Blacks are 13% of US population 37.6% of prisoners and 71% of shooters in Chicago
Over the last couple of years, one of the dinner discussions our family has had relates to the observation that many, if not most, of the alleged perpetrators of violent crimes whose photographs appear in the mugshot section of our local newspaper's crime report are black. We live in a very white area of what used to be rural farms and ranches, but is now being quickly developed with multi-family housing and strip malls. A large metropolitan city is a short drive.
The kids and wife have asked me, "Why do you think it is, dad, that the murderers and robbers are usually black?" How is a dad supposed to answer this?
First, I wanted to look at more data than just the police report of our local paper. What I found is that blacks are 13% of the US population, 37.6% of the US prisoner population, and 71.5% of the shooters in Chicago.

Next, I started to watch and read some popular news reports and articles on the internet about black violence. I challenge each reader to make it through just the following five:

Two 15-year-old black boys charged with murder
Three black teenagers charged with murder in the death of 16 year-old.
First-round NBA pick shot and killed 22-year-old mother of four.
Finally, I asked a black sheriff if the notion that most murderers and robbers are black fits with his observations and experience. He responded, "You gotta judge people individually."
I told him that I agree, and that I am not judging anyone. I asked him, again, "Does the notion that a majority of murders and robberies in your jurisdiction are committed by blacks fit with your observations and experience?" He paused, stared at me, and said, "Yes."
I asked him if he had an opinion as to why this might be the case, since blacks make up a small minority of the population. I told him that my wife and kids have been asking me these questions.
He said, "You need to watch yourself. You need to be real careful." Then the black sheriff's deputy put his hand on his sidearm, stared at me for a moment, turned around, and walked away.
So, this is where I find myself as an American trying to ask one hard question about race and violence in America.
Why do you think it is that the murderers and robbers are usually black? Is it the case where you live? How is a dad supposed to answer this question? Are your wife and kids even able to ask it? Are we as a nation even able to ask it?

Then what you do support is a race to the bottom. Nature has a built-in, hard eugenic system. The strong survive and reproduce, the weak die. The universe is hostile and impersonal, so it is, so it's always been. The average world IQ is dropping like a stone. Nature does not have a hard eugenics system - eugenics is the "social movement claiming to improve the genetic features of human populations through selective breeding and sterilization". You misunderstand that word and evolution entirely - perhaps confusing Malthus with Darwin like most Americans. In species survival, it is the most adaptable which survive, not the strongest.
If high IQ was the only factor for your new high civilization, then only the Singaporeans, South Koreans, Japanese and Italians would be allowed to breed. :). I can well believe that nations like the USA do indeed resemble that Idiocracy and Planet of the Apes, but others are heading the other way. I'd like to see some data on your assertion that the average world IQ is "dropping like a stone". According to studies, the opposite has been happening since the 1930's - it's known as the "Flynn Effect".
Look, my life is not so devoid of personal merit that I have to find somebody else to blame for all its ills. Nor do I have a burning desire to impose my will on others, upto and beyond mass murder to "save the world". I find myself extremely lucky to be surrounded by intelligent high flyers who, even when I hear depressing news about the state of the world, give me reasons to be cheerful. I would urge you to do something to improve yourself, instead of trying to "improve" the whole world with your eugenics and half baked ideas. If you want to breed with your sister hoping to spawn a genius in her loins, be my guest. But don't impose that shit on others. BTW, I would never classify the USA as "High-civilization" at any time during its existence. Travel. Read. Learn. Go to a decent college. I explain it as: black people in general have chaos in a lot of their homes and it makes its way to the streets. white people have chaos as well but I do not think it is as prevalent per capita. Race is immaterial.
Cause of the chaos in my opinion are the politicians and bankers targeting black people for subjugation via government "assistance".
Banksters make money by siphoning tax and debt dollars from government aka taxpayers for benefit programs -- politicians gain votes by pandering to black people -- all the while the govt and banksters play black and white people off against each other.

I think that it is worthwhile to examine Roof’s manifesto for some clues about how he ended up doing what he did.
Roof says that he grew up in the South, having “a small amount of racial awareness, simply because of the numbers of Negroes in this part of the country.” Southerners in general probably do have a better sense, compared to White people from other places, about how Blacks behave. This was not a clear White racial consciousness however; rather it was the kind of dissimulating defensiveness promoted by the likes of Sean Hannity or Glenn Beck, with its rhetoric of deflective counter-accusation characterized by Roof as “Blacks are the real racists.”
Roof was shocked out of this weak orientation based on fear of being called “racist” by the drumbeat of anti-White propaganda that began with the absurdly biased reporting on the case of George Zimmerman and Trayvon Martin in 2012 and 2013:

Not too long ago, I read Herbert Asbury's "The Gangs of New York." It's definitely worth a read. It's about the seamy history of the underbelly of New York City, from about 1820 - 1920. The book is chock-full of violence, depravity, self-destructive behavior, anti-intellectualism, immorality, vice, criminality; you name it. Who were the disgusting sub-human perpetrators of this kind of behavior? Mostly the Irish.
Everything we say about Blacks now was said about the Irish, or the Italians, or Catholics in general, 150 years ago. And, as far as you take it, it was true, too. Poverty and misery will do that to people. The skills required to live for the next 5 minutes on the streets don't translate well to long-term decision-making. And vice-versa. Most highly-educated professional types don't do well on the streets.
Correlate these data with socio-economic information and I bet you see a different story.
I believe a Catholic bishop in New York (?) got fed up with Irish behavior and mounted a campaign of uplift which caused the Irish to get their act together in a big way.
I didn't get that it was poverty or misery that caused Irish but that their attitudes, habits, and values made for chaos and misery for themselves. They brought their own cultural values up.
A similar but vastly larger and more expensive (!) government effort directed at negroes has had no such similar effect. And why do you suppose that is?

After the painful exercise of reading through all these comments HH, I'm disappointed to find few credible answers to the original quesiton you posed. I'm not looking for a 'correct' answer of course - but people on both sides responding here are touching on the issue in the most peripheral way.
Let me rephrase your question, and you can tell me if it's equivalent to your original one (I won't simply presume it is...)

The question of proportion is answered (in my opinion) by a clear understanding of the nature of evil. So to rephrase again,
"Why are some blacks psychopaths?"
The smart guys that came up with the notion of psychopathy as a communicable disease were from the former Soviet republics. They were originally not trying to answer why their powerful leaders were evil, they were actually psychiatrists trying to explain why the common people they treated were (or became) psychopaths. The entire body of work on psychopathy and the nature of evil came originally from consideration of what can only be described as relatively poor, disenfranchised, oppressed East Europeans subject to the tyrants of post-war Soviet rule. It was later suggested that their work explained the much smaller number of psychopaths who managed to be very successful at becoming rich and powerful, i.e., the Soviet leadership at the time. But that wasn't the original focus of their work.
Keep in mind these psychiatrists were not trying to define serial killers or someone with obvious organic causes for their mental illness. They were studying 'little people' to explain why some of THEM were or became psychopaths. Why did 'little people' join the Stazi or rat out their neighbors? Why did they become evil in an oppressive society despite the fact that they were 'little people' themselves.
Damn near any normal person can be turned into a psychopath. Destroy just enough of what's important to them but not enough that they want to kill themselves and you have the most fertile ground possible to make a psychopath: a state of learned helplessness. Damned if they do and damned if they don''t. Not everyone in that state is going to turn in to a psychopath by any means, it just means they're vulnerable. Converting to a psychopath is the easy part - other psychopaths will gladly take care of that because exploiting the vulnerable is part of who they are. Now a lot of destitute people still have a very strong moral compass and reject the carrots dangled in front of them. But plenty will grab at those carrots if you have destroyed whatever their culture historically used to define morality and dignity. For the more thorough version of this scheme, refer to Pol Pot - he nailed the psychopath factory better than anyone.
Cultural genocide works - it's evil as hell but it works. It preps a population for submission, obedience, dependence and helplessness. It's fertile ground for psychopaths of all stripes to recruit other psychopathic minions. And that learned helplessness can be compounded by misdirected attempts to 'help' them.

I don't see that psychopaths recruited people to be psychpaths in the GDR. Nor was German culture destroyed there. What made the regime successful in its efforts to control was fear and totalitarian power wielded by men who had a lust for power, i.e., psychopaths. Small fry got roped in by a system of informers that made it impossible to not inform on others because you never knew if there was another informer at that meeting or party.

Because they're chronically poor and often come from dysfunctional families. How could this possibly be a mystery to anyone over five years old? This situation has been developing since slavery, when blacks were forced here in chains and sold like cattle (usually completely destroying whatever family structure might have been place at the time), and then through Reconstruction, when thousands and thousands of blacks were murdered and/or driven out of their homes, and then into the twentieth century, where blacks, for the most part, were relegated to practically permanent underclass status. If whites or Asians or Hispanics or Eskimos or any other group of people had been kidnapped and treated literally like animals for a couple of centuries, THEY would be the ones doing all the murdering and robbing today. Also, I have travelled around a lot in the world and have been in seriously poor areas of asia and the difference in attitude is so amazing.
