CIA Humor - Mocking Transparency, "Conspiracy Theories"
Earlier today, the CIA celebrated its first anniversary on Twitter. As part of its festivities it released five "reasons why you should follow the CIA" among which two stood out:

And there you have it: in a nation in which a "conspiracy theory", namely that the NSA was secretly spying on every single US citizen, and where the entire spy apparatus is undergoing a massive overhaul as a result of the "theory" becoming "fact" due to the impenetrable secrecy surrounding every decision of an administration whose biggest accomplishment will be passing a law that nobody has seen, the very subject of public transparency is now being ridiculed by the government itself.
As expected, Edward Snowden's lesson was lost on, well, everyone.

If it's some kind of practical joke, someone went to a whole lot of trouble. And who is the joke on? It appears to show three different hangings: One cuts off circulation to the legs, another to the diaphragm, and last a good ol' fashioned lynching.
I would imagine the answer to your questions could be found in the reflection of the FEMA bus. It appears to be a large white tent off camera. The blue barrels with " spouts" are strange, one seems to be blocking a compressor... Power washer? It appears they assume a real mess in live action.
I would conclude this to be either what idiots do with our tax money or the future doesn't bode well.

The phrase 'Conspiracy Theory' was made up by the CIA and pushed (via paid news staff and reporters) onto anyone who questioned their activities.... It was a way to discredit people and label them 'kooks'. The irony is that the wildest imaginations couldn't come up with some of the stuff the CIA et al have tried to do (and are likely doing).
and BTW if the CIA existed to serve and protect the American public they've done a horrible job - missing most of the major crises in the last 50 years - China going Communist, Korea, Hungary, the inherent weakness of the Soviet Union and its collapse and so much more....
BUT - given that the OSS was filled with Ivy League elites from Yale and other such places on its founding it might just be that they are serving other masters and in that case are likely doing an exemplary job - collecting billions in unaccounted for black funding - doling it out as they see fit, earning billions more on the side via other enterprises like drugs and outright buying of countries and protectig various 'interests' all around the world..... In that case they've done an amazing job - without EVER accounting for their actions or clear 'failures' in their stated mission.

I don't know about all of them. I was in Bosnia in the mid nineties and run across a guy I last saw in Germany in the late eighties. He used to be an MP back in Germany. He told me about something to happen in a few days. I thought he was still an MP. It happened just like he said. He was in civies when I saw him then. Fast forward to 2003 in Baghdad and what do you know. Here he is. He wanted me to dispose of some stuff for him. (aviation related stuff) I said sure and watched him drive off in a brand new Chevy 4x4. I don't think he ever went to the stateside for anything.
