How it works GW is that the Governments are guided by Big Business Interests. A contract for a $1.5 billion power project comes up in Saudi Arabia and is awarded to a French company. The contract states that you must be A, B, C certified for component parts.
For a part of the contract, the french may use for example a Romanian company who manufacture quality transformers; but they can't bid because they're not A,B,C certified. The Romanian company will have to fork out a heavy discount to get that work.
Further these sanctions placed by USSA on Russia prevent only the SME's from doing business as these Oligarch's like to keep things in the Family and you can bet your last dime that by the time these sanctions are lifted , Goldman has cornered the Market that you spent time and resources penetrating.
The USSofA .Gov and Large Corporations always believed that they could cut out the American worker , labour costs, and just operate as the middlemen.
