NYPD Can't Hire African Americans Because "So Many Of Them Have Spent Time In Jail," Commissioner Says
“The people in this building are just as upset over that piss as you are.”
That’s what 22-year NYPD veteran Eric Adams told a rookie cop when the two entered an elevator in a New York public housing project. The puddle of urine in the corner prompted the new recruit to offer the following appraisal: “these people are all animals; they don’t deserve anything.”
Adams — who was a captain by the time he retired five years ago to pursue a career in politics — is African American and says police too often stereotype entire communities based on the offenses committed by a “numerical minority.” One might be inclined to view minorities' disproportionate share of lethal police shootings involving unarmed suspects as evidence of this dynamic.
Some suggest that hiring more African American police officers would help to ameliorate the situation.
The problem, according to NYPD commissioner William Bratton, is simple: too many African Americans have spent time in prison. The Guardian has more:
What an officer does, in essence, can make or break community trust – and even keep black applicants away from the NYPD. Even as the NYPD is more diverse over all than it’s ever been, in late June the police academy will graduate one of its smallest percentage of black males since the 1960s..
While increasing numbers of Hispanics and Asians, especially men, are joining the NYPD, the future looks bleaker for black applicants. One number in particular is jarring: black males make up only 6.86% of the 2015 police academy recruit class that will graduate this month, with black females just under 4%, for a total of 10.86%, while black residents total about 22% of the city’s population.
For comparison, black recruits totaled 7.3 % in 1970 at the end of the Civil Rights Movement, almost all of whom were men.
Commissioner William Bratton is blunt about probable causes. “We have a significant population gap among African American males because so many of them have spent time in jail and, as such, we can’t hire them,” he said in a 20 May interview. Because many black men have been convicted of a felony, they are automatically disqualified.
The irony, of course, is that one reason so many African Americans have spent time in jail and thus cannot become police officers is poor policing.
A complicating factor is what Bratton calls the “unfortunate consequences” of an explosion in “stop, question and frisk” stops in the last decade that caught many young men of color in a summons net.
Those summonses are not automatic disqualifications. However, after passing the exam, a candidate moves to the more subjective background investigation, which includes criminal records. A pot arrest without indications of gang activity might not disqualify a candidate, but a series of summonses could. As a result, Bratton is concerned that the “population pool is much smaller than it might ordinarily have been”.
Bratton is often blamed for New York’s stop-and-frisk era – 4.4m stops; 92% non-white from 2002 until 2012. The controversial policy was struck down in 2013 by a federal judge, who called the practice blatant racial profiling.
Trevena Garel, a retired African American NYPD veteran of 21 years whose father was an NYPD detective, is not optimistic about the future for relations between police and African American communities. In fact, she tells her own son that if he is ever pulled over he should immediately place his hands on the steering wheel, refuse to say anything, and ask for an attorney. Here's her rationale:
“I may piss off my law-enforcement colleagues, but I want to keep my son alive. That’s something that, unfortunately, I have to do, and my white counterparts don’t have to do. That’s what America’s ugly history has taught.”
Needless to say, that rather grim assessment does not bode well for the future of race relations in America.

And here's a question for you, applying your thought process to the real labor market. Broad datasets suggest women aren't as highly paid as men, even when normalized for career path and seniority. Why then, if a competitor could hire the 'equally effective' woman at a lower price, do we see this apparent arbitrage/profit opportunity? I would argue that it is an efficient market accurately pricing in the real incremental risks of having a woman fill that role.
I have no problem with the free market determining labor rates, that's the way it should be. If Sheniqua or Tyrone show up for a job opening and they have no idea what the going market rate for their skill is then they deserve what they get. Same for Hannah or Tanner.

That is the best way to handle a hiring process involving large numbers of applicants. In the perfect world, there is infinite time and resources with which to evaluate a hire and select THE best candidate. In the real world, you satisfice in your hiring process, using time-and-money saving algorithms.

you just touched upon another instance of liberal racism that often goes overlooked - the idea that black cops desire to work in crime-infested shitholes simply because it's a majority black neighborhood. black cops enjoy going home to their families every night too. they'd also prefer, just like white cops, to hand out speeding tickets and break up high school keggers in a peaceful white neighborhood than deal with gangbangers in a housing project. not all of course - there are cops, of all races, that see their service as a calling and prefer to put their life on the line to better the community. but for most it's just a job.

I concur that no-victim crimes like drug possession and occasional drug use is full on BS and did not deserve jail time or criminal conviction at all, but I certainly agree that if you do commit felony or harsh misdemeanor offenses you shouldn't be allowed to then 'police' it.

As a non-African-Asian-Hispanic-Indian-(India)-Germain-Irish-Japanese-Canadian-South-American, I was given the same basic advice from my parents, minus the demand to speak to an attorney. (We couldn't have afforded one anyway.) It has generally worked well. One particular traffic stop I will always remember was when an “African-American” motorcycle police officer stopped me in Stockton CA for allegedly speeding. The police officer was professional, dressed well, proficient in filling out the information on his equipment but wrong.
I spent 2 months of agony worried about whether I would retain my employment due to his cavalier action before being able to reconstruct and state my case before the court and being found not-guilty. I was told later by some in the court and others on the force that I was not the only driver to suffer from this particular officer’s arrogance.
Actions are taken by individuals, not races.

As an overindebted, overtaxes nation, we are doing local police and local public education WRONG. The policing needs to be handed back to the neighborhoods, with the exception of a state-level, small group of exceptional people who can be summoned to an area of particularly troublesome criminal activity. These law enforcers should be exceptional, and should be compensated accordingly. Same thing with local public schools. These are frankly little more than supervised daycare. They exist b/c of all the 'makework' jobs for all the teachers, plus the parents have a desire for their kids to be supervised. Oh, and 'taught'. This is bullshit all around, and should be replaced with a Kahn-learning type system involving best-of-the-best teaching over the internet to a smaller, higher aptitude student base who are motivated to learn and achieve. There should be another set of vocational 'tracks' for those who know what they want to do and wish to start gaining experience (truck driver, welder, mechanic, farmer, secretaries).
We've got to stop gold-plating the athletic faciilty at every municipal high school. We've got to stop paying for shitty teachers and murdering cops. We've got to change the educational system to have it better and less expensive. None of this is impossible.
Simple fix. Hire private companies to educate and police.
1) If the people do not like the education or policing that they are recieving. They can petition to hire a new company.
2) If a teacher or cop is found to be doing someting illegal (sex with students or beating suspects) the private company will be sued and not the tax payers.
3) The problem with education, and law enforcement, is that they are Government run. Period.

We're told the most wonderful feature of Christianity is forgiveness. Yet this country doesn't practice what it preaches. I gave up a long time ago on traditional Christianty and the Americans sense of justice when I saw felons who had paid their debt to society ostracized and treated like second class citizens for the rest of their lives. How damn long does a man/woman have to be a good citizen before they should be able to expect forgiveness? I would like to see a FEDERAL law that says if you've kept your nose clean for 15 years ALL your rights are reinstated. All of them.

Why 15 years? Once you've served your time for your crime you should be once again a "free individual" after all that is the point of prison/probation etc. We don't need yet another law for this.
I think a person should be able to vote or get a license for most jobs (barber, beautician, etc.) immediately after doing your time and getting off probation. That only makes sense because it helps a person get back into the job market and feel a part of "the process" by voting. I'd support going out as long as 15 years for letting people have all their gun rights reinstated, being allowed to get licensing for something that has a relationship to their original conviction (for example, securities licensing), serving on any jury, etc. But I think a person should have every right reinstated by the time 15 years has passed if they have been a good citizen.
I don't think they need the license to begin with.

It's this which is why more blacks seem to be the subject of police drama because on a larger scale they just can't sit there and shut up. I get this feeling that every single time a black person is confronted by a cop they instantly think it is because they are black and then they get into their 1960s segregation "we're not going to take it" mode and mouth off and it just escalates the situation. The reality is that blacks in the US are responsable for 50% to 65% of ALL crimes (65% is robberies). Yet blacks make up only 13% of the US populaiton.
