California Set For A 10-Cent Gas Tax Hike

When gas prices tumbled in late 2014 and early 2015, many states quietly considered, and some proposed, to take advantage of the "gas savings" and quietly institute a tax surcharge to fill up empty state coffers: after all it is much easier to implement price increases when the prevailing prices are lower than recent benchmark levels. So now that gas prices have resumed their climb in the footsteps of the price of crude oil, many assumed such "tax" proposals would quickly disappear, especially since all the speculation about a gas savings-driven spending surge by the US middle class turned out to be bogus.

It turns out such assumptions would be incorrect. According to the Hill, California is now officially considering increasing the amount of money drivers in their state will have to pay at the pump to help pay for transportation projects as federal road funding dries up. 

Legislation has been in introduced in the California state Senate that would increase the state’s approximately 47 cents-per-gallon gas tax by 10 cents.

Presenting California's latest tax:

The new California fuel levy, which would be the state's first increase since 1994, will be collected on top of an 18.4-cents-per-gallon federal gas tax that is charged to all drivers in the nation to fill the federal government’s transportation funding coffers. 

 

The American Petroleum Institute says the gas tax increase will bring the total amount of money that drivers in California are charged at the pump to more than 75 cents per gallon. 

The state is the latest to consider increasing its gas tax in recent years as federal transportation funding has dried up.

California is not the only state taking advantage of what most on Wall Street call merely a transitory dip in prices:

Transportation advocates in Washington have pointed to the willingness of states like California to raise their own gas tax as evidence that a national hike would be politically palatable this year.

 

Conservative groups in Washington have made clear that they would consider an increase in the federal fuel levy a tax hike, however.

A gas tax hike is being contemplated not only at the state level, but at the Federal as well: "Lawmakers in Congress are currently facing a July 31 deadline for the expiration of federal transportation funding, and they are struggling to come up with a way to pay for a long-term extension of the measure after passing a patch in May that last only two months."

Ironically, recent improvements in gas efficiency have meant bad news for the US department of transportation, whose tax revenue has been declining as less gas is being sold at the pump: "The national gas tax has been the traditional source of transportation funding since its inception in the 1930s. The tax has not been increased since 1993, however, and improvements in auto fuel efficiency have sapped its purchasing power. 

The federal government typically spends about $50 billion per year on transportation projects, but the gas tax only brings in approximately $34 billion annually at its current rate.

There is a reason for the saying: "if it moves, tax it", and with the US government in a constant underfunded state, it is likely only a matter of time before at least part of the gap with recent trendline gas prices is closed courtesy of Uncle Sam.

The irony, as California drivers are about to find out, is that as of this moment gas prices are just fractionally below where they were a year ago.

In fact, should oil prices rise by another $5 or so dollars, and the entire gap from a year ago will be filled. Said gap will be filled that much faster if the state Senate decides California drivers should be punished for not taking advantage of their "gas savings" when they could, and slaps them with a tax surcharge.

Which would be doubly ironic, because in the fight between OPEC and US shale, the biggest winners may end up none other than America's rapidly cash-burning states.

Been hearing something about the possibility of something like that happening now is increasing. Wouldn't really mind seeing the whole thing get wiped clean and being able to start over.

It's sad to see ZH parrot the incorrect writings of other media. It's NOT the first increase since 1994. It was raised last year like the commenter above says. It was also raised in in 2013. A simple google search would have hunted this out. But why make any effort, when you can be over dramtic and lather up your readers? They pretty much do it every time the price of oil gets low. They sneak it in because gas is low and it tends to cause people to freak out less. SC is arguing over how big a gas tax to implement.  I think it's a terrible idea.  SC is thinking about offsetting this gas tax increase (to some measure) with an income tax cut, but it's just mental masturbation.  Yes, taxes must go up, but those increases wont fix the problem. . .

Appreciate the camaraderie bro ;-)  If the CA GOP wasn't so completely inept maybe things wouldn't be so bad.  But in reality they needed to implode.  The social conservatives destroyed the brand...  If you had a Rand Paul type who was a halfway decent politician they could pull out a win.  If anything the demographics have gotten BETTER since Arnie left.  Most of the tech workers and even a lot of the entertainment industry base skews libertarian.

I'm in LA County for the record.  But there are pockets of sanity even here :-)

Californians overwhelmingly passed Proposition 187, the 1994 Save Our State ballot initiative with 59% of the vote to end California tax money being used for mandatory welfare for illegal aliens. Prop 187 was over turned by a single Federal judge.

As immigration causes the California budget to go up, the cost must be passed onto the people.

In the 2013 U.S. Census report of the city of San Jose, California, - the heart of Silicon Valley -- the White alone (not Hispanic or Latino) percentage of the population (2010) was 28.7%

Just south of San Jose, the white population of Monterey County in 2014 was 31.6%.

In 2014, the white percentage of California’s 38 million people was down to 39%.

I think the tide is turning on the ballot stuff as well.  Most tech workers are Ron Paul libertarians and the old GOP'ers who poison the brand with the strict social conservatism are dying off.  If you looked at the last election with the sentencing reform passing and some other candidates and issues CA is leaning slightly libertarian.  Even Brown's tax proposals weren't really that radical and he did put them to a vote.  Outside of direct infrastructure spending on water and highways I think using the ballot box funding is dead in CA.

Everything is a double tax... .gov taxes the resource extractors several different ways, taxes transportation from extraction point to processing point several ways, taxes processing several different ways, taxes transportation from processing plant to wholesaler / retail multiple different ways, taxes the wholesaler / retailer multiple ways, and then taxes you again to purchase the product on money you have already been taxed on multiple times...

Would be interesting to see the math on how much of your money is indirectly or directly taxed on various different products. I'd guess that at least 75% of the cost of most things you buy was because of downstream taxation.

Just a week ago, I found myself having to drive to the Hell-hole that is L.A. (not by choice, BTW). I live in the east burbs known as the IE (Inland Empire) so I have no reason to want to drive to L.A., ever. Anyway, it's been at least two years since I had to go there, and I found myself tooling along the WB San Bernardino Freeway (AKA: Interstate 10) at 6AM, half asleep. I was in the Car Pool lane with a friend along with me. No problem, right? Guess I was wrong! Along about where the 10 crosses the 605 Freeway, the CP lane suddenly changes into a Toll Lane! I suddenly realized I was in the "FasTrak" (AKA Pay Up, Suckers!) Lane. It came without warning, and I didn't know what to do to (legally) get out of the lane. I crossed over the double white (note: NOT yellow) line to get into the main traffic lanes - which I found out later is actually illegal to cross and an instant $450 ticket if a cop sees you - thankfully, I wasn't caught.

Somewhere along the line, the wonderful L.A. bureaucracy known as "Metro" took it upon themselves to convert the CP lanes into pay lanes - how is is legal? I have no idea, all our gas taxes paid for these lanes years and years ago. It's a money grab, plain and simple. A fleece, indeed.

I pretty much forgot about it, until a week later, I get a letter in the mail with a nice photo of the back of my car with the plates shown, and a $29.00 fine for having the temerity to encroach upon their sacred lanes without the gov't sanctioned "FasTrak box" that automatically debits your account for the privilege of driving in "their" lane. The letter states if you don't pay, they will increase the fine to $59.00, then report you to the DMV and suspend your registration and on top of that, send you to collections! Our wonderful government is so efficient when it comes to finding you, when there's money they can squeeze out of a US citizen! Can't find 10 mil. illegals living in the state, but they'll sure as Hell find you when there's money to be had!

I called the bastards and complained (after waiting for an hour on hold), and they oh-so-graciously told me they'd remove the fine "this time". I told the guy on the phone, don't worry, it won't happen again. I don't plan to go to L.A. again, ever, if I can help it. God Damn, this shit pisses me off, when you're caught up in a net even when trying to comply with all their f'n rules, and shit. Fuck them all.

I agree with you, especially concerning N California but you should also understand the fear that others have.  Fourty million people, (a large number of which are tax indoctrinated and more concerned about immigrants then their own impoverished masses) that can by numbers alone destroy surrounding states politically.  Another fear that is large numbers of Californian immigrants may spark an armed conflict over the defense of the second ammendment.

Same thing already happened in Iowa, state house quietly raised gas taxes .10 for 'roads'. Funny thing is, the state has had a surplus for years. Come to think of it.. California government is also now claiming a budget surplus. It will NEVER be enough..

I have property in both states, screwed up there..

At least the Iowa voters didn't voluntarily pick their own pockets unlike the Californian's (read; Sacramento, San Francisco, Los Angeles) who actually voted for this gas tax along with most of the other recent new taxes.

Re: being ready to leave. CA Legislators recently approved this "Healthy Workplace Healthy Family Act" mandatory paid sick leave.

 

An employee who, on or after July 1, 2015, works in California for 30 or more days within a year from the beginning of employment, is entitled to paid sick leave. Employees, including part-time and temporary employees, will earn at least one hour of paid leave for every 30 hours worked. Accrual begins on the first day of employment or July 1, 2015, whichever is later.

Exceptions: Employees covered by qualifying collective bargaining agreements, In-Home Supportive Services providers, and certain employees of air carriers are not covered by this law.

An employer may limit the amount of paid sick leave an employee can use in one year to 24 hours or three days. Accrued paid sick leave may be carried over to the next year, but it may be capped at 48 hours or six days.

I'm sure this won't compound the competitive disadvantages to California based businesses. /sarc

In Georgia a GOP Governor and legislature just raised the motor fuel tax 20 percent and added a new $5 per night additional motel/hotel room tax for transportation. SC will have a significant price advantage even if it raises its tax.

Mere days after the governor signed the tax increase, the House transportation chairman who rammed it through resigned to become the Director of Transportation Planning at Georgia DOT. He has a BA in Criminal Justice.

Georgia DOT has not gotten clean audit reports in the 4 years since a multibillion accounting fraud .

The tax increase was opposed by most Georgians, who had soundly defeated a regional transportation sales tax just 2 years previously.

Before the moonbeam took over the reigns in Sacto, the gas pump indicated 18 cents federal gas tax and 18 cents state gas tax.  Once he was in office, the sticker on the pump read 18 cents federal gas tax and 36 CENTS STATE GAS TAX, as it does today.  Now he wants another 10 cents???  Moonbeam's the poster boy for tax and spend.
