I have often wondered this. There is no way to stop large scale attacks if one wants to harm others in our "free" society. I believe the threat is real but not to the extent that we are told.
The only way to sell the annual military budget to the US people is through the persistent threat of terrorism on US soil. Even though the statistics say that the average US citizen is 100 times more likely to be shot and Killed by a police officer than to be a victim of a terrorist act.
After Russia was taken down / neutralized in the 90's they had to have a boogey man to justify the national security state complex.
