Houston "Police Officer of the Year" Indicted For Trafficking Weapons For Los Zetas Drug Cartel

Tyler Durden's picture

Submitted by Mike Krieger via Liberty Blitzkrieg blog,

What’s so shocking about the story below is not that a 20-year veteran of the Houston police force, who was previously named one of the “Officers of the Year” by the Officers Union, was trafficking weapons for drug cartels. What’s shocking is that he was actually indicted and faces life in prison. He should’ve worked for a federal agency like the DEA or TSA, in which case he might not have even been fired. For example:

DEA Agents Caught Having Drug Cartel Funded Prostitute Sex Parties Received Slap on the Wrist; None Fired

TSA Agents Caught Gaming System so Male Screener Could Grope Attractive Passengers; No Criminal Charges Filed

We learn from KPRC 2 News in Houston that:

KPRC 2 News obtained secretly recorded video that federal agents say shows a veteran Houston police officer providing assault rifles and information from an HPD database to a FBI informant posing as a drug trafficker. The video is part of federal investigation of HPD officer Noe Juarez.

Juarez was arrested last week after he was indicted in New Orleans for conspiracy to distribute 5 kilos or more of cocaine.

Federal agents say for years Juarez supplied guns, bulletproof vests, cars and police intelligence to members of the Los Zetas drug cartel.

Both video clips were recorded in the parking lot of the now defunct “El Chapparel” club where Juarez worked off-duty as a security. One clip recorded in March 2011 shows Juarez in uniform allegedly delivering two assault rifles to a government informant investigators say he assumed was a major drug trafficker. The FBI alleges Juarez received a total of $4,500 for the guns and was told they were being shipped to Mexico.

Federal agents said Juarez later supplied ammunition, magazines and pepper spray. Court records document a total of eight assault rifles or pistols linked to Juarez that found their way to drug dealers.

A second video, recorded in July 2011 allegedly Juarez providing the informant information about two license plate numbers he allegedly ran through the HPD database at the request of the informant. Agents say Juarez was told the plates belonged to people who owed $800,000 in drug money. In the video, Juarez supplied a name and address from one of the plates, allegedly in exchange for $500.

Juarez is a 20-year veteran of the Houston Police Department, and in 2009 was named as one of the Houston Police Officers Union’s Officers of the Year for his work with the Central Division Tactical Unit.

In the event you haven’t exceeded your police shadiness ration for the day, did you hear about the Arkansas attorney who claims local police installed malware on his computer because his clients are whistleblowers? You can’t make this up. From Arstechnica:

An Arkansas lawyer representing current and former police officers in a contentious whistle-blower lawsuit is crying foul after finding three distinct pieces of malware on an external hard drive supplied by police department officials.

The hard drive was provided last year by the Fort Smith Police Department to North Little Rock attorney Matt Campbell in response to a discovery demand filed in the case. Campbell is representing three current or former police officers in a court action, which was filed under Arkansas’ Whistle-Blower Act. The lawsuit alleges former Fort Smith police officer Don Paul Bales and two other plaintiffs were illegally investigated after reporting wrongful termination and overtime pay practices in the department.

According to court documents filed last week in the case, Campbell provided police officials with an external hard drive for them to load with e-mail and other data responding to his discovery request. When he got it back, he found something he didn’t request. In a subfolder titled D:\Bales Court Order, a computer security consultant for Campbell allegedly found three well-known trojans, including:

  • Win32:Zbot-AVH[Trj], a password logger and backdoor
  • NSIS:Downloader-CC[Trj], a program that connects to attacker-controlled servers and downloads and installs additional programs, and
  • Two instances of Win32Cycbot-NF[Trj], a backdoor

“Additionally, the placement of these trojans, all in the same sub-folder and not in the root directory, means that [t]he trojans were not already on the external hard drive that was sent to Mr. Campbell, and were more likely placed in that folder intentionally with the goal of taking command of Mr. Campbell’s computer while also stealing passwords to his accounts.”

Surely there will be an investigation into the matter and we’ll get to the bottom of this, right? Wrong.

Last September, Arkansas State Police officials declined Campbell’s request that the agency’s criminal investigation division probe how the hard drive sent to Campbell came to be booby-trapped. “The allegations submitted for review appear to be limited to misdemeanor violations which do not rise to a threshold for assigning a case to the CID Special Investigations Unit,” the commander of the CID wrote in a September 29 letter declining the request. The prosecuting attorney for Arkansas’ 12th Judicial District has also declined Campbell’s request to investigate, saying the district doesn’t have the technical resources to conduct such a probe. The prosecuting attorney went on to say the US Justice Department may have the legal authority to probe the matter.

More of that famous American justice for ya.

It is a well known fact that the USSA is the worlds largest illegal drugs distributor, working with the Taliban, for example, to protect poppy fields and export Opium for conversion into Heroin.   In addition, the USSA is responsible for most of the worlds Cocaine production and sales.

Proof? Google is your friend. Start, for example with opium production figures out of Afganistan since 2002 and watch the trend.

So Eric Holder's Fast and Furious gun running scam really does work after all.

It catches FBI agents, ATF agents, and police officers running guns to Mexican drug cartels.

A scheme hatched in order to violate and deny our 2nd Amendment right.

Fast and furious is just the tip of the iceberg.  How much would you bet federal agents are actually choosing sides in the mexican drug wars, and taking their cut for the "preferred vendor" to sell to the US market under their protection?

"Friendly" drug lord narcs on "bad guy" drug lords.  Feds arrest bad guys, while allowing friendlies to import their drugs.  Feds get to look good making arrests, while pocketing their share of the profits.

Because cops become cops so they can do this shit and hide behind a badge?  Firefighters become firefighters because they might actually have some integrity and honor?

Thu, 04/23/2015 - 14:32 | 6023056 drdolittle
drdolittle's picture

Firefighters become firefighters because the job's way overpaid with great benefits and 20year retirement on the city (ie your) dime. They don't harass, kick and kill you though and their extortion is much less and much less in your face, plus more predictable than the PDs. They're generally not bad guys but get paid a lot to do  a lot of jack shit.

Thu, 04/23/2015 - 15:13 | 6023215 El Vaquero
El Vaquero's picture

Firefighters are like a cult.  I don't mean that in a bad way, but they are seriously into what they do.  They view eachother as brothers and get emotionally upset when one of them 1,000 miles away who they didn't even know dies.  (This is why firefighters hating AFD is so odd.  There is a problem there.)  They get paid alot and a lot of their shifts are either busy work or cooking contests, but when they do have to roll into action, they actually do some good, so I'm not going to harp on them too bad.

Thu, 04/23/2015 - 13:19 | 6022750 El Vaquero
El Vaquero's picture

Because firefighters on occasion help people and they generally don't kick in people's doors and shoot their dogs.  Note:  Albuquerque Fire Department is not beloved.  AFD and APD hate each other (yes, Albuquerque's government services are that fucked up,)  and AFD won't save a house even when doing so involves minimal risk.  Surround and drown.  Even other firefighters don't like AFD, and if you know any firefighters, you know that's like saying that oil and water readily and easily mix.

Reminds me of the sad,, but hilarious condition of a friend of mine's wife.

My friend is a gun and badge thug. He really doesn't like what has happened to his profession in the last 25 years, though I would go MUCH further back than that.

When we first became friends his wife tolerated my views on the thugs and their behavior. I think that she thought that I was a crackpot, but as the years have come and gone, and my prognostications have become true, she has become defensive. She often writes on Facebook, and elsewhere, missives defending the thugs and their latest misdeeds. At first it was maybe 3 or 4 times a year, but now it is 3 or 4 times a month. She can't keep up, and has grown more defensive as public opinion has turned against the thugs.

Sad, but funny too.

one of the “Officers of the Year” by the Officers Union,

What more needs saying? Case closed.

In the past, going all the way back to New York City's founding police systems, cops have been corrupt, read some history about police and New York City. The level of corruption was epic. The cops shook down the crooks for money to allow the crooks to operate freely. Killings by police were all covered up by cops and courts. If you were an elite, then the Cops were your servants, if you were normal, you tried to never get near a cop.

I expect that today, cops are not much more honest. What is different now is that local cops now are part of the national security state, and operate as killers of any dissent.

The reason he was indicted is not because he was selling weapons to Zetas, but because of his stupidity.

If he had been employed by the Department of Justice (or gave the agency a cut of the action), he would be assistant Attorney General by now; or, at least a gopher for the AG.

If they actually prosecute and convict him, he’ll while away his days until it’s time for members of the ALLIANCE (among Mexican and Columbian drug cartels, Chinese Triads, Red Army, Chinese communist party and several other world-class criminal organizations) to staff the Department of Homeland Security, which is modeled after French Committees of Terror (1792-4), the Judeo-Bolshevik Cheka (and its successors), and the Nazi Schutzstaffel (SS); all of which were designed to protect criminal and useless classes from their victims; that is, to suppress those who ask too many questions, or show a trace of intelligence, sense of justice, or independence.

The American Israel Public Affairs Committee (AIPAC) is also involved in the effort to indoctrinate the U.S. law enforcement community. Its website’s Homeland Security Monitor chronicles numerous meetings between Israeli intelligence and police officials and their U.S. counterparts, to include numerous trips to Israel to learn from the masters of the craft about various aspects of security, including controlling borders and airports. Even firemen have made the journey, presumably to learn how a fire in Israel differs from a fire in the United States.

Ironically, American law enforcement and emergency services are every bit as capable as those in Israel and really have nothing to learn. The difference in practice is that Israel uses extensive profiling to identify threats, which means Arabs are regularly stopped and questioned. Exposure to that dubious technique is often paid for by the U.S. taxpayer as much of the travel to Israel is funded by the Department of Homeland Security (DHS), which provides billions of dollars in training grants to cover the expenses. Marc Kahlberg of International Security Consulting offers a package that is called “Eye of the Storm.” He promises “an exclusive learning tour into the heart of Hebron. You will have the opportunity to see first-hand how the police there are dealing with a daily volatile situation. You will feel the adrenalin, but be completely safe and will be the guests of the Israeli Police Commander.” As Hebron is the largest Arab city on the West Bank with a population of 250,000 that against its will hosts an illegal Israeli settlement of 1,000 protected by the police and army, it promises to be an interesting experience.

New York City’s unconstitutional “stop and frisk” police activity is a preemptive doctrine modeled on Israeli counter-terrorism practice and it should be no surprise that the New York Police Department has an overseas office in Tel Aviv.

20 year veteran? So we can assume he's been doing this for 20 years? What a surprise. GET RID OF COPS AND ARM THE PEOPLE.  Cops are criminals. Cops are agents of a corrupt state enforcing illegitimate "laws" created by treasonous "lawmakers".  Cops work for the banks collecting revenue and lying and brutalizing people.  Cops are a blight and a parasite on society.

Does this really matter.....the ONLY thing that matters is the 18+ trillion in stated debt and the 4 tillion we spend each year.  Absolutely nothing else matters for the next 2 years.  That should be the only thing discussed at all at all times.

kinda like blaming white people for slavery

and ignoring the 100 thousand white people who died ending it - drafted (an even worse form of slavery where you get killed or maimed).

a bunch of boomers i know ended up:

a) paying for aging greatest gen parents (and paying two times)

1 SS and medicare used by the greatest for which the boomers paid the bulk

2) direct care in time and money of handling end of life humanely for their parents

b) overinvesting in millennial gen children who turned out to be duds - as investments anyway

-----------

these boomers did this by exhausting their savings including theequity in their homes, something that the greatest gen would never do - instead lots did reverse mortgages leavng messes for their boomer kids.

and you feel fucked in the ass?

My parents were early slient generation.

Used to walk to elementary school.

I was supposed to stop by friend's homes on the way, and pick them up so we could walk together.

Used to help them make breakfast for the younger siblings, while Baby Boomer mom was laid up with a hang-over, and baby-boomer dad was laying in the living room in a puddle of his own piss, passed out.

Every morning.  More than one friend like this.  Baby boomers were very different from those before or after.

JUST LOOK AT THE CLINTONS and OBAMAS !!!!!!

Cry me a river.

You can damned well count on it that he is the fall guy, the tip of the iceberg.  Some podunk cop doesn't do this shit all on his own.  Let's see how far up the thin blue line this travels.

"...named one of the “Officers of the Year” by the Officers Union..."

Allowing cops to unionize is probably the #1 reason for out of control law enforcement that we have today. They have the same mentality as Teamsters or UAW members with added benefit of being able to kill you if they feel threatened by you.

+1000.   Greatest mistake ever.  In fact no public 'servants' should be allowed unionize.
