Chief Execution Officers Update: A Fresh Look At The Death Penalty World

In September of last year, we pointed out that contrary to popular belief, ISIS does not have a monopoly on executions. In fact, executions occured in 22 countries in 2013, up 15% from the previous year, with China topping the list and the US coming in a disappointing fourth place (so China wins again).

Now, courtesy of Amnesty International and The Economist, we have the latest data (current through Wednesday) which shows that although China is still in the lead in terms of total executions since 2007 (amusingly the data for China is, much like economic data, just an estimate as official figures are hard to come by), Pakistan and Saudi Arabia look to be the most prolific executioners YTD.

Despite concerns over legal failings and the mental health of one prisoner, four Nigerians, two Australians, a Brazilian and an Indonesian were put to death by firing squad. A ninth, a Filipina, was granted a surprise last-minute reprieve...


The Indonesian government is less keen on seeing its own citizens meet the same fate. Between 2011 and 2014, 240 out of 570 Indonesians facing the death penalty abroad had their sentences commuted. And of the remainder, 130 were charged with drug offences in countries where the war on drugs is being waged with greater enthusiasm. In China, by far the most prolific executioner and where numbers are shrouded in secrecy, around 8% of judicial killings in 2014 were for drug crimes. In Iran, almost half of the 278 people executed in 2014 were for drug offences. But this year alone, 241 traffickers have been put to death.

Capital punishment in Russia has been indefinitely suspended,[1] although it is theoretically allowed, with the only legal execution method being shooting. There exists both an implicit moratorium established by President Boris Yeltsin in 1996, and an explicit one, established by the Constitutional Court of Russia in 1999 and which was most recently reaffirmed in 2009. Russia has not executed anyone since 1996. However, the death penalty still remains codified.

One of the first legal documents resembling a modern penal code was enacted in 1398, which mentioned a single capital crime: a theft performed after two prior convictions (an early precursor to the current Three-strikes laws existing in several U.S. states). The Pskov Code of 1497 extends this list significantly, mentioning three specialized theft instances (those committed in a church, stealing a horse, or, as before, with two prior "strikes"), as well as arson and treason.

There are actually a lot of people around the world who think that Bush administration qualifies for at least a serious trial. For instance:

Probably the main reason Obama got his nobel price was the rejection of Bush policy by almost everybody outside of the USA at the time. Not sure if the Nobel jury is not regretting its decision but it gives a flavour of what the world thinks about Bush administration policy.

People who die in US prisons have *usually* been convicted by a Court of some capital crime.  However, the several thousand US civilians executed by law enforcement since 2007 were never convicted in a court for the "crimes" for which they were executed.  Those thousands of executions seem to be missing from the total in the graph, since they dwarf "lawful" executions in US prisons. 

(What that charts shows as the US "total" for seven years of executions by the US Justice System was accomplished in seven months last year by the USSA Donut Patrol Door Kickers)

A 15 cent bullet is much more cost-effective than some of the drugs used in the lethal injection cocktail.

Sodium Thiopental

Potassium Chloride

Although in all fairness, that last drug is relatively inexpensive. It just causes immediate and irreversible cardiac arrest. It's much better to be fast asleep when that drug is injected. (Imagine the excruciating pain one might experience if sedation weren't administered beforehand!)

Drone strikes count, but the US adds that total to the jurisdiction to which it occurs. Drone a street in Pakistan and we add those to Pakistan's totals.

The chart is perfectly fine, but a second chart should be there as well, showing the number of deaths per 100,000 people.  Would be more meaningful, because populations between these countries are vastly different.

The USA population 320 million. China population 1.3 billion. Our population is a rounding number. Take the top 10% of the Chinese intelligensia and that comes to 130 million. Then you have to look at India and that is close to 1.2billion. No executions there??? This article must be written by a government agent trying to sway the stupid into believeing that the Chinese are the real murderers. Well. Sorry. Did not work for me. This looks like a PR piece. What amazes me is that our country has the NSA that has access to all the records. Not just the slave records but the mafia records, the real criminal records and yet none of them are going to jail.
