I watched the video and it appeared to me that Hillary was graciously accepting a request to take a selfie with the woman and due to the time constraint, requested that the woman wait for her at the end of the long line set up for autographs. You see it would be unfair to all the other consituents to stop Hills when she is in full on autograph mode.
