds more like God's job and I am just one man.

I seriously doubt it. It hasn't even surpassed its 2001 peak.

If you haven't figured it out, which I surmise from your post. The  dollar continues to rally forcing the weaker hands of those that committed to much to PMs and other hard assets to sell.

Mass unemployment, much more then we have right now. Even those that think they are somewhat prepared, including myself, get caught off guard. All of a sudden even these preppers can't pay their bills. Yea, they got food, guns, ammo and PMs like I do, but they can't pay their bills.

Government comes after you for taxes whether it is income or property or whatever made up tax or just because they label you a terrorist. You get in a fire fight against larger numbers with stronger fire power and you die. Government confiscates your guns, ammo, food and PMs.

Dollar only dies when the US military can't defend its homeland and interests from foriegn nations which is yet to be seen. Yes, we see many rumblings of a new world currency and new world bank. But it has yet to manifest itself into a real face to face confrontation. Right now its all a bunch of side bets like the Ukraine or Greece or whatever. It will happen, but it is years from now in my opinion.

Right now, deflation will run its course and force this eventual collapse you are prepping for. Frankly, I wish to be on an empty island and wish the world to fuck itself without me.

Yup,

And let's examine most of my predictions thus far.

Most commodities will go down. +

The dollar willl rise +

Deflation +

And those predictions were about a year or so before it happened. I have even gone as far as predicted that beef would top this year (because it is grabbing headlines and people are bitching about it as though they have a right to beef). I and mention beef because I battled inflationist that just didn't get it. So now they grab beef as their last hope. It's kind of like when I debated against peak oil and global warming. They take a single story to explain their entire theory and disregard the overwhelming facts around them.

At the same time I also stated I do hold some PMs. I do hold ammo. I also own severl firearms. But I am being realistic about what I can do with those assets. Despite my ammo and rifles and pistols, I can't hold off a government swat team. Be real.

The only thing I have had to come close to apologize for is not agreeing that PMs were being manipulated. And I admitted I may have been wrong on that. Other then that, I have been about 100% correct.

Deflation in no way (ironically) argues against hyperinflation. Hyperinflation often follow deflation as the response of the printer to overvaluation of a purely symbolic fiat currency.

Sat, 04/04/2015 - 13:32 | 5958872 sessinpo

Yea, and a study was done, admittedly by CATO and you know what common denominator I discovered. None of those 56 recorded incidences of hyperinflation (including Weimar or Zimbabwe that inflationist LOVE to mention) were world currency reserves.

In other words, hyperinflation occurred in specific places because of certain imbalances they had in relevance to the rest of the world.

But in instances of a dominate currency or world reserve, something different happened. Which was...

The world currency rallied and grew in strength as long as that nation could defend it militarily. So did it happen with the Romans, thus it will happen to us. Once that military dominance peaked, thus so did its currency. Pure logic.

Here is a reference to that study.

Who knows if any of the WW2 narrative is true. Look at the lies and schemes that have been cooked up just in the past 20 years by the New Bolshevik demons. 9/11 and the tens of millions of civilians slaughtered in order to bring in the greater israel fairy tale. Now they created ISIS to slaughter people in Syria and other middle east land that stands in the way of the fairy tale.

The Germans stood up to the Bolshevik cancer that was spreading and tried to stop it. The holohoax narrative is a crystal clear fraud for anyone with an above room temperature IQ. If the Germans, being as efficient as they are, had the intention of wiping out the jews, they would have done it. Period. The Red Cross documents show that approx. 200K jews died in the labor camps, most of starvation towards the end of the war when most of the Germans were also starving. All else is hollywood created fiction to reinforce the "need" for israel. All f'ing BS.

Pretty interesting. Once they piss off the academia population the NWO banksters will be totally fucked. The dinosaurs like Noam Chomsky will stop protecting the corporate oligarchs that have taken over America (through his disinformation about his "American Empire" not unlike Nial Fergunson's disinformation) and intelligence will rapidly move in to back the revolution against the banking system that is funding world terrorism and wars. Looks like it is finally happening. I sat in a class this week with 22-27 year old philosphy, mathematics, physics, English, chemistry majors at UCLA and shot the shit about the future. Very quickly the conversation focused on banksters and "algo trading."  People are smarter than you think. What is most interesting in the class is that almost all of the students were of different nationalities. This will be a world revolution against the current monetary system.

Its difficult to get a sense of how widespread viewpoints like that are with how much our propaganda machine has grown, particularly in the last year or so.  Its getting harder and harder to find articles and sources that youve read and know exist. Try finding an article on a reputable site about Obama acknowledging our involvement in Ukraine shortly before the democratically elected govt was overthrown.

Its small stuff too.  I was having a conversation about Obama campaigning on supporting gay marriage in 2008 a while back and the person I was speaking with said that wasnt true so we googled it.  In the end it turns out I was right, but it was extremely difficult to find anything because his PR team has pushed a story through all media channels that he was publicly against gay marriage back then for political reasons but it ate him up since he was truly a supporter. Anyone who was literate or followed the news in 2008 knows that isnt true but good luck citing your knowledge.

Its just like the great firewall of China and the tiananmen square. I can only hope the rank and file employees that were 'just following orders' get their fair share of the coming suffering.

Funny story about Montreal. Policemen wearing stickers protesting cuts to their ridiculously generous benefits were witnessed beating the shit out of anti-austerity protesters with their truncheons. Austerity, again, is only for people who can't kill or cripple other people with impunity.

Even by north American standards, Quebec cops are generally agreed to be shockingly thuggish. Trust me, any politician serious about austerity in Quebec would be taken out by Montreal's finest or the Sûreté du Québec in a heartbeat.
