Racism, it seems, is not only alive and well, but worse than it has ever been.
Or is it? Could it be that most Americans, regardless of the color of their skin, are perfectly fine having people of other races as their friends, neighbors and colleagues, and that certain people in positions of power are using their influence to manipulate the masses?

It doesn't matter how politically correct basic training becomes, nor the degree to which suppression of the individual is inculcated during basic training. Upon graduation, the soldier/airman/seaman/marine will spend the remainder of his or her enlistment acquiring personalizing materials anyway (entertainment gear, clothing, tattoos, furniture and household appliances, transportation and recreation equipment, et cetera).
The military man or woman can retain all the individuality desired so long as he or she gives one thing back in return: UNQUESTIONING OBEDIENCE. And I don't think the American military leadership is too worried about the pliability of their future charges. The vast majority of enlisted trainees are extremely young, naive, gullible, and are already programmed under the America-is-the-indispensable-nation paradigm. Usually they come straight out of high school, with maybe a year or two of college. They've spent the entirety of their adolescence consuming corporate media entertainment and programming, and have undergone such extensive indoctrination through their school systems and churches that their nationalistic bias is already built-in by the time the drill instructors get their hands on them. Critical thought, which would bring down the reigning plutocracy if allowed to spread throughout the population, is systematically rooted out by the time the voting-age citizen is ready to participate in empire. When something like 9/11 happens, the young American doesn't think to ask, "Who did this and why?"; instead, he or she already knows, "The ragheads did it! Let's nuke their inferior asses back to the stone age!"
"Insignificance of the individual" is an outdated construct with respect to the engendering of obedience among new recruits. As long as our youth continue not to question American imperialism, they will consume whatever propaganda The State is peddling... and they will obey.

The 'melting pot?' There never was a melting pot. Our American social landscape is a 'cultural mosaic,' not this mythical melting pot. Vietnamese neighborhoods might border Korean neighborhoods, which in turn might border Iranian or Russian or black or Mexican neighborhoods. But, as in a mosaic, where the tiles have contrasting colors with distinct edges and strips of grout separating them, the illusion of a blended multi-ethnic theme can only be interpreted from a great distance. Up close, the observer clearly sees the lines that divide, and the sense of a larger unified image is lost.
There is a tiny fragment of the population that is open to interracial coupling, but this is no indicator of broader cross-cultural integration. Since its popularization shortly after the turn of the 20th century, the melting pot metaphor has remained a fictional depiction of assimilation that has never come to pass.

Running from a traffic stop, robbing a store, then fighting the police to escape arrest, maybe try to grab the gun, hiding a weapon that was not detected in a search, then escaping the hand cuff's then using the gun to shoot police from inside the back of the patrol car. Then end up getting killed.
Charging an officer after robbing a store is a real good example of creating a situation in which one put ones self in maximum position to become a target. Maybe buying the merchandise like everyone else does would have led to a situation not being created, therefore requiring zero police interaction, resulting in no loss of life because no initial crime was committed.

Now you're getting closer to the heart of it. The $64,000 question (that dates me!) is why do blacks live in such poverty? I still have not heard a good answer to this question, and I've been thinking about it for decades. Blacks live in the same political sphere as the rest of the races. Criminals are active everywhere, and at all levels of society. These criminals are looking to steal from anyone they can; they don't care if you're black / white / green or purple. Why is it that blacks - who according to the legal code have all the same rights as anyone else, and then some (affirmative action) - are still at the bottom of the barrel? You can say it's because of their history (and thus the fault of whites), but look at how the Chinese laborers in the west were abused during the railroad era, and yet their kids are now dominating the highly paid technical professions. Someone please tell me a non-racially-based explanation that makes sense for black underachievement? I genuinely don't understand why their race (statistically, though certainly with individual exceptions) seems incapable of moving off the bottom rung of society.
Education and illegitimacy. There are no guaranties in life, but if you get an education and have two parents around (older than 16), you sure have a better chance of climbing the ladder.

A lot has to do with your parents and the shame of letting them down. If your parents were poor and uneducated, you are more likely to be too. If your childhood friends were also poor and uneducated, your own lack of education or poverty does not shame you into improving yourself.
Thus as blacks were once poor and ignorant slaves, their average descendants 5 generations later ought to be at least poorer than the average white.
Public schools were supposed to solve this sort of problem by giving everyone a common education regardless of whom your parents were, but public schools cannot induce the feeling of shame that comes with seeing yourself left behind your more successful friends and relatives!
Blacks in ghettos fare worse because they have limited exposure to the outside world and thus less opportunities to feel shame for their conditions. It reminds me of the north koreans, locked in a bubble and ignorant of how good it is outside, comparatively speaking.
This sounds something like a "founder effect". If the cultural founders of the population (in this case, the slaves brought here from Africa) had certain attitudes, those attitudes propagate downward into the descendants. This seems as close as possible to an explanation in the US.
But it doesn't explain the lack of independent "development" in most of sub-Saharan Africa.
On the other hand, I put development in quotes because I'm not convinced that western society, which we use as the benchmark for "development", actually leads to a happier population. What if all this advancement is really just spinning our wheels? We have a lot of new toys, but are people really progressing, or are we just more conveniently entertained and withdrawn from the work and struggle which gives human life meaning?

This is nonsense... if we can take DNA/sperm samples and preserve genetic diversity, then your argument merely boils down to stimulating a few folks before you kill them. Essentially you're saying that you don't want to come out and say you agree with eugenics, but here's a temporary (at best) excuse for delay of your decision proper.

The ethics would be worked out by congress... somehow with the consent of condemned men. What you mean is morality. Killing someone for the convenience of being able to lead an easier life or having more resources at your disposal probably doesn't pass muster under any moral code, spanning every religion and belief system.
The other issue is of practicality. If society is a giant sifter, designed to ensure that certain people stay at the bottom, then how is this any practically different than eugenics? The only difference being that with the former, people can linger under the impression that they're not trapped, with a sufficient amount of denial. Hell, you could probably even make an argument that eugenics is more humane in many instances. Fortunately or unfortunately, that is not our call to make.
If only it were that simple. Natural Selection simply does not apply to societies with the technological means who act to mitigate it. In fact humans have taken artificial selection and negative selection to extremes Darwin and Spencer could barely have imagined, both in biological and social development.
Since resources are scarce, decisions must be made as to how best to allocate those scarce resources, regardless of whether one is discussing healthcare rationing or $18,000 per year per student for edumacation in Baltimore.
Most people assigning blame seem not to be identifying root causes of problems or "undesirable" traits, but merely populations which they perceive to display the "undesirable" traits which lead to problems (a literally Medieval and centuries outdated understanding artificial selection). Furthermore, they often seem to believe that by simply removing said population from society, that society would be better off for it.
So, to a single out a group that loves to revel in being singled out- let's look at the Jews. Some people, for whatever reason(s), like to blame them for many of society ills. Today, the simple fact is we can identify over 99.9% of Jews in America with over 99.9% accuracy without ever leaving the office or alerting Society to that action. It could even be done without ever using the word "Jew" in an algorithm, albeit at slightly reduced accuracy, but still an order of magnitude more efficient than anything Hitler realistically hoped to achieve. Armed with that information- Jews could be effectively removed from society, using various levels of incentive, coercion, oppression, if Society so chose or allowed (and those methods can much more subtle and slow acting than a firing squad). But since blaming the Jews, or eliminating the Jews, or even eliminating the neo-Nazis who want to eliminate the Jews... is not going to actually solve the problems of Society it's really a counter-productive exercise.
The problem is that the State is not monolithic, just like Society. So if Society doesn't understand or even discuss what Society's values are, as well as what values and traits is seeks to incent and increase in Society, or what values and traits Society should seek dis-incent and reduce- then Society will never achieve real progress, and elements within Society can use the State to achieve their limited and perverse notions of Progress!®.
Society ignores the root causes of its own decay and thus devolves into idiocrisy, which in turns makes curing the decay of Society either more difficult or more unpalatable. In the mean time, we all sit around and effectively sing Kumbayah while blaming the Blacks, the Jews, the Rich, the Rednecks, or the Aliens (illegal or extra-terrestrial) and pretend the leak in the Titanic is going to fix itself. Or that the government will fix it for us... but to paraphrase that titan of intellectualism Gerald Ford - a government that is powerful enough to destroy your enemies, is powerful enough to destroy you.
In the mean time, there are resources to allocate and consequences and "costs®" associated with those allocation decisions. Unfortunately Society doesn't even understand how to identify those consequences and "costs®" much less quantify them over the short and long term.
If we, as a Society, do not have the discussion in public, then "others" will have it in private.

Racism doesn't account for people (supposedly) not wanting to hire blacks - but the fact that it can be a nightmare to get rid of them if they don't perform might be a reason. Just one's observation: I've been to the south (not deep) a couple times in the past couple of years on road trips. Been from Tennessee to Oklahoma to Georgia to Virgina and back around again. The social and economic integration is fantastic all throughout, from a mainstreet point of view. I never felt in fear of other races in any of these places. I stopped and talk to people and asked them about it and a black man and a white man would both agree that things are fine between them.
Now, on the way down and the way back included places like DC and Philly and I live in New England. I feared for our lives in Philly (definitely wrong neighborhood). In DC it was readily apparent that you could make a wrong turn though we didn't. In NE the divisions are pretty stark in most ways. That isn't to say there aren't plenty of good people from all races to deal with but there are also many places whitey doesn't want to be, though they are welcome if they are victim candidates.

- Williamsburg
Both have good infrastructure, are located within driving distance to airports, beaches, mountains.
Lots of good restaurants, hotels and fun things to do, and the demographics make them a safe bet.
I'd avoid Northern VA, Richmond, and pretty much everywhere else in VA except perhaps the Roanoke area.
