When they really do decide to pull the trigger -- pardon the pun -- on this, I suspect that we'll see the VIPs relocate prior to the events. If a bunch of TPTB people in congress suddenly pull a Putin-like disappearing act, I'd be very alarmed. It makes the most sense for them to do this when nothing is in session and everyone is on "vacation." That also makes is easier to justify using executive action rather than congress as well.

Be careful, there may be an influx of Californians looking to trade one desert for another.
The influx of Chinese and Indians is a counterweight to religion of peace immigrants who flock to welfare handouts.
The current government has slowed the inflow of the latter by turning around the boats they used to enter Australia illegally, but those who are here breed like cockroaches, helped by numerous welfare scams that we are too PC to stop.

According to Wikipedia, London's pop is 17times as dense as Perth, Western Australia. Perth has a pop of 2million. So just to get Perth on the same level as London we'd need over 30million people to move here.Then do a similar thing with the other cities and towns and you easily hit 200million.
I've been to London and it is not overcrowded unless you go to one of the tourist spots.
I didn't know you were looking to create London Down Under, but I suppose that I have a different comfort level of population density. I always thought one of the most attractive features of Australia was its wide open spaces.

Canada (who seems to be important for a lot of American commenters) is already in the list and it is not the only additional countrie.
The big one missing are:
Total of these agreements cover 3,143 billions RMB - about 500 billions USD. It's a lot but in the meantime, in 2012, WTO estimates the world mechandize trade amount to 44,710 billions USD and 87% of transactions in Fx in 2013 were in USD.
Conclusion: De-dollarization is far from being done yet but a lot of people and countries are already working on it. USA have clearly lost the confidence of many major players in the world and the rest of the world is building an alternative system leaded by China.
