You Know It's A Fiscal Crisis When... Republicans Raise Taxes
As a reminder, America’s state and local governments are going broke.
In the most high profile example of what can happen when the fiscal nightmare rubber meets the ratings agency road since Detroit, Moody’s cut Chicago’s ratings to junk last week after the Illinois Supreme Court struck down a pension reform law that would have paved the way for Mayor Rahm Emanuel to push through legislation aimed at closing funding gaps for the city’s worker retirement funds. Pension costs are 18% of revenue in Chicago, more than double the amount of the next closest major US city.
Meanwhile, in Louisiana, LSU is facing funding cuts of 82% after falling oil prices blew a $1.6 billion hole in the state’s budget — if the cuts are implemented in full, the school will face the university equivalent of bankruptcy.
These are but two examples. As we pointed out earlier this month, nearly half of US states face funding gaps with 17 states reporting negative Y/Y revenue growth in 2014. The situation is so bad in Kansas (where tax cuts pushed through by Governor Sam Brownback have bankrupted the state government) that schools are being forced to beg for emergency funding in order to pay salaries (perhaps Varoufakis has some ideas).

Six years after the recession ended, many U.S. states are hard pressed to balance budgets because of a sluggish recovery and their own policy decisions. The fiscal fragility raises questions about how they will weather the next economic downturn.
A majority of states are making cuts, tapping reserves or facing shortfalls despite an improving national economy and stock markets at record levels, according to Standard & Poors and the Nelson A. Rockefeller Institute of Government. State revenue hasn’t rebounded to a prerecession peak adjusted for inflation, and other factors are putting pressure on budgets.
Alaska, Oklahoma and energy-producing states saw receipts fall with global oil prices. Kansas overestimated revenue after tax cuts, while New Jersey faces a shortfall thanks to unfunded pensions.
“The extent of the weakness is really impressive,” said Donald Boyd, who tracks state finances at the Rockefeller Institute in Albany, New York. “There’s a lot of pressure on governors and legislators.”
Thirty-two states faced budget gaps in fiscal 2015 or 2016 or both, according to an April 27 report by Standard & Poors. The fiscal year ends June 30 in all but four states…
Spending on education, roads repair and other services is threatened. Some Kansas schools are closing early, while Alaska Governor Bill Walker on Monday threatened furloughing as many as 15,000 workers if lawmakers don’t act on a $3 billion gap. Alabama Governor Robert Bentley has warned of impending cuts, including the closing of 15 of 22 state parks…
The situation has become so bleak in some states that even Republican governors loath to raise taxes have proposed higher levies.
In Nevada, two-term Republican Governor Brian Sandoval has proposed $1.1 billion in new or continued taxes to pay for education and initiatives such as expanding full-day kindergarten.
He has said he has no choice with a shortfall caused by declining mining and gambling revenue, as well as a need to bolster an education system that has the worst high-school graduation rate in the U.S.
There you have it. Things have gotten so bad in America that Republicans can no longer rely on gambling money to fund terribly-performing high schools and have now had to take the previously unthinkable step of not cutting taxes in order to ensure that 5-year olds can go to kindergarten.

The whole problem is, these people do it all assbackwards. How about you see what your tax receipts are for the year, and THEN spend the money?? Instead, they project these grandiose tax receipts that never materialize, yet the money is already spent. I don't run my business that way--spending money based on "projected" revenue. When I have the money in the bank, then I determine what it needs to be spent on.
Just like my credit card bill---If I can't pay the bill IN FULL on the due date, I can't afford to buy whatever the hell it is that I "think" i need.
Remember ancient history, Ross Perot? He brought up zero based budgeting and line item veto. A brilliant concept which would have made a huge difference. Problem was, most Americans didn't have clue what he was talking about, and couldn't wait to vote for either Bush or Clinton. But you are right. When you set your operating parameters in stone, you are sure to fail when things out there change.

I heard from a buddy of mine the other day who hasn't paid mortgage, taxes, or insurance in over 7 years. It's a BAC/Countrywide disaster that even FNMA and FHMLC wouldn't touch. If they won't buy it you know it's extreme fraud. I hope he never pays anything and keeps the house.
The probem with letting BOTH the banks and the mortgage squatters off the hook is that they are driving the wages/compensation levels below what people that pay their bills can survive on.
HOW can I compete with an asshole that pays no mortgage, property taxes or home owner's insurance and still pay mine.
I compete directly against someone that has privately admitted to me that he hasn't paid a cent for living in his $1.2m home ( triple what mine is purportedly worth ) -by his own choice, not necessity- since he and the bank both know foreclosure on the over-leveraged property will cost the bank over $200K beyond the payments they have been advancing for the taxes and insurance for over 7 fucking years.
He underbids everything I reach for. I can't match him because I am still paying my mortgage and have way too much equity to just do as he doees and quit pyaying without losing my ass -and probably the wife.
This shit needs to stop.
IF everyone that is not paying had to come up with rent money there would be an immediate cessation of this underbidding by people that don't pay market prices in order to survive in this region.
Wages/compensation levels will NOT rise until the grifters are purged from the system and those that work and pay their bills, and that have done all the belt tightening and scrimping and burned through their savings to meet their obligations and hold their lives together receive fair due and respect for it..
The only reason why he's not getting foreclosed, I suspect, is because it would be difficult or impossible to show who is owed money for the transaction.
There is so much fraud going on all those who might claim they were harmed have been made whole by bailed out fake default insurance, TARP, QE, so on and so forth. I know a couple, she inherited a couple hundred K, they bought a house, overspent on stuff (as usual), and now don't have a pot to piss in. They go to the gas station in the winter, and buy diesel fuel by the gallon for heat. They spend a lot of money on food, take care of a gaggle of dogs and cats, but haven't paid the mortgage in about 3 years or so. They are in NY state. Credit cards are maxed. He just works three months and goes back on unemployment, rinse, repeat. She's not lazy and works hard, but work is not steady, and no way do they make enough money to pay for their bills. So, what I see is we aren't even cleaned up from the last disaster. He thinks they will just wipe out all the debt and they will start over. Good luck with that. And oboy, here comes another financial tsumami, probably this year. WTF? Can't coast on BS forever.

In Liberal WA, by contrast, its $2Billion debt is spread over a population of 7.1 Million, which normalizes to $280 per person or $1,400 per Family of 5.

Alaska was a territory (in the economic sense) until they found oil.
90% of all state general revenue comes from OIL.
When the money was coming in, politicos spent it. That is what they do after all (even when they don't have it). Many people in Alaska are NOT self reliant at all or in any way. There was tons of free money and government largesse.
The state grew it's budget faster than it's revenue. Alaska redid its oil tax structure and oil tanked. Now they are in the hole.
Oil production will continue to decline, despite price one way or the other, and eventually the largesse will be gone ... and Alaska will go back to being a territory.
The little towns aren't going to have a problem with this - they either largely subsite, fish, mine, or whatever. However, the population centers (Fairbanks, Anchorage, and Juneau) are going to be up shit creek with out govy money being spent hand over fist.

Several years ago Republican Tom Corbett won my vote and the election to become PA's governor on a pledge of no tax increases. Then he increased the gas tax and said that that was OK because he raised the tax on wholesalers and therefore individuals did not have to pay more in taxes.

Government services are going to continue getting leaner. If your a Gen X or Boomer get your ass to the gym three or four days a week, moderate your habits and get on a low-sugar/carb diet, eat 38 grams of fiber everydays (cup of beans or Fiber One cereal) and supplement with Omega 3 and whatever else for vitamins you need that you dont get in your diet.

NH is cutting millions to its college funding. Tuition will go through the roof. All those lucrative admin positions are going to get a pay cut, or students will be going out of state. Hell, it's cheaper to go out of state now.
Why would anyone go to college now anyways....we have college educated people stacked upon each other like cord wood that can't get jobs. Why would we 'invest' any more money in educating folks until we got the one's we already 'invested' in employed?
This is why the .gov should not be allowed to 'invest'. They can't determine the will of the free market and the risk/reward accordingly. FUCK ALL .govs.

I think one of the biggest out of control costs is healthcare (govy workers) as AK has some of the highest costs in the nation for medical (and even the nation wide averages are out of control).

1. during megan kelly interview: she asked him about people in his own state not wanting to vote for him for president. his response "because they don't want me to leave NJ". absolute horseshit. there was a rutgers poll taken about a week ago that conlcuded that menandez (nj senator under federal indctment) has a higher approval rating than christie. EVERYONE i know in jersey who voted for christie FUCKING HATES HIM and wants him out. hell, we'd rather have cory booker as governor THATS how much people can't stand christie in this state. 1 thing i can guarantee, if christie were the republican nominee, he wouldn't carry his own state.
2. christie was pressed about debt & defict spending in NJ. his answer = excuse; said he has a democratic legislature that prevents him from doing anything on the fiscal side of the ledger. didn't stop scott walker up in WI; he broke the unios backs and turned a state that was $2 billion upside down into a nearly $500 million surplus inside 3-4 year. oh, and christie pulled $$$ from walker (christie runs the republican governor association) when polls showed walker was in trouble (even tho he killed his opponent) because christie FEARS debating walker in a presidential debate. truth is christie raided the teachers fund, stopped funding it, borrowed against it, & made the pension system LESS solvent (lesser involvent i should say). so after he lied to & robbed them during his 1st time, he's shocked, SHOCKED that they wont work with him during his 2nd term.
3. christie said he froze property taxes. LO fucking L. can only write-off up to $10,000 of your property taxes AGAINST your state return. i also just sold my house here last year because in the 5 years i owned, values went down, taxes went up EVERY year, and services went down (garbage pick-up from twice a week to once, cut the policeforce, infrastructure SUCKS BALLS - our roads are an absolute disgrace. we have CRATERS no POTHOLES.

I live in KS. Even many of the republican voters here hate Brownback. And as usual, "we'll have to raise taxes including personal real estate taxes". That's just great, they are ass raping me as it is now.
It's really fucked up. Millions(the entire US) out of work, yet the government keeps expanding, sending out the same fucking tax bills and now needing even more, rolling along business as usual and refuses to do anything less. Thus.........sending us to the poor house one by one. Collapse sucks because it's a slow process.

I live in Kansas, too. The deficit is solely because of "underfunding" of government education; the state government is legally mandated to provide adequate funding for government education.
The state has to balance its budget. Brownback screwed up by cutting taxes - what voters wanted him to do - thinking that it would give a competitive edge for Kansas and increased revenues - which failed badly in the short term so he is facing a shitstorm from everybody.
If you peel back the layers, it's out of control spending on government education. It's a top-heavy bloated bureaucracy (and monopoly: taxpayers who send their children to private school have to double-pay) that's gone way beyond its mandate by providing for stuff like subsidized breakfast and lunch (to over 50% of children) and free bus service (unemployed/welfare parents don't have the time to take their kids to school?).
Its called trying to having a free lunch in denial of reality...

On the same theme, I live in a small town in MD, a DC suburb. A few years back the town council decided, since it was expanding, it needed a new town hall, the story was the old one was uninhabitable. The council had a Rainy Day fund of $4 million, spent it all on a brand new town hall, all marble floors (imported from Italy), designer lighting, huge reception atrium.
It used to be when I went to the old town hall that I could enquire at reception, be given an office room number then visit the department I needed. Now when I visit the new monstrosity, I speak to the clerk through heavy glass (maybe bullet proof) and I am told to wait in the atrium and a representative will come down shortly. When this rep arrives I am interviewed in the public atrium, no way will a poorly member of the public like myself be invited to THEIR office where they do god knows what.
