California Governor Declares State Of Emergency As Santa Barbara Oil Spill Worsens Dramatically

Tyler Durden's picture

What was originally thought to be around 21,000 barrels is now over 105,000 barrels of oil spilled on to the pristine beaches of Santa Barbara County. On Wednesday, Gov. Jerry Brown declared a state of emergency for Santa Barbara County to free up resources to respond to the spill, which as the following horrible images show, is far worse than it initially appeared. After seeing all of that, it is no wonder that OilPrice.com's Charles Kennedy believes this latest oil pipeline spill could galvanize environmentalist opposition.

After seeing all of that, it is no wonder that OilPrice.com's Charles Kennedy believes this latest oil pipeline spill could galvanize environmentalist opposition.

A pipeline in California broke and spilled oil into the Pacific Ocean on May 19.

Oil washed up on the shores in Santa Barbara County with the slick extending an estimated 4 miles. While data is preliminary, the pipeline may have spilled 21,000 gallons, or 500 barrels, perhaps even more. For now, it is unclear what caused the pipeline to rupture.

The pipeline, owned by Plains All American Pipeline, was constructed in 1991 and has a daily throughput of about 150,000 barrels. “Plains deeply regrets this release has occurred and is making every effort to limit its environmental impact. Our focus remains on ensuring the safety of all involved. No injuries have been reported at this time,” the company said in a statement released early on May 20.

Plains All American is a midstream company that owns and operates pipelines, oil and gas storage facilities, and rail terminals. It operates several crude oil storage facilities in California along with the implicated Las Flores to Gaviota pipeline that runs through Santa Barbara County. But it has a much larger footprint in Texas and Louisiana, as well as Alberta, where it has a wider network of crude oil pipelines and storage facilities.

Plains All American says on its website that it “committed to designing, constructing, operating, and maintaining its pipelines in a safe and reliable manner, and to meeting or exceeding safety standards.”

The oil sheen in the Pacific Ocean evokes memories of the catastrophic 1969 disaster resulting from a blowout of an offshore oil platform owned by Union Oil Company. The accident led to 3 million gallons of oil escaping into the ocean.

The incident was a momentous one as it sparked the modern environmental movement and contributed to the passage of several federal environmental laws a few years later, including the Clean Water Act. California has not allowed drilling within its maritime limits since then, and has fought drilling at the federal level as well.

The latest pipeline spill will no doubt give more ammo to pipeline opponents, perhaps rekindling arguments over the Keystone XL pipeline. But for now it is too early to tell if there will be any other policy implications.

Your article is wrong.    105K gallons of oil spilled, not 105K barrels of oil.    That's a difference of 42x.

The best solution to ocean oil spills (after turning off the leak) is do nothing, let nature work, "cleaning up oil spills" (a naturally occurring event) actually makes the spill and copntamination worse, nature is full of bacteria that eat crude oil, there are natural seeps all over Santa Barbara County beaches that eat oil as it seeps.

What company's profited the most from the planned BP offshore rig explosion?  Anyone check those stocks and see how it has done in the past 3-4 weeks/days?

1. Goldman Sachs sold 44% of its BP Stock three weeks before BP Deep Horizon Rig problem.

2. Halliburton via Boots & Coots - 11 days before, on April 9, 2010, Halliburton purchased Boots and Coots for a quarter of a billion dollars. Just who is Boots and Coots? Coincidentally, they are the largest oil clean up firm in the world And when the explosion took place 11 days later, wasn’t it fortunate that Halliburton was there armed with Boots and Coots as they capitalized on their timely good fortune. Subsequently, Halliburton’s profits rose nearly 83% the following quarter.

3. Also, do you remember when it was revealed that Goldman Sachs shorted Transocean stock immediately before the explosions sank the rig? This clearly meant that the preferred Tansocean stakeholders had their stock values insured against the impending collapse of the stock’s value. This is a blatant example of foreknowledge plain and simple!

I think it's all fudging from the start about whether it was 21,000 gallons or 21,000 barrels.  How many gallons in a barrel of oil anyway?  If it's 50, then then 21,000 barrels is 105,000 gallons.  Or is it now 105,000 barrels?  That would be an odd coincidence.  Except the number is supposed to be 42 (!) gallons per oil barrel.  But maybe the reporters don't know that and are doing bogus conversions.

The initial reports were also that this was an abandoned pipeline, not active.

So at this point, I have no idea what's what.

My husband and I will celebrate our 30th anniversary this year. 1985: We drove from our home in North San Diego County to Pismo Beach, that summer, for a little r and r and as we drove up the coast road through Santa Barbara I noticed oil derricks right offshore of what was one of the most beautiful beaches in California. As I saw these monstrosities, I became speechless and my new husband said to me, "you can thank Ronald Reagan for this". So, FUCK YOU VERY MUCH, RONNIE RAYGUNS!!!

Jeb Bush was THE GOVERNOR who started all the Standardized Testing, which was then picked up by Common Core and by Jeb's brother, USA President George W. Bush, with his "No Child Left Behind" program.  Jeb Bush is THE problem.

Also, I don't think it was NEA and Teacher's Unions who brought the schools down, enabling Common Core and No Child Left Behind to "save the village by destroying the village".  It was greedy, selfish parents and their trial lawyers, who discovered they could win the lawsuit lottery by sueing School Boards because "my child is being disrespected".  The financial cost to School Boards was what stopped the School Boards from maintaining discipline in the classrooms, and when the discipline failed, the schools started to fail.

At that point, the Standardized Testers jumped in on the failing schools like a herd of hyenas, and finished them off with Standardized Testing, which prevented School Boards from inventing novel solutions, and at the same time took so much money from School Boards and gave it to the Standardized Testers' private-for-profit schools (which, mysteriously, are NOT subjected to Standardized Testing), that even if School Boards did invent some novel solutions, they would lack the funds to implement them.

All of which is one reason I groan when Republicans say they're for "less government".

You're quite right in claiming the bible is of no use to anyone who chooses to disregard it.  Personally, I've enjoyed my 50+ orbits reading and listening to it and never cease to be amazed at the details that seem to get glossed over too.  For instance, since you mention Solomon and women, I was recently thinking how weird it was that the wisest king in history was ruling over a kingdom that evidently tolerated prostitution, because it was recorded that his wise decision taking maternal instincts into account was decided after self described prostitutes personally came before him to air their grievences.

There's only one class of person the bible is for, sinners.

I doubt they were the only ones, especially if they were working off Tesla's theories. Crazy stuff, right out of the headlines.

Hehehehe These people thought the world was a beautiful place, that life was great but you just had to work for big salary to afford the great housing, and that America the 'Idea' was true and real. S/

Well I guess they got screwed. Does insurance cover oil catastrophes? Will State or Federal Emergency Bills cover the loss of home values, toxic clean up, damage to utilities like water and sewage??

Actually I think there is a Secret Toxic Sight in Tennessee Vally Authority where Rich Residents have been suing the Corporation and the US Tax Payer has been Paying out for the Lawsuits. Something about flood waters, Coal Energy Toxins, or other energy byproducts.

No one has explained this:

Total--Tennessee Valley Authority Outlays 2014 = $46.6 Billion
Total--Tennessee Valley Authority Outlays 2013 = $65.8 Billion (what is happening here)
Total--Tennessee Valley Authority Outlays 2011 = $38 Billion

Total--Tennessee Valley Authority Outlays 2007 = $19.4 Billion

Total--Tennessee Valley Authority Outlays 2000 = $8.3 Billion

Love it. It's always nice to see CA folk get exposed to the realities of physics and energy. The "environmentalists" who live on thoroughly watered gated communities during a drought, and drive the suburban through gridlock.

The pipeline company will mitigate some liability and cost by claiming people are willing to clean it up for free. They will only have to thank the volunteers for their help and give them $5 off their next purchase and fill-up of gas at any BP station in California. They will also claim that the lasting odour is natural and normal.

St Barbara is a beautiful place or was with wealthy home values & high living standards, too bad it happened.

But PBS is running a documentary about Alberta Tar sands and the impact on local people from mining. Looks like if you want to hear about a bad government reaction to cancer outbreaks in communities... this is the Standard for careless government. Where people are just numbers or statistics. And well they are Native/Indigenous peoples so I guess it is okay for the Christian government.

They are saying this will be the model all over the world when resources and earnings and profits and tax revenue are the key concerns.

Pretty Dystopian, man.

gonna need about a million of those buckets...

C'mon, this is an investor site and numbers are the order of the day.  If 21,000 gallons were to all be recovered and placed in individual buckets, that's only 4200 isn't it?  It probably took almost that much to make all those plastic buckets in the first place.

I beleive those gasoline tanker trucks on the highway carry ~10,000 gallons, so declaring an emergency for 2 tankers worth is already quite a bit of overkill imho.

But what the heck, this in CA.

Cleanup crews labored through a third day to scoop up patches of crude oil from a pipeline spill that closed two California state beaches and fouled offshore waters, shattering an environmental balance that U.S. Coast Guard officials said on Thursday may take months to restore.

Up to 2,500 barrels (105,000 gallons) of petroleum, according to latest estimates, gushed onto San Refugio State Beach and into the Pacific about 20 miles (32 km) west of Santa Barbara on Tuesday when an underground pipeline that runs along the coastal highway inexplicably burst.

zerohedge

what was originally thought to be around 21,000 barrels isnow over 105,000 barrels of oil spilled on to the pristine beaches of Santa Barbara County

Somebody may not be minding his 'p's and 'q's.

This country is based on Christian ideals. They consider Earth a temporary place to be tested by God to determine whether they go to Hell or Heaven.

In other words, we can trample and destroy and turn the Earth into a gigantic Garbage Dump-becuz God is coming and will whisk us all away to a a "Real" place: HEAVEN

Trashing the Earth doesnt count as a sin...and God will fix it all just in the nick of time if he so wills it.
