How Obama Will Centrally-Plan Your Neighborhood: Here Comes The "Affirmatively Furthering Fair Housing" Rule

Because centrally-planning the market and the double seasonally-adjusted economy was not enough, the Obama administration is now set to create a wealth-adjusted community utopia. According to The Hill, the administration is moving forward with regulations designed to help diversify America’s wealthier neighborhoods, such as building affordable housing in more affluent areas.

The official title of Obama's latest proposal to have the government centrally-plan your community: The Affirmatively Furthering Fair Housing rule, a name that only the person who penned the US Freedom Act could have come up with.

The underlying motive: "unfair" segregation sprinkled with a hint of latent racist guilt. "

A final Department of Housing and Urban Development (HUD) rule due out this month is aimed at ending decades of deep-rooted segregation around the country. “HUD is working with communities across the country to fulfill the promise of equal opportunity for all,” a HUD spokeswoman said. “The proposed policy seeks to break down barriers to access to opportunity in communities supported by HUD funds.”

While the proposal would seek to downshift upscale communities, it would also gentrify poor areas:

The regulations would use grant money as an incentive for communities to build affordable housing in more affluent areas while also taking steps to upgrade poorer areas with better schools, parks, libraries, grocery stores and transportation routes as part of a gentrification of those communities.

But is Obama really going to build a project next to 740 Park Avenue? Not if Obama's wealthy backers have anything to say about it: "the proposal is drawing fire from critics who decry the proposal as executive overreach in search of an unrealistic utopia." "It’s a tough sell for some conservatives. Among them is Rep. Paul Gosar (R-Ariz.), who argued that the administration “shouldn’t be holding hostage grant monies aimed at community improvement based on its unrealistic utopian ideas of what every community should resemble.”

But why not? The market is already nothing but a wealth effect "policy vehicle" for what the Federal Reserve thinks a perfectly functioning "market" should resemble. Why not housing?

American citizens and communities should be free to choose where they would like to live and not be subject to federal neighborhood engineering at the behest of an overreaching federal government,” said Gosar, who is leading an effort in the House to block the regulations.

It appears that when central planning leads to disproportionate benefits to a select few, such as those 10% of the US population who have benefited almost exclusively from US "households" now owning $99 trillion in assets courtesy of the Fed, they are far more perturbed when that same central planning means sharing a neighborhood with some less savory elements.

To be sure, civil rights advocates are already praising the plan, arguing that it is needed to break through decades-old barriers that keep poor and minority families trapped in hardscrabble neighborhoods.

“We have a history of putting affordable housing in poor communities,” said Debby Goldberg, vice president at the National Fair Housing Alliance.

HUD says it is obligated to take the action under the Fair Housing Act of 1968, which prohibited direct and intentional housing discrimination, such as a real estate agent not showing a home in a wealthy neighborhood to a black family or a bank not providing a loan based on someone’s race.

Just think of it as a logical extension of Obama's "fairness doctrine", which as we have argued from day one, is only fair in the eyes of the supreme beholder.

“This rule is not about forcing anyone to live anywhere they don’t want to,” said Margery Turner, senior vice president at the left-leaning Urban Institute. “It’s really about addressing long-standing practices that prevent people from living where they want to.”

 

“In our country, decades of public policies and institutional practices have built deeply segregated and unequal neighborhoods,” Turner said.

And just to shut up critics, it is time to bring out old faithful: the racism card. “Segregation is clearly a problem that is blocking upward mobility for children growing up today,” Margery Turner said. Incidentally, Turner has an MA in urban and regional planning from the George Washington University. Designing the "perfect" neighborhood is a dream come true for anyone with her background and now she has the president's blessing. As for the fallout of what such a plan straight out of 1965 USSR would reap, well that would be some other urban planner's problem.

Others promptly took Obama to task for once again inserting the race card as a catalyst for this latest attempt at encroaching into the last bastion of free America: literally, its back yard.

Hans von Spakovsky, a fellow at the conservative Heritage Foundation, called the Obama administration “too race conscious.” “It’s a sign that this administration seems to take race into account on everything,” Spakovsky said.

A good summary of what will almost certainly end up happening comes from Paul Gosar:

Instead of living with neighbors you like and choose, this breaks up the core fabric of how we start to look at communities,” Gosar said. “That just brings unease to everyone in that area.”

 

“People have to feel comfortable where they live,” he added. “If I don’t feel comfortable in my own backyard, where do I feel comfortable?”

 

Critics of the rule say it would allow HUD to assert authority over local zoning laws. The agency could dictate what types of homes are built where and who can live in those homes, said Gosar, who believes local communities should make those decisions for themselves rather than relying on the federal government.

 

If enacted, the rule could depress property values as cheaper homes crop up in wealthy neighborhoods and raise taxes, Gosar warned.

But who doesn't want a government-mandated surge in crime? Then again, as with everything else by the administration whose shroud of TPP secrecy, as we learned yesterday, was dictated by the Big Pharma corporations who stand to reap huge benefits with its passage, there appears to be a far more ulterior motive: if passed, the act "could also tilt the balance of political power as more minorities are
funneled into Republican-leaning neighborhoods, he suggested.
"

Here some critics could be allowed to scream in terror at the following thought experiment: first a permissive immigration policy allowing the naturalization of millions of illegal immigrants in exchange for a vote at the next election, and then providing said "voter" with a house just down your street.

Actually scratch what we said about 1965 USSR: not even there could such a massive governmental overreach pass without some rather unpleasant social retaliation. Then again this is 2015 USA.

Incidentally, there is already an example of a "noble" idea at helping the poor going horribly wrong: one which the Supreme Court is expected to rule on in the near future.

The Supreme Court is expected to weigh in on housing discrimination in a related case in the coming weeks. At issue is whether government policies that unintentionally create a disparate impact for minority communities violate federal laws against segregation.

 

The Texas Department of Housing and Community Affairs is facing accusations that it makes low-income housing funds more readily available in minority neighborhoods than in white neighborhoods. This promotes segregation, critics argue, by encouraging minorities to continue living in poor communities where government assistance is available.

That said, since those most impacted by the passage of this act would be the wealthiest backers of Obama administration whose real estate values would promptly plunge should the rule be enacted, we doubt it has a high chance of passing. We could be wrong.

As for the president, little did we realize just how greatly we, and everyone else, had misread the definition of "community organizer."

Oh, true story from my life up on the block (127th bet Lenox & 5th).  I move in with the crackhouse directly across the street, and I think to myself, well, at least nobody is gonna complain when I test how much stereo it takes to kill a Manhattan cockroach.  So I head straight to J&R and purchase a system that would do (in a pinch) for a Metallica concert back-up system, except I order up double the subwoofers.  The system is so massive in terms of power use I needed a special dedicated component just to keep the power flowing into the system evenly.  As I power up the Death Star, I kid you not, the street lights flickered.  After about 30 minutes at 90% power I turned it off.  NOT. ONE. PEEP. OF. COMPLAINT. 

Next day (week-end) I drop some blazin' hip-hop and R&B for another 20ish minute before crackin a 40, donning the wife beater, and heading outside for my first ritual sit 'on the block'.  Who do I find outside, dancing on the sidewalk???  A collection of 2 pm drunks.  Like moths to light, the bass from my J&R-powered jungle drums called them to assembly outside my door. After that day, I was perceived as the undercover cop with the bangin' system.  The 'undercover cop' theme is one I'll save for anothe ZH thread. . .

In my last Zip Code someone broke into my garage, stole a bicycle and carried off my wet saw.

As a result, I started a neighborhood watch.  Basically, my neighborhood watch was me randomly on top of my garage in the middle of the night throwing baseball sized rocks at anyone I didn’t recognize walking through the neighborhood past 2:00AM. 

I decided to bring a next door neighborhood in on my watch.    The guy started flipping out, “You’re going to hurt someone… nonsense.” And threatened to report me to the crime fighters.  So I moved.

don't worry, they will cook the numbers reported by the local police precinct to show that haveing 30 percent section 8 housing in your affluent suburb actually lowered the crime rate.  then your children can't go to school without being molested and the teaching takes about a 5 grade drop, but equal opportunity grading will insure that the animals get into a better college. all paid for by you of course. you make to much money to qualify for any grants, so its suck it up baby and pay your hard earned, or take out huge student loans, the price of college and post grad just goes up,up,up cause uncle sugar pays it all for those poor disadvantaged yoots and there are no shortages of them.

Building affordable housing in affluent neighborhoods doesn't solve the problem most of them have.  Public transportation is usually lacking in richer neighborhoods for obvious reasons.

Of course, the pols will set the example by nominating their own neighborhoods around DC where they live to have it constructed first.

No kidding. I never thought a spook would be in the white house. Also, I used to live in a really nice beach community. Unbeknownst to me, they had a fair housing deal of some sort and I noticed quite a difference in the quality of the people - not just their skin color. We started having a crime wave and I finally found out what the problem was - EBT scumbags and "fair housing" shitty people were in the community.

I moved, thank God. We're doomed if this kind of shit is allowed to continue.

I live amounst mostly non-whites, most of whom are FOB or have been in the country for less then 10 years.  It is amazing how the majority have been trained by the social propoganda that White males are the root of all evil.

If you asked them how this country was built up to what it was,  their answer would be that it was the slaves and oppression of minorites that made us wealthy (or at least previously wealthy).  If you asked them how it was we were so gracious to allow them to come here and work, their response would be that we needed them and the US would be nothing without them.  The lack of independent thought and critical thinking amazes me.

It is the evil nature of importing the low IQ cultures.  They are so easily taken in and turned into pawns that the progressive/communists need to destroy this system that it is only a matter of time if we can't stop the invasion.

The Feds have been "sprinkling" my neighborhood with vibrants for over a decade.  They want to spread the wealth out to all of those section 8 properties in every town.  In the last few years they've started increasing the Mexican wealth.  I've read that we're about to have the muslim wealth distribution begin.  My town is starting to feel so special.

Actually there are less than 10 million blacks in ALL OF EUROPE.  Under 1 million blacks in Germany, a nation of 85 million.

So yea, it's MUCH better here.  Avoid the cities and you'll rarely see a non-white person anywhere in Europe.  Although the U.S. is similar in that regard.

A highly sort after area in Midtown Detroit (that's not an oxymoron) is about to break ground BUT has 20% put aside for low income housing. Other properties will be at market rate. 

When running the calculations based on $'s spent and units builts, there's no way both affrobable and market rate conditions can be met. Once the public dollars are spent and demand for the properties is realized, trust me, no broke ass's are moving in.

I ended up in this lower income neighborhood a couple of blocks away in '03 because the city sold me a new 1,400 sq ft house for $75,000.  I wrote a check for $2,900 to move in - it was like leasing a car - 6% no downpayment, no points, no pmi, 30 year fixed.  My monthly costs were less than the one bedroom apt I was leasing before.  Didn't have a family, so I could risk the hoodrat antics - house was broken in once and graffattied once.  It was an interesting experience as I was raised in an upper middle class suburb and the only black people I saw as a child were the cleaning ladies getting off the bus.  All in all my neighbors weren't bad people but I was amazed how racist the middle aged black men were.

Saw the writing on the wall in '05 when a shady developer started building 1,000 sq ft. shotgun houses w/gravel driveways and got $135,000 for them from the fog a mirror crowd.  Sold out in '06 for $120,000 and moved back to a apt to wait the collapse out.  Bought another house in the suburbs in '10 when I became eligible for the $8,000 tax credit.  Oh, I got the sales tax credit in '09 too when I had to buy a new car after my old car was stolen from my employer's parking garage - Akron's a great city, I should have moved here much earlier ;/

My current house is, barely, keeping its value, but the poor family that bought my old house have lost at least $50,000 in equity.

If I wasn't clear, the link in my post above is a neighborhood that was developed w/private money.  The house I bought was in a neighborhood of old houses and my house was built on 3 lots that had their previous houses razed and the contractor was paid by the city.

I made out like a bandit, but only because I, luckily, had the foresight to see what was coming & got out before it blew up.  And it wasn't like they were targeting these properties to DWMs.  My next door neighbor, a SBF, also "won" a house and told me she had bid on 5 previous ones before "winning" her's.  I got mine on the first try in the "best" neighborhood to date since the project's inception because I was a novelty.  She also had her house broken into a few days before mine, but didn't tell me as she was so scared she moved back w/her parents for a week.  We became sort of friends after that and looked out for one another.

Oh, and one other thing.  When the police answered my burglary call - it wasn't bad, they didn't break anything (other than the door frames) in the house or defecate or urinate in it - they just stole some easily replaceable stuff.  While doing his paperwork, the officer told me a detective would be coming out the next day to offer advice to avoid further break ins.  I said that wasn't necessary because as as soon as he left I was going to Home Depot to buy a 4x4 post to bar the side door to the garage that had been kicked in and a security system was on order.  It was winter and the vehicle involved in the break in had left its tire tracks in the snow in my driveway.  For grins, I asked the officer if the detective would be taking tire impressions for the "investigation."  He said he wasn't sure.  So I replied, then you'll have teams working on it.  He smiled, getting the Lewbowski reference, and said "no they won't."  The detective came out the next day, spent five minutes, and left.

Let's make one thing clear off the bat--these grants shouldn't even exist at the expense of taxpayer.  But, given that the grants do exist, then they should rightly be used to make disadvanteged neighborhoods more appealing to higher income families and likewise make it easier for lower income people to move into higher income neighborhoods.  The 1% use property values to turn towns into de facto gated communities.  If Fed grants exist, tearing down the caste system is a good way to spend them.  Republicans can repeal these grants, but Republicans shouldn't prevent using the grants to make towns more economically diverse.  This proposal to redirect existing funds robs no one and initiates force against no one.

After getting divorced, I lived as a roommate, with one of my best friends, who owned his own house.  Next door, was a whole family of Section 8 a-holes.  You never, ever want to live next door to people like this (and I use the term 'people' loosely).   They had a small dog, that they never paid attention to and would leave out all night long in the back yard.  The houses (as per most mid-low income SoCal neighborhoods) were only twenty feet apart or so.  That f#$#(* dog, would yap and bark all frigging night long, ten feet from my window.  We'd go next door at 11 PM, 1 AM, asking them to put the dog inside and they would... for an hour or so.  It got so bad, that after going sleepless for three nights, I actually had to drive to the mountains, to lay under the pine trees, miles from any noise at all, just to sleep.

And at 1 or 2 AM, Baby Momma, would get off her shift from the 7-11 and she'd pull up to pick up her welfare baby, that grandma was babysitting (and getting paid by the State of California for!).  Would Baby Momma get out of her 97 Grand Am, and go up to the door to pick up her child?   Nooo.  She'd honk the horn repeatedly in front of the house.  You can only imagine, the thoughts that ran through my head.  The chilluns, would hang out front, sauntering around, blocking traffic at will and muttering under their breath, where you could almost hear what they were saying. 

The rest of the neighborhood was low-income Mexicans.  These guys, love fireworks, like nobody's business.  I don't mind 4th of July fireworks, even illegal ones, because I can lock up my dogs (dogs hate fireworks with a passion), but this bunch would start, right about now, late May, early June, M-80's, Roman Candles and it would go on, all the way through September, night after night.  When the night of the actual 4th of July, the neighborhood was lit up like a war zone!  They'd be shooting bottle rockets and roman candles at the cars!   Whole streets would be ablaze, with hundreds of pounds of every sparkling, whirling, screaming example of whatever they could find.  Safe and Sane indeed.  Even though it's highly illegal, the cops and the fire department, sure as hell stayed away!

Shopping with them is also an experience.  You'd be looking at the grill work at the bottom of your cart, but there'd be three or four of them, cackling and laughing, with their carts, piled high, with expensive frozen food, steaks and what have you.  Every liquour store in town, every Domino's Pizza has a sign that say's "EBT Accepted".  And what kills me, is they're driving nicer cars than I am!  Jag's Benzes and Land Rovers.  Oddly enough, about half of them always have temporary "Paper Plates" from the dealership.  And don't even get me started on the Ghetto crowd and what they do, with their fast food trash: They simply dump it out the car window or throw it on the ground.  They have no respect at all.

Nope, you don't want these people in your nice neighborhood, period.

The theory is that if you separate them from their lower-class psychological support structure, which encourages them to act this way, and put them in an environment with different groundrules, they will adapt to the environment and become civilized.  I have seen it work on an individual level.  But there have to be very few of "them" surrounded by a vast disapproving sea of The Better Sort.

What's really ludicrous is the idea that they will get higher income, better-educated people other than college students to relocate into one of these inner-city war zones.  I've tried that, too.  Nearly murdered a neighbor; nearly GOT murdered.  Civilized methods of resolving conflict do not work with them; the only thing they respect is violence, and if you don't look and talk like a "tough", you  have to follow through with extreme prejudice, which lands you in jail along with a hundred more of the breed.

I lived across from a house packed with Mexicans. Some illegal by my estimation. There used to be grass in the front yard of this house. Within a few weeks it was hard packed dirt. They hung some kind of chair from a tree that acted as a children's swing. There were about 7 or 8 cars at all times parked on the street near the house. They also liked working on their Ford SUVs and other shitpiles in the driveway. Oh, the music. Tejano bullshit. Trash left in the street that blew into my yard. And then the fireworks. The Fourth of July and New Years. Like clockwork they would start lighting them off in the middle of the fucking street. One year I went out around midnight and threatened all of them. They looked at me not saying a word. Unable to utter anything. Firecrackers in my driveway. My kids trying to sleep. We got the fuck out of the city.

Just move to the country with enough land to buffer you. Purchase a 308 and an AR. Handguns for the road. Mad Max is coming.

I really doubt it's anything to worry about.  Even if passed -- which is doubtful -- it certainly won't be funded adequately to cause more than the most minimal changes.  A project like this would require LOTS of money, and nobody's going to throw that at it.  More likely, it's just another one of Obama's feelgood ideas for his core constituencies, floated to show that his ambitions are in the right place, and place the blame for their failure on his political enemies.

Segregation is clearly an obstacle to "movin' on up". Really? Like any seller would say "Nope.  You green money is too black for me!"  Ridiculous.  But no one anywhere will question the logic for fear of PC Police.

We may not elect them, but we may well have to deselect them. Government's power is ultimately due to its intimidation from the sense of there overwhelming omnipotence.

We, the people, will need to show equal "collective" will to compete. We must find a way to behave exactly as those past and current minorities that have learned to amplify their presence. How is it possible that the black minority, which is less than 20% of the population has FORCED their will upon us? How is it possible that sexual deviancy comprising far less of our population has done the same? And yet we, who are still a majority, will simply defer, submit, retreat, demure in the face of this shit? Why will those living in McKinney allow racial hate speech to be directed towards them, even threats, and yet remain silent, while blacks march in their streets, people who don't even live there, demanding people prosecuted and terminated from their jobs? Why are not McKinney (and all other) whites picketing news broadcasters for NOT speaking to this issue, not publicizing the facts of what is happening? A school principle in Florida was fired simply because he sided with the McKinney cop in a public comment post? And we sit doing nothing.

My family lived through the construction of public housing all around our little street in Brooklyn back in the 60s. Times got bad. Women and children had to be escorted to and from stores and train stations. Men patrolled the streets with handguns in their pockets and dogs on their leashes. Sentry points at either end of the street were set up so their children could play unmolested. Many couldn't take it; and moved to whiter neighborhoods in Long Island or New Jersey. They sold their homes to blacks.

Then, about 30 years ago a high level politician in the Brooklyn Borough, a high level member of the Brooklyn police, and an executive of Chase Manhattan Bank -all black- moved into houses on the street within about a year's time. Very quickly, the nature of the neighborhood began to improve for the better. This row of once middle class homes now sell for well over a million dollars; and prices keep rising. And -guess what?- almost all of the people who have moved in over the past 3 years are white. And the public housing is still there.

McKinney is now what Ferguson, Mo., was 30 years ago, says Paul Scully, executive director for Building One America, a group that advocates for policies that support diverse suburban communities.

In 1980, Ferguson was 85 percent white; now it is 67 percent black.

From page 5 of the regulatory impact analysis:

"Another researcher (Ananat, 2011) controls for omitted variable bias and confirms the Cutler-Glaeser result: segregation is correlated with higher black poverty and lower white poverty, compared to places that are less segregated."

I am surprised the report mentions a certain reality: that segregation is beneficial to whites in the form of a lower poverty rate.

From the last paragraph, which spells out the goal of fair housing:

"HUD believes some of these new approaches would be more successful in achieving the goals of fair housing, meaning that communities would be more integrated, fewer people would live in neighborhoods with both high poverty rates and high racial concentrations, and there would be fewer and smaller disparities in access to quality education, job opportunities, and other community assets."

So, fair housing in a nutshell: no more white neighborhoods. Vouchers for everyone except poor whites, who are not a protected class.

The HUD budget is $50 billion/year.

I live in an upper-middle class suburban neighborhood.  My neighbors across the street are educated hard-working Indonesians who are great parents and instill their work ethic into their kids; my neighbors to the left are white, hard-working, and home-school their children; my neighbors to the right are Indian and own their own business; the families up and down the street are respectful, hard-working, culturally diverse people who can regularly be seen out in their yards playing with their kids and chatting with the neighbors.  My kids go to school and play little league with many of their kids.

There is one "family" who can consistently be heard shouting expletives at each other at various times during the day and night, who park their cars on the lawn, who won't even look at you as they drive by, and have made zero effort to be part of the community.

Guess what race they are.

Which can be indicative in races and cultures, but not absolutely. I'm am for anyone who is on "my side", who shares my basic values and goals. I'm not afraid of competition, I'm only afraid of those who will eliminate it, who will simply impose THEIR values upon me. This is why there is no conversation, as Holder said, we are cowards. HE WAS RIGHT and is still laughing about it, as are most black liberation types. They have made us fearful of speaking rationally about race. Look at what happens to those who do. People losing their jobs and careers because of WHAT THEY SAID. The school principle in Florida that was fired for commenting in support the McKinney cop was accused of disrespect and intolerance.

We will have to stand against this or fall under its wheels. Our mistake is believing that there is some reasonable end point. Some point of balance where THEY say enough...but that ain't going to happen. This is about power and the more they gain the more they will want. This will not end until we have chains on our ankles. Sure, that sounds extreme, but if WE will willing clamp the leg irons on, they will be standing there to attached the chains.
